Florida is a useful lens for understanding its landscapes and contrasts, but Rockstar has not published a map key confirming that each fictional place corresponds to a specific real-world location.
Is GTA 6 based on Florida?
Take-Two Interactive’s December 4, 2023 announcement confirms the names Leonida and Vice City, describing Leonida as “home to the neon-soaked streets of Vice City and beyond.” The announcement establishes the fictional setting; it does not explicitly identify Leonida as Florida.
Florida is nevertheless a grounded broad comparison. Rockstar senior vice president of narrative Rupert Humphries described research trips in Florida that encompassed beaches, the Everglades, the Keys, nightlife, and rides through areas at night with former police officers. That range supports reading Leonida as a fictionalized take on varied Florida environments and experiences—not as a literal reproduction of the state.
Vice City and Miami
Vice City invites comparison with Miami, but the official announcement does not confirm a one-to-one match or provide a county-by-county or landmark-by-landmark guide. Treat specific real-world correspondences as interpretation unless Rockstar confirms them; a recognizable influence does not make every in-game place a direct copy.

Why the setting reaches beyond beaches and nightlife
Humphries’s description points to a broader palette than the familiar tourist image of palm-lined beaches and neon nightlife. He said: “We go and try to experience everything, from riding around areas at night with ex-cops, to going to strip clubs and nightclubs, spending time on the beach, in the Everglades, down in the Keys, and beyond.” The mix suggests a world built from different settings and social experiences, rather than one continuous party strip.
Humphries also said the story thrives where rich and poor live close together, with crime and corruption connecting them. That is a useful way to read the setting’s social contrasts: proximity between wealth and hardship can create tension and story possibilities without turning Florida or its residents into a single stereotype.

Rockstar says it favors satire that lasts
Rob Nelson, co-studio head of Rockstar North, told GamesRadar that the studio considers how references will hold up during a long development cycle. He said: “For us, because we work on such a long development cycle, we have to not jump on stuff and instead choose our angle of approach carefully and decide what things are going to be a bit more timeless.”
Nelson contrasted broad targets with passing references: “I think those broader things are OK to satirize, but very specific political issues or memes will date fast.” His comments describe the studio’s stated approach, not a guarantee about every joke or target in the finished game. They also suggest why it is safer to look for enduring contrasts—such as image versus reality or wealth beside poverty—than to assume a trailer detail is a coded reference to a particular living person, party, or event.

What the “sunny place” description does—and doesn’t—tell us
Take-Two’s May 6, 2025 Trailer 2 announcement describes Jason and Lucia’s story as a criminal conspiracy across Leonida and calls the setting “the darkest side of the sunniest place in America.” The wording puts brightness and danger in deliberate tension: an inviting, sunlit image sits alongside crime.
That is a strong basis for reading the setting as satirical contrast, but it is promotional language, not a detailed explanation of the game’s jokes. It does not establish that every scene or trailer detail is intended as a direct joke about Florida. The most responsible interpretation is therefore a broad one: Leonida draws on recognizable Florida settings while using contrasts that can support lasting satire, without serving as a confirmed, place-by-place portrait of the real state.
