Google’s image-to-video tools can turn a still photo into a short AI-generated clip, guided by a text prompt or a built-in preset. The exact workflow depends on whether you use Gemini, Google Photos, Google Vids or the Gemini API. Google announced the Gemini feature with Veo 3 in July 2025; newer workflows have since added Veo 3.1, but access, controls and output formats vary by product.
What happens when Veo animates a photo?
The image supplies the visual starting point; a prompt can describe the movement, scene or audio you want the generated clip to convey. In Gemini’s July 10, 2025 announcement, Google described uploading a photo, describing the scene and any audio, and generating an eight-second video. Google said the result had sound and both a visible AI watermark and an invisible SynthID watermark. Google’s announcement also reported that more than 40 million Veo 3 videos had been generated across Gemini and Flow in the preceding seven weeks—a company-reported figure from that date, not a current total.
Veo 3.1 is a later model generation, and Google has described newer workflows that support reference images and native vertical video. That does not mean every interface offers the same model, controls, duration or resolution. Google lists 1080p and 4K options for Flow, Gemini API and Vertex AI, specifically; do not assume those options appear in Gemini or Google Photos. Google’s Veo 3.1 announcement names Gemini, YouTube Shorts/Create, Flow, Google Vids, Gemini API and Vertex AI as product routes, with rollout depending on the product.
Choose the Google workflow that fits

Make a photo video in Gemini
- Open Gemini and choose Videos from the prompt tool menu.
- Upload the still image you want to animate.
- Write a prompt describing the desired scene or motion. Add what you want to hear if audio matters; for example, specify ambient sounds or dialogue rather than assuming the photo alone determines the soundtrack.
- Generate the video, then review it. Google’s July 2025 description says you can share or download the result.

Animate a photo in Google Photos
- Open Google Photos and go to the Create tab.
- Choose Photo to video, then pick an image.
- Select Subtle movement for a restrained animation or I’m feeling lucky for Google’s suggested treatment.
- Generate and review the clip.
These are the options in Google’s September 4, 2025 announcement. It said generations were limited per day but did not publish a number, so the exact allowance should be checked in the app. Its U.S. availability statement describes the Create tab at that time, not a guarantee of current availability everywhere. Do Veo photo videos have sound, and how long are they?
Google described eight-second outputs for the Gemini photo-to-video launch and Google Vids’ image-to-video workflow. Those are the documented durations for those announcements, not a universal duration promise for every Veo-enabled product or later workflow. Google described sound in both, and Gemini’s original workflow let users describe audio in the prompt.

Generated audio may need checking, especially speech. Google DeepMind says natural, consistent spoken audio—particularly short speech segments—remains under active development. Treat dialogue and other audio as generated content to review rather than a guaranteed faithful recording. Google DeepMind’s Veo page also reports a comparison using 355 image-and-text pairs from VBench I2V; its comparison information was last updated in October 2025, and it is Google’s own benchmark reporting rather than an independent assessment.
What changes with Veo 3.1?
The title’s Veo 3 refers to the model in Google’s 2025 launch descriptions. Google’s later Veo 3.1 update describes improvements to reference-image-based generation, including richer dialogue and more consistent characters and backgrounds, as well as native 9:16 vertical output. Availability depends on the product route and rollout. Google specifically associates 1080p and 4K options with Flow, Gemini API and Vertex AI; the announcement does not establish those resolutions for every consumer interface. Access, quotas and API pricing: check what applies now
Google’s dated announcements are useful for understanding how the feature launched, but they are not current guarantees of regional access, subscription entitlements, quotas or API cost. Gemini’s July 2025 rollout was described for AI Pro and Ultra subscribers in select countries. Google Photos’ September 2025 announcement described limited daily generations and higher limits for those subscribers, without a quota number. For current eligibility and limits, check the relevant product itself and its current help information.
For developers, the Gemini API announcement on July 31, 2025 described Veo 3 and Veo 3 Fast image-to-video as paid preview. At that time, Google listed $0.75 per second with audio for Veo 3 and $0.40 per second with audio for Veo 3 Fast, saying image-to-video had the same price as text-to-video. These are historical announcement prices, not current price guidance. Consult the original Google Developers post and current API pricing before planning a project.

Which route should you use?
- For a one-off personal clip: Gemini offers a descriptive prompt workflow; Google Photos is the simpler preset-based route.
- For work presentations or team content: Google Vids is the workflow Google positioned for business video creation.
- For repeatable or integrated generation: the Gemini API is the developer route; its preview status and price in the 2025 announcement should not be treated as current terms.
- For vertical or higher-resolution workflows: confirm the exact product supports the format you need. Google’s Veo 3.1 announcement limits its stated 1080p and 4K options to Flow, Gemini API and Vertex AI.
