Higher diesel and jet-fuel prices make shipping more expensive because carriers pay more to move each parcel, pallet, truckload, or aircraft shipment. Most carriers recover part of that volatility through a fuel surcharge tied to a published fuel index. The surcharge is added to the transportation rate under the carrier’s formula, so the amount you pay depends on the shipping mode, lane, package or freight weight, contract, accessorial fees, and the week or month used for the index.
Why a fuel-price increase reaches your shipping bill
Fuel is a direct operating cost for trucking, delivery vans, aircraft, and equipment that moves freight through terminals. When diesel or jet fuel becomes more expensive, a carrier’s cost per delivery rises even if the route, package, labor, and service level stay unchanged.
Instead of renegotiating every base transportation rate whenever fuel changes, carriers commonly use an indexed fuel surcharge. The U.S. Energy Information Administration (EIA) describes these charges as part of many shipping and delivery companies’ rates and invoices for covering diesel costs: EIA, “Diesel fuel surcharges”. DHL explains that a variable surcharge can rise, fall, or be removed as fuel prices move: DHL Express surcharges.
The result is usually a two-part bill:
- Base transportation charge: the negotiated or published price for moving the shipment.
- Fuel surcharge: a percentage or weight-based amount calculated from a fuel index and the carrier’s table or formula.
A fuel surcharge does not necessarily equal the carrier’s entire increase in fuel expense. It is a contractual pass-through mechanism, and the covered costs, thresholds, caps, floors, and timing vary.

How the fuel-surcharge pass-through works
- A fuel index is published. For U.S. ground freight, the reference may be the EIA weekly on-highway diesel average. Air and express services often use a U.S. Gulf Coast jet-fuel index. The index publication date and geographic basis matter.
- The carrier applies its table or formula. The carrier maps the index price to a surcharge percentage or a charge per weight unit. EIA says it does not calculate or regulate individual surcharges; fuel surcharges are negotiated privately between shippers and transportation companies. See the EIA fuel-surcharge FAQ.
- The result is applied to a rate base. Depending on the tariff or contract, the percentage may apply to the linehaul charge, net transportation rate, or selected accessorial charges. A freight program may instead use a cents-per-pound or similar weight-based amount.
- The new amount takes effect after a stated lag. Weekly programs generally use a prior publication week and a defined effective period. Other programs update monthly or on another schedule, so the pump price you see today may not appear on an invoice immediately.
Because each carrier sets its own rules, two shipments with the same origin, destination, and weight can have different fuel charges even when the underlying fuel market is identical.
What determines the surcharge amount?
Fuel index and reference period
Ground and truck freight commonly reference diesel. Air express commonly references jet fuel. A carrier can also choose a particular regional index, such as the U.S. Gulf Coast, rather than a national retail price. The table should identify the index and the publication week or month used.
Thresholds, floors, and caps
Most schedules divide fuel prices into bands. A band might produce no surcharge below a threshold and a larger percentage above it. A floor can keep the charge from falling below a minimum, while a cap can limit increases. Rounding rules can also make a small index movement produce no visible change until the next band is reached.

Rate base and accessorial coverage
Read whether the percentage applies only to linehaul or also to items such as residential delivery, delivery-area, Saturday, oversized-package, or other listed accessorial charges. A surcharge applied to a broader base can increase an invoice more than the same percentage applied only to transportation.
Mode, service, and geography
Parcel ground, less-than-truckload (LTL), truckload (TL), domestic air, international export, international import, and remote-area services can each have separate schedules. An international movement may also involve different index assumptions on the export and import legs.

The following figures are dated examples from carrier tables, not a universal rate. They show why the service selected and the effective week must be checked.

Check the live schedules before quoting a customer or approving a shipment: UPS fuel surcharges, FedEx package and express-freight fuel surcharge, and FedEx Freight fuel surcharge. These tables can change, and the effective period is part of the figure.

How a surcharge changes the arithmetic
Suppose a contract applies a 20% surcharge to a $100 linehaul charge. The fuel component is $20 and the transportation subtotal becomes $120 before taxes or other fees. If the same 20% applies to a $100 linehaul plus a $15 covered accessorial, the surcharge is $23 and the subtotal is $138. The difference comes from the rate base, not from a different fuel price.
A weight-based schedule works differently. If a tariff states a charge per hundredweight, the shipment’s billable weight and any minimum charge determine the result. A light, bulky shipment may therefore be affected by dimensional or minimum-weight rules as well as the fuel table.
Why the change may appear later than the pump-price increase
Carriers need an effective-date rule that turns a volatile market index into a predictable billing period. A weekly schedule may use the index published during one week and apply the resulting percentage during the following week. A monthly schedule may average or select a prior month’s value. The lag protects billing consistency but means invoices can rise after fuel prices have already moved, or remain elevated briefly after prices fall.

