IP geolocation estimates where a connection is coming from by matching its observed IP address to a maintained dataset. Bot detection is a separate, layered classification process that looks for patterns in requests, sessions, and browser behavior. You can build a useful first version without paying for an API, but neither an IP address nor a single bot signal proves who a visitor is or what they intend to do.

How IP geolocation works

A server or edge network observes an IP address, then looks it up in a database that maps address ranges to geographic areas. The result is an estimate, not a live reading of a person’s physical location. IP ranges can be reassigned, addresses can rotate, and a request may pass through an intermediary such as a VPN or proxy.

Cloudflare’s Network documentation describes IP geolocation as an estimate rather than an exact science. Its database is updated multiple times per week, but Cloudflare does not provide an accuracy service-level agreement. Cloudflare can expose a country through the CF-IPCountry header; its visitor-location transform can also provide city, country, continent, longitude, and latitude. More granular fields do not make the underlying estimate exact.

That makes IP location useful for broad regional defaults, such as choosing a language or applying a rate-limit policy, and as one signal in fraud analysis. It is not a way to find a street address, identify a household, or establish an individual’s precise location. For high-stakes location decisions, Cloudflare recommends combining IP data with first-party signals such as device GPS, where appropriate, with user consent and compliance with applicable privacy laws.

How bot detection works

Bot detection classifies traffic using several imperfect clues rather than a single definitive test. A legitimate automated crawler and a malicious credential-stuffing script are both software making requests; the relevant question is what the traffic is doing and how confident the system is that it is automated or harmful.

Signals and scoring

Cloudflare documents several detection layers: heuristics that check known malicious fingerprints; optional, invisible JavaScript detections that can identify headless-browser and other fingerprints; machine learning that considers request, session, and browser signals; and anomaly detection that compares traffic with a baseline. Its machine-learning process maps predicted human probability to a Bot Score from 1 to 99. The __cf_bm cookie measures request patterns to help stabilize scoring across a user’s activity.

Cloudflare says every request in its reference architecture receives a score in that 1–99 range. Scores below 30 are commonly associated with bot traffic in Cloudflare’s operational interpretation; this is not a universal threshold for every site or detector. A score is useful as an input to a policy, not as proof by itself.

What a detection system can do with a score

Once a request is classified, a site can allow it, block it, rate-limit it, or require a challenge. Logs can retain the score and detection metadata so operators can inspect why traffic was flagged and adjust policy. Graduated responses are safer than automatically blocking every request that looks unusual.

Build a basic system without paying for an API

A no-cost first version can combine server-side request logging, a freely available IP-range database or service, and rules you control. “Free” does not guarantee unlimited usage, a particular freshness level, or permission for every use case; check the provider’s current terms and record which dataset or service produced each result. Avoid collecting more identifying data than the system needs.

  1. Capture trustworthy request data. Record the source IP as seen by your trusted reverse proxy, along with selected headers, method, path, response status, timing, and a privacy-safe session identifier. Configure the proxy boundary so client-supplied headers cannot be mistaken for trusted network metadata.
  2. Add coarse geolocation. Use a free database or service to map IP ranges to a country or broad region. Cache lookups where appropriate and record the database release date or service version with the result. Treat the location as probabilistic; do not infer a precise address or a particular person.
  3. Start with deterministic abuse signals. Apply rate limits and flag impossible request rates, repeated failed logins, malformed headers, inconsistent user-agent behavior, and known bad-network or proxy indicators. Maintain allowlists for verified crawlers you intentionally support rather than trusting a crawler’s claimed identity.
  4. Add browser and session signals selectively. Optional JavaScript can test whether browser-side code executes, while session-level consistency can reveal automation that changes IP addresses. These signals can also fail for privacy tools, accessibility setups, or restrictive browser settings, so use them as evidence rather than automatic proof.
  5. Log the reason and tune the response. Store which signal caused a flag, review samples for false positives, and move through observe, rate-limit, challenge, and block as confidence and impact justify. Avoid a hard rule based only on IP address or user-agent string.
  6. Escalate only when the workload warrants it. Managed edge systems can add network-scale telemetry, machine learning, challenge infrastructure, and operational dashboards. They reduce the amount of detection infrastructure you maintain, but introduce vendor dependency and possible plan limits.

Choose an approach by its trade-offs

Less database maintenance, but requests add an external dependency and may have latency or data-handling implications. Proxy intelligence varies.
Managed edge detection Moves more work to a provider and can centralize enforcement, but creates vendor dependency and plan limits; current pricing and eligibility depend on the provider. Cloudflare documents country geolocation and additional visitor-location fields, with its IP database updated multiple times per week and no accuracy SLA. Cloudflare documents heuristic, JavaScript, machine-learning, and anomaly-detection layers, plus allow, block, rate-limit, and challenge actions. This is more operationally integrated than a basic lookup but less under your direct control.

For a small site, a self-hosted country lookup plus carefully tuned rate limits may be enough. A managed edge option becomes more attractive when traffic volume, distributed abuse, or the cost of maintaining detection and challenge systems outweighs the control and provider-independence you give up. City precision, network intelligence, latency, explainability, and false-positive handling should be evaluated separately rather than assumed from a product label.

Why VPNs, proxies, and shared networks complicate both systems

With a VPN or forward proxy, the observed address may belong to the intermediary, so the geolocation result can describe the VPN or proxy host rather than the user. MaxMind likewise states that geolocation for an anonymizer corresponds to the web host running it, not the end user. Carrier-grade NAT and shared networks create the opposite ambiguity: many people can appear behind one public address. Mobile addresses may also be reassigned.

Use proxy or anonymizer information as a separate risk signal, not as proof of maliciousness. A VPN may reflect a user’s privacy choice, while a shared address may represent many legitimate users; a blanket block can therefore reject people who have done nothing wrong. Combine network signals with request behavior and account context, and choose a challenge or rate limit when a block would be disproportionate.

Keep location and bot decisions explainable

  • Separate estimate from fact: store geolocation as an attributed, dated lookup result, not as a verified user address.
  • Keep a reason for each action: record the signal or policy behind a flag so you can diagnose false positives and explain enforcement internally.
  • Use proportionate responses: observe or rate-limit uncertain traffic before imposing a hard block, especially when a location or proxy signal is involved.
  • Minimize and protect data: use a privacy-safe session identifier, retain only the request details needed for security, and account for consent and privacy requirements when adding device-level location.
