Game platforms generally moderate AI-generated text, images, audio and dialogue under the same safety, user-generated-content (UGC), rights and age-rating rules that apply to human-made content. AI is not a blanket exception. A generated slur can trigger hate-speech enforcement, while graphic fictional violence may be allowed when it fits the game’s declared maturity level. The practical controls are layered: automated filters and asset review before exposure, player reports, developer takedowns, platform investigations, age labels and human review for difficult cases and appeals.
What counts as AI-generated violence or hate speech?
Moderation starts with the content and its context, not with whether a person or a model produced it. Roblox states that all AI inputs and outputs go through moderation, including text filtering, image review and asset review. That principle means a chatbot response, an AI-written quest, a generated texture or a synthetic voice line can be treated as UGC or developer content when it reaches players.
Violence is classified by context and intensity
Fictional combat, stylized effects and mature horror are usually evaluated through a platform’s content-rating system. Roblox requires generated outputs to match the game’s maturity classification. Epic’s content guidelines allow graphic violence and gore in mature, restricted marketplace content, but do not make every violent depiction acceptable. Real-world torture, death or mutilation, especially when presented to glorify or encourage it, can be prohibited even when it appears in a game.

For developers, the important distinction is between permitted fictional violence and content that depicts, celebrates or threatens real-world harm. A model that unexpectedly produces an execution scene, a threat against a real person or instructions that encourage violence should be blocked or removed rather than excused as an experiment.

Hate speech targets protected characteristics
PlayStation’s hate-speech policy provides a detailed example set: slurs aimed at protected classes, discriminatory or demeaning stereotypes, hate-group symbols and promotion, and content that glorifies violence against a protected group. The policy says there are no exceptions for hateful language or slurs, including jokes or attempts at reappropriation. An AI character repeating a player’s prompt is still distributing the prohibited material.
Policies differ in wording, but the operational test is consistent: identify the protected characteristic, the target, the expression and the likely effect. A fictional villain may be allowed to express prejudice in a mature story, depending on the service and rating, while a player-facing chatbot that freely generates slurs can violate platform rules because the system exposes users to the content without adequate controls.
How the moderation pipeline works
Platforms combine preventive technology, user signals and people. No single classifier can reliably understand sarcasm, reclaimed language, coded symbols, narrative context or an evolving chatbot conversation, so enforcement is designed as a series of checks.

1. Define prohibited and restricted categories
Before shipping an AI feature, the developer maps outputs to the platform’s rules and the game’s age classification. The policy should identify banned hate speech, threats, extremist praise, real-world torture or mutilation, and illegal content, while separately describing violence that is permitted only for mature audiences. It should also cover generated images, audio, names, chat, NPC dialogue and player prompts; limiting the policy to typed chat leaves other output channels exposed.
2. Filter prompts and generated outputs
Automated systems can inspect a player’s prompt before it reaches a model and scan the response before it is displayed or played. Roblox says its systems review text, images, audio and assets, and that policy-violating text such as hate speech can be blocked within milliseconds. A useful design applies checks to both sides of the exchange: a benign prompt can still produce an unsafe answer, and an apparently harmless answer can become unsafe when combined with earlier turns.

Filtering should include normalization for misspellings, repeated characters, leetspeak, transliteration and image text. It should also use conversation history, because a threat or slur may be distributed over several messages. High-risk categories should fail closed: hold the response, return a neutral fallback and log the event for review instead of displaying uncertain material.
3. Review assets and marketplace submissions
Generated models, textures, animations, voice clips and trailers can be reviewed before publication. Asset review is separate from live-chat filtering because a graphic image may be acceptable in a restricted title but unacceptable in a general-audience experience. Storefront descriptions and screenshots also need review; a compliant game can still be misclassified if its marketing material omits the presence of AI-generated mature content.
4. Give players a clear reporting route
Reporting supplies context that automated filters miss. The report form should identify the game, player, message, asset or voice line, preserve the relevant conversation and offer categories such as hate speech, threat, graphic violence and illegal content. Xbox certification requires titles with UGC to provide an in-product way for users to report harmful material to the developer for review and removal or disablement, or to use proactive detection such as text filtering. Developers should make the report control available at the point of exposure rather than hiding it in a support website.
5. Escalate uncertain cases to trained reviewers
Human review is needed for coded hate, satire, historical material, fictional depictions, appeals and cases where a model’s output is ambiguous. Roblox says thousands of human experts handle nuanced cases, complex investigations and appeals. PlayStation likewise says human staff review reported hate speech. Reviewers need the full prompt-and-response context, the game’s rating, the account history and any prior enforcement; a screenshot without context can produce the wrong decision.
6. Apply penalties and preserve an appeal path
Possible responses include blocking one output, disabling an AI feature, removing an asset, restricting a game to adults, suspending an account or permanently banning a serious or repeated offender. The response should be proportionate and reversible when an automated decision is wrong. Appeals should identify the rule applied and allow the developer or player to submit context. Serious illegal content may require immediate disablement while an investigation continues.

