A bank-grade AI-native fintech stack should not replace mobile payment rails with an unconstrained bot. It should layer signed user intent, bounded mandates, policy enforcement, fraud controls and interoperable settlement on top of the rails that already work. Mobile tap, QR and biometric flows remain the customer-facing trust anchor; an agent adds planning and execution only within authority that can be inspected, revoked and reconciled.

This reference architecture shows how to make that progression without losing accountability. It separates an agent’s reasoning from privileged payment execution, supports cards, bank transfers and stablecoins, and preserves the records a bank, merchant, regulator or customer needs when something goes wrong.

The design goal: autonomy without unbounded authority

Traditional payment systems assume that a person is directly clicking “buy” on a trusted surface. Google Cloud described the problem in 2025: autonomous agents break that assumption because software can initiate a payment without a human at the final click. The answer is not to give every agent a wallet and hope its model behaves. The answer is to make authority explicit and machine-verifiable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Every transaction should carry evidence of who delegated authority, which account and merchant are involved, the permitted amount and currency, when the authority expires, what categories or geographies are allowed, and how the customer can revoke it. A model can propose an action, but a separate policy and payment service must decide whether that action is executable. This “plan, check, sign, settle” sequence is the central safety property of the architecture.

“AI agents are capable of transacting on behalf of users, which creates a need to establish a common foundation to securely authenticate, validate, and convey an agent’s authority to transact,” Google Cloud executives Stavan Parikh and Rao Surapaneni wrote in their 2025 announcement.

The eight-layer reference architecture

The layers below are deliberately separated. A change to an AI model should not silently change ledger behavior, and a new payment rail should not require rewriting the customer’s consent experience.

Layer What it does Controls that must be explicit
Experience and device Mobile tap, QR, biometrics, geolocation and user-visible consent. Device binding, strong customer authentication, accessibility, clear transaction previews and recovery for a lost device.
Identity and authorization Represents users, accounts, merchants and agents, then records signed intent and mandate scope. Amount, currency, merchant or resource, time window, purpose, revocation and non-repudiable evidence.
Agent control plane Plans tasks, retrieves information, discovers tools and coordinates through A2A or MCP-style connections. Separate planning from privileged execution; require simulation, policy checks and human escalation.
Risk and policy Evaluates budgets, velocity, sanctions, fraud signals and model or tool risk. Caps, allowlists, step-up authentication, anomaly detection, graduated containment and a kill switch.
Payment orchestration Chooses and invokes card, bank-transfer, stablecoin or hybrid settlement. Isolated credentials, nonce and expiry checks, replay protection, idempotency and consistent status handling.
Trust and merchant boundary Lets a merchant verify the calling agent and the validity of its mandate. Agent provenance, signatures, session integrity, registry status and WebAuthn-compatible signals.
Core banking and records Maps requests to service domains, messages, ledger postings, reconciliation, refunds and disputes. ISO 20022-compatible data, immutable accounting events, retention and clear ownership of exceptions.
Observability and governance Records decisions, payments, models, tools, keys and incidents. Tamper-evident logs, key rotation, independent review, liability allocation and tested response procedures.

Move through capability stages instead of switching on “full autonomy”

A staged rollout gives risk and operations teams evidence before authority expands. The following levels are practical boundaries, not marketing labels.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Stage Agent capability Required approval Typical use
0. Human checkout The app displays a payment and the user confirms it directly. Every transaction receives interactive customer authentication. Existing tap-to-pay, QR and biometric journeys.
1. Read-only assistant Searches balances, merchants, policies or products but cannot prepare a signed payment. Account and data access only. “Find a cheaper supplier” or “explain this charge.”
2. Prepared payment Compares options and builds a draft, but a person reviews the final merchant, amount and rail. Human confirmation at execution. Recurring bill preparation or travel booking.
3. Bounded executor Executes under a signed mandate with amount, category, merchant, geography and expiry limits. Policy service approves each call; step-up is triggered when thresholds are crossed. Low-value replenishment from an allowlisted merchant.
4. Portfolio agent Coordinates multiple bounded mandates and tools across providers. Continuous monitoring, simulation, independent model-risk review and rapid revocation. Enterprise procurement or machine-to-machine data purchases.

Build identity, consent and mandate evidence first

Keep mobile trust mechanisms in the stack

ISO/TS 12812-5 covers mobile push and pull payments to businesses, including QR codes, biometrics, geolocation and remote secure-server payments. That matters because an agent layer should compose with these mechanisms rather than bypass them. Device binding and a visible consent screen establish the initial relationship between a customer and an account; the agent inherits only the authority that the customer deliberately delegates.

