iCloud Photos uses two separate storage pools: your iCloud account and your iPhone. It keeps full-resolution originals in iCloud and syncs your library across devices. If you enable Optimize iPhone Storage, your iPhone can keep smaller, space-saving versions and download originals when needed. Optimization does not delete your photos, increase iCloud capacity, or make deleting a photo on your iPhone local-only.
How iCloud Photos uses iPhone and iCloud storage
With iCloud Photos enabled, your photos and videos are stored in iCloud and synced to other devices signed in to the same Apple Account with iCloud Photos turned on. They also use some storage on your iPhone. By default, Apple says photos are normally stored on the device at original resolution; Optimize iPhone Storage changes how much of the library is kept locally.
Think of the two capacities as separate:
- iPhone storage is the device’s local capacity. Check it at Settings > General > iPhone Storage.
- iCloud storage is the account’s cloud capacity. Check it at Settings > [your name] > iCloud.
Menu labels can vary with iOS version and locale. Apple says a new iCloud account includes 5 GB of free storage; that space is shared with other iCloud data, not reserved just for photos.
What Optimize iPhone Storage does
When Optimize iPhone Storage is enabled, full-resolution originals remain in iCloud while the iPhone can keep smaller versions to save local space. When you open or otherwise need an original, the phone can download it over Wi-Fi or cellular.

Optimization happens as the iPhone needs space. Apple says it starts with items accessed least recently, but does not promise a fixed amount of storage saved or an immediate reduction. The result depends on your library and the device’s storage needs.
Turn on Optimize iPhone Storage
- Open Settings and tap your name.
- Tap iCloud > Photos.
- Turn on Sync this iPhone if it is off, then select Optimize iPhone Storage.
Allow time for the library to sync and the phone to optimize items. This setting manages local space; it does not add capacity to your iCloud account.

If iCloud storage is full
A full iCloud account is different from a full iPhone. When iCloud storage is full, new photos and videos stop uploading to iCloud Photos. Optimizing the iPhone cannot fix that upload limit because it frees local device space, not cloud capacity.
Review what is using iCloud storage at Settings > [your name] > iCloud. You can manage stored data or consider Apple’s iCloud+ upgrade route for more capacity. The appropriate choice depends on what is consuming your account’s space and whether you need additional cloud storage.

Deleting a photo deletes it across iCloud Photos
Optimize Storage is not a deletion command. However, deleting an item from the Photos app while iCloud Photos is syncing removes it from the synced library on your other devices too. Apple puts it plainly: “When you delete photos and videos on one device, they’re deleted everywhere you use iCloud Photos.”
Apple says deleted photos can be recovered from Recently Deleted for 30 days. There is an important exception: Apple’s storage-management guidance warns that when iCloud storage is over its limit, deleted items may be removed immediately and may not be available there. Do not rely on Recently Deleted as your only safeguard.

Protect photos before turning off sync or deleting items
Apple says photos and videos in iCloud Photos are not duplicated in iCloud Backup. Keep a separate copy of important images before destructive changes. Apple describes saving photos and videos to a computer as one way to manage photo-library backup storage; a computer-managed copy can also be placed on an external SSD, but Apple’s cited guidance does not establish direct iPhone-to-drive compatibility.
Before you turn off iCloud Photos on your iPhone
- If you need full-resolution files on the iPhone, first choose Download and Keep Originals in the iCloud Photos settings and allow the download to finish. The phone needs sufficient available storage for the originals.
- If you do not download originals, optimized local items are not full-resolution originals.
- To stop syncing on this device, go to Settings > [your name] > iCloud > Photos and turn off Sync this iPhone. Turning it off stops future uploads, edits, and deletions from syncing to that device.
Exact settings labels may differ by operating-system version. Before deleting wanted images or changing sync settings, verify that the separate copy you intend to keep is actually available.

Choose the right fix for the storage problem
