It may be used to evacuate civilians, bring in relief supplies, or move wounded, sick or dead people. It can help people move or aid reach them, but it does not guarantee safety, require civilians to leave, or replace the parties’ wider duties to protect civilians and allow humanitarian relief.
What is a humanitarian corridor?
The International Committee of the Red Cross (ICRC) describes a humanitarian corridor, also called a safe passage, as a time- and place-limited agreement between parties to a conflict. The agreement sets out a specific passage arrangement; it is not a general promise that an area or route is safe.
Depending on the circumstances, passage may be arranged for civilians leaving an area, humanitarian assistance entering one, or the evacuation of wounded, sick or dead people. The name does not itself establish who may travel, which route is available, or how long it will remain open. Those details have to be agreed and coordinated for the particular operation.
A corridor is not the same as a humanitarian pause
International humanitarian law (IHL) does not define “humanitarian corridor” as a term of art. A humanitarian pause is a temporary suspension of hostilities agreed for humanitarian purposes, usually for a particular time and area. A corridor arranges passage; a pause suspends fighting for a defined period and area. The concepts may be related in practice, but they are distinct arrangements. IHL’s established rules on civilian protection and humanitarian access apply regardless of the labels used.

How is a corridor arranged?
There is no single universal corridor protocol. The parties concerned need to agree on the practical terms and coordinate how passage will work. Depending on the operation, those terms include:
- Purpose: whether the arrangement is for civilian evacuation, relief delivery, medical evacuation, or another stated humanitarian movement.
- Route and area: where passage is allowed and what geographic limits apply.
- Time: when the route opens, how long it is available, and any agreed schedule.
- Eligibility and permitted cargo: which people or supplies may pass and any checks that apply.
- Coordination and safeguards: how parties, humanitarian organizations and others involved communicate and manage movement, including protection for those travelling and for relief workers.
The ICRC says safe passages are complex to design and implement and must be well planned and coordinated. Its guidance states: “Humanitarian corridors must be well planned, well-coordinated and implemented with the consent of parties on all sides.”

How do humanitarian corridors relate to aid access?
A corridor may be one route for humanitarian assistance, but it is not the only possible route and does not replace ongoing humanitarian access. Humanitarian organizations may offer impartial services. Parties generally need to consent to humanitarian activity in territory or areas under their control; ICRC guidance says consent cannot be withheld arbitrarily where humanitarian needs require aid.
Once an impartial relief operation is agreed, parties must allow and facilitate the rapid and unimpeded passage of relief. They may verify that consignments are humanitarian, but checks must not unduly delay, block or make the relief operation impossible. Relief workers and objects must be respected and protected, and parties should give clear instructions to their armed forces. Movement essential to humanitarian personnel’s work should be ensured; only imperative military necessity can justify temporary, geographically limited restrictions.

The ICRC does not generally prefer corridors as an aid-delivery option: they can be complex and impractical. Their limited scope makes them unsuitable as a substitute for broader access where people need assistance.
What protections apply to civilians?
Leaving must be a meaningful choice
Civilians should be able to choose whether to leave and where to seek safety, including in whatever direction or on whichever side they believe is safe. A corridor agreement does not make evacuation compulsory. IHL prohibits deportation or forcible transfer except for narrow exceptions connected to civilian security or imperative military reasons; outside those exceptions, transfer and evacuation should be voluntary and with consent.

When people are displaced, arrangements should address their reception and protection, not only the journey. Necessary measures include adequate shelter, food, hygiene, health care and safety; protection from sexual and gender-based violence; and preservation of family unity. Appropriate guarantees should address destination, property, security and the possibility of return.
People who stay remain protected
Civilians who cannot or do not wish to leave remain protected under IHL. Their civilian status does not change because they stay, and they may still receive humanitarian assistance. Parties remain bound by civilian-protection rules, the prohibition on starvation, and obligations concerning relief operations. As the ICRC puts it: “This means that even if there is a safe passage operation out of an area of intense fighting, any civilians who cannot or do not wish to leave the area are still protected under IHL and can benefit from humanitarian assistance.”

Authorities may screen people leaving, but screening must respect IHL and human-rights protections. People must be treated humanely; detention requires procedural safeguards, and collective punishment is prohibited.

Agreement on passage does not make a route intrinsically safe. People using it, humanitarian personnel and parties to the conflict may still face hazards. Planning and coordination can manage risks but cannot remove them. A corridor also covers only an agreed route, area and time, so it cannot by itself protect civilians elsewhere or meet the needs of people who remain outside it.
For a specific proposed corridor, the useful questions are whether its purpose, route, timing and eligible travellers or cargo are clear; which parties have consented and how the operation will be coordinated; what safeguards apply to voluntary movement, screening, family unity and reception; and how the safety and needs of people outside the route will be addressed. A general description of corridors cannot establish current conditions or safety for a particular operation.

The ICRC has also said safe passages saved the lives of “hundreds of thousands of people” over recent decades, without attaching a specific year or methodology to that cumulative estimate.