Apple EarPods Headphones with USB-C Plug, Wired Ear Buds with Built-in Remote to Control Music, Phone Calls, and Volume
  • SUPERIOR COMFORT — Unlike traditional circular ear buds, the design of EarPods is defined by the geometry of the ear. Which makes them more comfortable for more people than any other ear bud–style headphones.
  • HIGH-QUALITY AUDIO — The speakers inside EarPods have been engineered to maximize sound output and minimize sound loss, which means you get high-quality audio.
  • BUILT-IN REMOTE — EarPods with USB-C plug also include a built-in remote that lets you adjust the volume, control the playback of music and video, and answer or end calls with a pinch of the cord.
  • COMPATIBILITY — Works with all devices that have a USB-C port.
  • INTEGRATED MICROPHONE — A built-in microphone precisely captures your voice while you’re on the phone, taking a FaceTime call, or summoning Siri — so you’re always heard loud and clear.

Represent a mandate as data, not a prompt

A useful mandate contains the principal, agent identity, funding account, permitted merchant or resource, maximum amount per transaction and over a period, currency, category, geography, start and end time, authentication requirements, and a revocation method. Sign the canonical representation, include a unique nonce, and retain the exact version used for the decision. Natural-language instructions can explain a mandate to a person, but enforcement must use typed fields.

Make revocation and expiry ordinary operations

Customers need a single place to see active mandates, pause one immediately and revoke it without waiting for an agent session to end. Services should check expiry and revocation at execution time, not only when a plan is created. Rotate device and agent keys, invalidate sessions after a high-risk event, and preserve the old key and mandate identifiers in the audit record so historical transactions remain verifiable.

Separate the agent control plane from privileged execution

The control plane can use retrieval, tool discovery, A2A messaging or MCP connections to plan work. It should have no direct access to card numbers, bank credentials or signing keys. A payment orchestrator receives a structured request, resolves the mandate, asks the policy service for a decision, and only then obtains a narrowly scoped signing capability.

Before execution, simulate the complete effect: final merchant identity, taxes and fees, exchange rate, delivery or service terms, resulting balance and any downstream calls. A model or tool that changes those facts should force a fresh policy decision. If confidence is low, the merchant is new, or the action falls outside historical behavior, route to a human rather than silently widening authority.

Use a risk and policy plane with graduated responses

Rules should be deterministic and centrally versioned even when models provide risk scores. At minimum, evaluate:

  • Per-transaction, daily and rolling-period spend limits.
  • Velocity by account, device, agent, merchant and destination.
  • Merchant, category, resource and geographic allowlists or denylists.
  • Sanctions, identity, account-takeover and payment-fraud screening.
  • Model, tool and connector risk, including untrusted instructions returned by a tool.
  • Deviation from the customer’s normal timing, amount and merchant patterns.

Apply graduated containment: allow, allow with a lower cap, require step-up authentication, hold for review, or deny and disable the mandate. The IMF’s 2026 analysis recommends spending controls, agent registries, fraud monitoring, dispute frameworks and interoperable protocols as agentic payments develop. A kill switch should stop new execution globally or for a tenant, agent, key, merchant or connector while leaving read-only investigation available.

Orchestrate cards, bank transfers and stablecoins deliberately

AP2 is intended as a payment-agnostic protocol for agent-led commerce. Google Cloud said in 2025 that it can extend A2A and MCP and support cards, stablecoins and real-time bank transfers; the announcement involved more than 60 collaborating organizations. Treat AP2 as an authorization and commerce semantics layer, not as a replacement for each rail’s settlement, chargeback or regulatory rules.

For every rail, the orchestrator should expose a common lifecycle: created, authorized, submitted, pending, settled, failed, refunded or disputed. Store the rail-specific reference alongside the customer-visible receipt and ledger posting. Use idempotency keys so a timeout cannot create a second payment, and require nonce, expiry and replay checks on every signed request.

Where x402 fits

x402 demonstrates an HTTP-native flow for machine-to-machine purchases such as APIs, data and compute. In the AWS reference implementation, a resource returns an HTTP 402 challenge; the agent signs a USDC authorization; and a facilitator submits settlement on Base. This is useful when the thing being bought is an endpoint rather than a conventional checkout, but it does not remove the need for budget checks, sanctions screening, key isolation, refund policy or a customer-readable receipt.

  1. The agent requests a protected resource.
  2. The service returns a 402 response describing the amount, asset, recipient, network and validity window.
  3. The policy service verifies that the resource and amount fit the mandate.
  4. An isolated signer creates the USDC authorization with nonce and expiry.
  5. The facilitator settles it, and the service returns the resource only after the required confirmation state.

Design for chain congestion, facilitator failure and on-chain finality. A blockchain settlement may be difficult to reverse, while a card payment may be chargeable back; those differences must appear in policy, customer disclosures and dispute ownership.

Give merchants a way to trust the calling agent

The merchant boundary is where an autonomous payment can otherwise look like an unsigned bot request. Visa’s Trusted Agent Protocol targets this problem with HTTP Message Signatures and alignment with WebAuthn. A merchant can verify the agent’s provenance, the integrity of the session and the mandate evidence before accepting a request.