Look for three dates in the carrier’s terms:
- Index date: when the fuel price was measured or published.
- Effective date: when the new surcharge applies to shipments.
- Invoice date: when the charge is displayed or collected.
Comparing an invoice with the retail price at a nearby fuel station without aligning these dates can make a correct charge appear wrong.

The customer-facing shipping price can rise
A merchant may pass the surcharge through at checkout, increase a flat shipping fee, or build a higher expected cost into product pricing. The choice depends on the store’s pricing model and whether the checkout system receives the carrier’s current surcharge.
Margins can narrow when rates are fixed
Free-shipping offers, subscription delivery, and fixed-rate promises leave the merchant exposed when the carrier adds a larger surcharge. The merchant absorbs the difference unless the offer includes a fuel-adjustment clause or is repriced.
International and expedited services can move more
Air and international services often use jet-fuel indexes and may show a higher surcharge than domestic ground in the same week. A shipment’s delivery promise can therefore matter as much as its distance when fuel costs rise.
Freight invoices can contain several fuel-sensitive legs
An LTL or truckload move can include pickup, linehaul, terminal handling, and delivery components. The applicable tariff determines which of those charges receive the surcharge. Do not assume that multiplying the total invoice by the posted percentage is correct.

Can switching carriers eliminate a fuel surcharge?
Usually, switching changes the formula rather than eliminating fuel exposure. A carrier may advertise a lower percentage but apply it to a broader rate base, use a different index, or add separate delivery-area fees. Another carrier may show a higher percentage on a lower negotiated base rate.
Compare the all-in amount for the same shipment and service level using this checklist:
- Fuel index and geographic reference.
- Publication period and effective-date lag.
- Percentage versus weight-based calculation.
- Linehaul or net-rate base.
- Accessorial charges included in the base.
- Caps, floors, thresholds, and rounding.
- Residential, remote-area, oversize, and Saturday fees.
- Whether your negotiated contract overrides the public table.
There is no standard fuel-surcharge percentage across the industry. A lower posted number is not evidence of a lower final bill until these variables are aligned.
Practical ways to reduce fuel-related shipping cost
Improve package density
Use packaging that protects the product without leaving unnecessary empty space. Better cube utilization can reduce dimensional weight and place more sellable units on a vehicle, although the available sources do not establish a universal savings percentage.
Consolidate shipments where service allows
Combining several orders into fewer shipments can reduce the number of charged movements and delivery stops. Check that the resulting package or freight dimensions do not trigger a higher weight or oversize tier.

Match service speed to the actual need
Use ground service when the promised delivery date permits it. Air and express services commonly use jet-fuel indexes and can carry different surcharge schedules.
Review contracts and invoices
Keep the carrier’s current surcharge table with each rate agreement. On every invoice, verify the service code, effective period, index band, rate base, billable weight, and covered accessorials. EIA’s explanation that formulas are privately negotiated makes invoice auditing especially important.
Quote with a current all-in rate
For customer estimates, combine the base transportation charge, current fuel surcharge, accessorials, taxes where applicable, and delivery-area charges. State how long the quote remains valid when the carrier updates weekly.
How to investigate an unexpected charge
- Identify the service. Confirm whether the shipment was ground, air, international, LTL, or truckload.
- Find the effective period. Match the shipment date and invoice date to the carrier’s surcharge table.
- Check the index. Verify whether the schedule uses diesel, jet fuel, a regional index, or another stated reference.
- Recalculate the base. Determine whether the percentage was applied to linehaul, net transportation, weight, or listed accessorials.
- Check contract precedence. A negotiated agreement may replace the public schedule or define special caps, floors, or lags.
- Request a correction with documentation. Provide the shipment number, rate base, applicable table, and your calculation rather than disputing only the final total.
If the carrier’s table and your contract agree with the invoice, the increase may simply reflect the scheduled index movement. If they do not, ask for a corrected invoice or a written explanation of the governing tariff.
What cannot be predicted from fuel prices alone
There is no authoritative universal rule such as “a 10% fuel increase raises every shipping bill by a fixed percentage.” The result depends on the carrier’s formula, mode, contract, shipment weight and distance, and the share of the invoice exposed to the surcharge. Fuel is one input into the delivered price, not a standalone multiplier that works across every shipment.
The most reliable way to forecast cost is to model the actual lanes and services you use, apply the current carrier schedule, and test several index bands. Recheck the carrier’s table whenever the effective week or month changes.
