ISSI entered Bluetooth in 2002 through a deal with Signia Technologies that combined chip manufacturing, product licensing, and an equity investment. ISSI planned to invest $3 million for about 15% of Signia, manufacture Signia-designed products, and license its initial Bluetooth products worldwide. The move expanded beyond ISSI’s memory business, but it did not last: ISSI exited Bluetooth in fiscal 2006, selling the assets and most of its Signia stake.

What was the ISSI–Signia deal?

On May 30, 2002, ISSI announced an agreement with privately held Signia Technologies. The arrangement gave ISSI several roles at once: it would invest in Signia, manufacture Signia-designed Bluetooth products, and receive worldwide rights to license Signia’s initial products. ISSI also gained the right to develop additional Bluetooth products using Signia technology. EDN’s 2002 announcement described the arrangement.

  • Planned investment: $3 million, structured to give ISSI a 15% stake and a seat on Signia’s board.
  • Investment timing: ISSI had already invested $1 million; the remaining $2 million was to follow Signia’s next financing round.
  • Product rights: Worldwide licensing rights for Signia’s initial products, plus the right to develop further Bluetooth products based on Signia technology.
  • Manufacturing: ISSI was to manufacture the Signia-designed products.

At the time, the companies described the chipset as still undergoing characterization and certification. They said initial shipments could begin as early as October 2002; that was a projected start, not confirmation that shipments began then. The chips were to be fabricated at Taiwan Semiconductor Manufacturing Co. (TSMC), which ISSI already used for SRAM and network-search products. EDN reported these plans in 2002.

Why did ISSI pursue Bluetooth?

ISSI presented Bluetooth as a way to broaden its product range beyond memory semiconductors. Chairman and CEO Jimmy Lee said the Signia product line fit ISSI’s diversification strategy and pointed to ISSI’s existing memory customers in wireless markets. He expected demand for Bluetooth to grow as more wireless applications appeared. These were the company’s stated reasons for the deal, not evidence that the forecast was fulfilled.

The announcement also placed the Signia agreement alongside ISSI’s acquisition of Purple Ray, a network-search-processor company. Both moves extended ISSI into product areas beyond its core memory business. EDN’s announcement quoted Lee and described the broader diversification strategy.

How ISSI’s ownership changed—and why it left

The 2002 announcement described a planned 15% investment. ISSI later increased its ownership to approximately 68%, paid about $8.1 million in cash for the additional interest, including estimated transaction costs, and began consolidating Signia’s financial statements on December 1, 2004. In fiscal 2006, ISSI decided to leave the Bluetooth business, citing a desire to focus on its core product strategy and lower its expense run-rate. The company sold its Bluetooth assets and most of its Signia shares. One filing disclosure says that in February 2006 ISSI sold approximately 77% of its Signia investment for about $4.6 million, recording a pre-tax gain of $2.2 million. Its ownership fell to approximately 16%, and it switched to cost-basis accounting effective March 2006. The filing separately reports an approximately $2.7 million gain on the overall sale of Bluetooth assets and Signia shares. Where the Signia SGN5210 appeared

Signia’s SGN5210 is documented in at least one consumer-product teardown: an EDN examination of a Datel Xbox wireless controller identifies it as a controller companion in the product’s 2.4 GHz wireless subsystem. The teardown says Signia was subsequently acquired by ISSI in 2005. It also notes that the wireless subsystem sat on a supplemental PCB, suggesting the base board could support wired and wireless configurations. What the deal amounted to

ISSI’s move into Bluetooth was not simply a chip purchase or a manufacturing contract. It paired Signia’s product technology with ISSI’s manufacturing plans, worldwide licensing rights, and investment in the company. ISSI subsequently took majority ownership and consolidated Signia, then reversed course in fiscal 2006 to refocus on its core products and reduce expenses. The SGN5210 teardown provides a concrete example of Signia technology in a consumer device, while the available evidence does not establish the scale of its broader market adoption.