Roblox: disclosure, maturity and multimodal filtering
Roblox places the clearest operational requirements on generative features. Developers disclose AI interactions in the maturity questionnaire, and an extended chatbot-style interaction requires an 18+ Restricted label. The experience must show a notice such as, “This is an AI-powered conversation, not human. It may make mistakes.” The notice is a user-protection control, not permission to generate otherwise prohibited material.
Roblox’s stated moderation model covers text, images, audio and assets. Its 2025 newsroom reporting describes an average of 97.8 million daily active users and 6.1 billion chat messages per day, illustrating why automated screening is necessary before human escalation. The same reporting gives a median ten-minute action time after notice of illegal content. In a separate 2024 statement, Roblox reported approximately 205 billion pieces of content and said 0.0063% were flagged for policy violations including bullying, hate speech and violent extremism. These are company-reported figures tied to the stated periods, not an independent audit or a guarantee that every unsafe output is caught.
For a Roblox developer, the safest implementation is to constrain the model to the experience’s maturity level, filter prompts and responses, show the required notice, retain report context and provide a rapid disable switch for the AI feature.
Epic Games: mature gore is not a free pass
Epic’s cited content guidelines permit graphic violence and gore in mature, restricted marketplace content. That allowance is conditional: discriminatory or hateful content and certain depictions of real-world torture, death or mutilation remain prohibited. A developer therefore needs separate tests for fictional combat and for violent content that targets real people or groups, celebrates atrocities or encourages harm.
The cited Epic material does not impose a Steam-style disclosure requirement for AI generation. That does not remove the obligation to follow content, safety and rights rules. Community reports can trigger enforcement, so developers should document how generated assets were made, who can remove them and how quickly an unsafe asset can be taken offline.

Xbox: certification requires UGC controls
Xbox certification focuses on whether a title governs its UGC responsibly. A game that lets an AI system produce player-visible text, images, audio or dialogue should publish rules that explain what is forbidden and give users an in-product report path. Xbox also requires removal or disablement of high-risk illegal content and accepts proactive detection, such as text filtering, as part of the control set.
The cited requirements do not establish a universal Xbox AI badge. Certification is therefore about functional safeguards: users can report a generated slur or threat, the developer can review it, and the offending output or feature can be disabled.
PlayStation: no exception for hateful language
PlayStation’s policy is explicit that hateful conduct is prohibited regardless of whether it is serious, joking or reappropriated. Examples include protected-class slurs, hate-group imagery or promotion, discriminatory stereotypes and glorifying violence against a protected group. The source describes a report-led process in which human PlayStation Safety staff review cases; serious or repeated violations may result in suspension or a permanent ban.
AI developers should treat every generated response as publishable player content for compliance purposes. Prompt allowlists, output filters, conversation logs and a one-click shutdown reduce the chance that a model’s attempt at humor or role-play becomes a reportable violation.

The January 2026 Commons Library briefing reports that Steam requires developers to disclose both pre-generated AI content and content generated live during play. Pre-generated material includes assets made before release; live-generated material includes dialogue, images or other content created while a player is using the game. The disclosure belongs on the store page so prospective players can understand how AI is used.

The briefing does not set out a complete, current Steam taxonomy for violence and hate speech or its full enforcement workflow. Developers publishing on Steam should therefore read the live Steam rules at submission time and apply the stricter of the game’s rating, the platform’s content policies and any legal requirement in the target market.
A practical compliance workflow for developers
- Inventory every generation point. List prompts, NPC chat, image and texture generation, voice synthesis, names, moderation tools and any third-party model. Mark whether each output is pre-generated or live-generated.
- Set an allowed-content envelope. Define the game’s audience, maturity level, permitted fictional violence and prohibited hate, threats, extremist praise and real-world atrocity content. Encode these rules in system instructions and post-generation filters.
- Block before display. Scan prompts and outputs, including OCR text in images and transcripts of generated audio. Use a neutral fallback when confidence is low.
- Publish the required disclosures. Complete Roblox’s maturity questionnaire when applicable, show its required AI notice for extended chatbot interactions, and add Steam’s pre-generated or live-generated disclosure when publishing there.
- Build reporting and moderation tooling. Preserve the relevant conversation, asset identifier, timestamp and account information. Give moderators controls to remove one output, suspend a user or disable the entire generation feature.
- Test adversarially. Try misspellings, coded symbols, role-play prompts, multilingual variants, image text and multi-turn attempts to elicit slurs, threats or graphic real-world violence. Re-test after model or filter updates.
- Document decisions and appeals. Record the rule, evidence and action taken. Make an appeal route available and use human review for ambiguous cases.
What to do when a game chatbot produces a slur or violent threat
- Stop exposure. Hide the response and temporarily disable the affected prompt, model or feature if the output can recur.
- Preserve evidence securely. Save the prompt, response, prior turns, account identifier, asset or voice reference and timestamps. Limit access to trained reviewers.
- Classify the harm. Determine whether the content is hate speech, a credible threat, prohibited real-world violence, mature fictional violence or a false positive.
- Notify and report. Use the platform’s in-product reporting channel and follow any legal or emergency process required for an imminent threat.
- Remediate and retest. Tighten prompts and filters, add the example to evaluation tests, review similar outputs and re-enable only after the failure mode is controlled.
- Communicate accurately. Tell affected players what was removed and how to report additional instances without reproducing the slur or graphic material.
Why AI detection is imperfect
Automated moderation is fast but probabilistic. It can miss coded language, over-block reclaimed terms, misunderstand a historical scene or fail when text is hidden in an image or audio. Human review improves judgment but cannot inspect every interaction at platform scale. That is why the strongest policies combine prevention, reports, rapid takedown, age controls and appeals rather than promising perfect detection.
Platform rules are versioned and can change. Roblox’s published statistics are company-reported and tied to stated periods, while the Steam disclosure comparison comes from a January 2026 UK Parliament briefing. Check the current platform documentation and certification requirements immediately before release, and treat a policy update as a trigger to re-test every AI feature.

AI-generated violence and hate speech are moderated as player-facing content, not as a loophole. Keep outputs within the declared maturity level, block hateful or illegal material before exposure, disclose AI use where required, provide reporting and shutdown controls, and route ambiguous cases to trained human reviewers. Platforms differ in labels and certification details, but the safest cross-platform standard is the same: an AI system must meet the rules that apply to any other content in the game.