Visa’s 2025 announcement quoted Adobe Data Insights as reporting a 4,700% surge in AI-driven traffic to U.S. retail sites in August 2025. That figure is a secondary quotation from Visa, not an independently verified Adobe publication, but it illustrates why merchants need machine-verifiable identity and policy rather than relying on browser behavior.

To maintain the grip and prevent accidental falls, it's a good practice to periodically reapply pressure to the suction cup.

Maintain an agent registry with issuer, key status, operator, contact, supported payment methods and revocation state. Do not treat registry presence as proof that a transaction is safe: combine it with signed intent, merchant allowlists, amount limits and real-time fraud decisions.

Connect to core banking through stable service boundaries

Do not let an agent call a ledger table or a proprietary payment screen directly. Expose stable service domains for accounts, payments, limits, beneficiaries, refunds, disputes and compliance events. BIAN Service Landscape 14.0, announced in 2026, adds AI-enabled use cases and strengthens alignment with ISO 20022 and interoperability. Its value is a shared map of business capabilities, not a promise that every bank implements identical APIs.

Map the agent request to an ISO 20022-compatible message where applicable, post the accounting entries atomically with status changes, and reconcile external references against the ledger. Preserve the original mandate, policy version, model and tool identifiers, signatures, screening results and settlement receipt. These records support customer support, regulatory reporting, chargeback decisions and model-risk review.

Seven-step implementation sequence

  1. Instrument current rails. Add strong customer authentication, device binding, explicit consent and event logging to existing mobile, card and account flows.
  2. Launch a non-custodial assistant. Let it search, compare and prepare payments while preventing execution and access to signing credentials.
  3. Deploy the policy service. Enforce amount, merchant, category, geography, velocity, time and model or tool-risk rules from one versioned decision point.
  4. Isolate payment credentials. Put keys and payment data behind an orchestrator; require nonce, expiry, replay protection and idempotency.
  5. Add mandate evidence. Adopt AP2-style authorization semantics and use x402 only for suitable paid API, data or compute resources.
  6. Verify counterparties. Combine agent signatures, WebAuthn-compatible signals, registries, ISO 20022 messages and BIAN-aligned service boundaries.
  7. Prove operations before widening autonomy. Run reconciliation, refunds, disputes, fraud response, incident exercises and model-risk reviews before increasing limits or adding new merchants.

Operate the system as a financial control environment

Log the user’s original intent, every plan revision, retrieved evidence, tool call, policy result, signature, settlement event and human intervention in an append-only store. Synchronize timestamps, protect logs from the agents that generate them, and test that an investigator can reconstruct a disputed payment without querying a live model.

Assign liability in contracts and product terms: who pays when a connector is compromised, a merchant misrepresents a resource, a facilitator settles twice, or a model follows malicious tool output? Define service-level objectives for revocation, fraud holds, refunds and customer notification. Independent reviewers should sample decisions and test whether policy changes produce the expected outcome.

Choose protocols by the job they solve

Decision axis Human checkout Signed mandate and AP2-style flow x402 resource purchase Merchant agent verification
Authorization Interactive confirmation. Delegated scope, amount, time and purpose. Signed authorization responding to a 402 challenge. Evidence that the caller is an authorized agent.
Trust signals Device and customer authentication. Agent identity, mandate and policy decision. Signer key, nonce, expiry and network details. HTTP Message Signatures, provenance and WebAuthn alignment.
Settlement Card or bank rail with established reversibility rules. Cards, bank transfers or stablecoins selected by orchestration. USDC settlement through a facilitator on Base in the AWS example. Not a settlement rail; it protects the merchant boundary.
Accountability Receipt and existing dispute process. Intent evidence, mandate version and liability assignment. Challenge, authorization and on-chain receipt. Verifiable caller and session evidence.

What remains unsettled

Protocol versions, supported networks, partner lists and regulatory expectations are changing. IEEE P3225.01 is an emerging effort focused on blockchain-based AI-agent architecture standardization, so it should be treated as a developing reference rather than a production mandate. Availability of particular providers, agent registries and payment programs varies by country and product edition; confirm current terms with each operator before deployment.

The architecture is therefore a control framework, not a certification. A platform is ready for wider autonomy only when it can show, for any payment, exactly who authorized it, which rules allowed it, which credentials signed it, where it settled, how it can be stopped and who owns the dispute.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Launch checklist

  • Every agent has a distinct identity, key lifecycle and revocation path.
  • Every mandate states scope, limits, expiry and customer-visible purpose.
  • Planning models cannot directly invoke privileged payment tools.
  • Policy decisions are versioned, explainable and enforced before signing.
  • Nonce, expiry, replay protection and idempotency are tested under retries and timeouts.
  • Card, bank and stablecoin states reconcile to one ledger and receipt model.
  • Merchants can verify agent provenance and session signatures.
  • Fraud, sanctions, dispute, refund and incident teams have runbook ownership.
  • Logs preserve intent, decisions, signatures, tool calls and settlement evidence.
  • Autonomy limits increase only after measured production evidence and independent review.
