Federal cybersecurity jobs do not use one nationwide salary band. Most are paid under the General Schedule (GS), so the amount depends on the occupational series, grade, step, official work location, and the applicable annual Office of Personnel Management (OPM) locality or special-rate table. Recruitment, relocation, and retention incentives can change total compensation, but they are separate from basic pay, discretionary, and often tied to written agreements or annual reviews.
To compare an offer correctly, start with the grade and step shown in the announcement, apply the work location and current OPM table, then add only the incentives and benefits the agency has actually authorized in writing.
What a federal cybersecurity “pay band” actually is
“Pay band” is common shorthand, but most civilian federal cybersecurity positions are not covered by a single cyber-specific band. They are generally classified in a GS occupational series. The classification identifies the work; the grade reflects responsibility and complexity; the step reflects progression within that grade; and the locality or special rate adjusts basic pay for labor-market conditions and location.
The occupational series matters
OPM’s cybersecurity compensation guidance identifies three governmentwide occupations that commonly receive special-rate treatment: computer engineers (GS-0854), computer science specialists (GS-1550), and information technology management specialists (GS-2210). A cyber analyst, engineer, architect, incident responder, or manager may therefore be advertised under a different series even when the work is similar. Do not compare two announcements by job title alone; compare their series, grade, and duties.

Grade and step set the starting point
Each GS grade has 10 steps. A new hire normally enters at step 1, but an agency may set a higher step—up to step 10—when the candidate has superior qualifications or the agency has a documented special need. That authority can materially change the starting salary without changing the grade.
Locality follows the official duty station
Locality pay is tied to the position’s official work location, not simply the employee’s home address or the agency’s headquarters. Remote-work arrangements can have specific duty-station rules, so use the location printed in the announcement and appointment documents when checking a table.
| Pay element | What it determines | What to verify |
|---|---|---|
| Occupational series | Whether the position falls under a cyber-related classification and any special-rate coverage | Series number and title in the announcement |
| GS grade | Level of work and base salary range | Grade advertised and promotion potential |
| Step | Placement within the grade | Step offered, including any superior-qualifications justification |
| Locality rate | Geographic adjustment to GS basic pay | Official duty station and current locality table |
| Special rate | Higher basic-pay rate for covered occupations and locations with staffing problems | Special-rate table number, coverage, and effective date |
| Incentives and benefits | Additional or deferred value beyond basic pay | Written agency determination, payment schedule, and conditions |
How to calculate the basic pay on a cyber offer
- Read the announcement’s range. Treat the displayed range as the operative recruiting range for that vacancy. Note the grade, minimum and maximum steps, promotion potential, series, and duty station.
- Identify the current OPM table. Annual GS and locality tables change. Use the table effective for the first applicable pay period on or after the relevant January 1, rather than an old web page or a salary posted for another year.
- Check special-rate coverage. Search the table for the occupational series and geographic area. A special rate applies only when the position and location meet the table’s coverage rules.
- Apply the higher payable rate. OPM states that a covered GS employee is generally entitled to the greater of the special rate or the locality rate. A higher locality rate or a retained rate can supersede the special rate, so the table’s notes matter.
- Confirm the actual step. If the agency offers step 5 instead of step 1, calculate from step 5. A superior-qualifications or special-needs decision should be documented in the appointment record.
- Separate basic pay from extras. Recruitment, relocation, retention, student-loan repayment, and other authorities do not automatically become part of the GS salary table. Record each one separately, with its cap and conditions.
Because locality percentages, special-rate coverage, and agency policies can change, a salary quoted without a year, locality, series, grade, and step is not a reliable federal cyber compensation figure.

Special-rate pay: why some cyber jobs exceed locality pay
OPM may approve a special rate when an occupation and location have serious staffing difficulties. Agencies can also request new or increased special rates when recruitment or retention evidence supports the request. The rate is a higher basic-pay schedule for the covered combination of occupation and location; it is not a universal premium for every federal technology employee.
What the 2025 Table 999E shows
OPM’s 2025 Table 999E is a concrete example. It covers GS-0854, GS-1550, and GS-2210 positions in selected locality areas and is effective the first day of the first applicable pay period beginning on or after January 1, 2025. The table warns that an applicable higher locality rate or a retained rate can supersede the special rate.
That effective-date language is important. An employee whose pay period began before the table’s effective date does not receive the new schedule early merely because the calendar year has changed. Conversely, an older table should not be used to quote a current offer. Always match the table year, locality area, series, and pay-period rule.

Special rate versus retained rate
A retained rate is a pay protection arrangement that can apply in circumstances such as a reduction in grade. Because the retained rate may be higher than both the locality and special rate, the pay-setting record—not a generic calculator—controls the result. Ask the servicing human-resources office which rate code was used if the appointment involves grade retention or another pay-protection action.

OPM’s governmentwide authorities allow agencies to address difficult-to-fill cyber positions, but an authority is not an automatic entitlement. The agency must determine that the statutory and regulatory conditions are met, document the decision, and include the terms in the offer or service agreement.
| Authority | Who it targets | Maximum described by OPM | Agreement and payment issues |
|---|---|---|---|
| Recruitment incentive | A newly appointed employee entering a difficult-to-fill position | Up to 25% of basic pay multiplied by each year of the service agreement, for up to four years | Usually requires a service agreement; the agency sets the schedule and repayment terms |
| Relocation incentive | A current employee who must relocate to a difficult-to-fill position | Up to 25% of basic pay multiplied by each year of the service agreement, for up to four years | Requires relocation and an agreement; confirm whether installments are contingent on continued service |
| Retention incentive, individual | A highly qualified employee, or one filling a special agency need, who is likely to leave federal service | Up to 25% of basic pay | Agency determination and periodic review; payment can stop if the justification no longer applies |
| Retention incentive, group | A defined group of employees likely to leave or needed for a special agency mission | Up to 10% of basic pay | OPM cyber guidance allows biweekly payment without a service agreement; other arrangements require one |
How the 25% recruitment and relocation formula works
“Up to 25% of basic pay multiplied by the number of years” is a ceiling, not a promise. For example, if an agency approved 20% of basic pay for a two-year recruitment agreement, the stated authority would permit a total amount equal to 40% of basic pay, subject to the agency’s written schedule and all applicable rules. The percentage may be lower, the agreement may be shorter, and repayment may be required if the employee does not complete the service period.

How retention incentives are calculated
For retention-incentive calculations, OPM defines basic pay to include a special rate and the locality-based comparability payment, while excluding other additional pay. A 10% group incentive therefore is not calculated on top of a recruitment bonus, overtime, or another separate allowance. The agency’s determination should identify the covered employees, percentage, payment frequency, and effective period.
Agencies must review an individual retention-incentive determination at least annually and certify whether the original conditions still apply or payment remains warranted. A retention payment can therefore change or end even when the employee remains in the same job. Ask when the next review occurs and what facts would cause the agency to reduce or terminate the incentive.
Other authorities that can change total compensation
Cyber hiring decisions often turn on more than the annual salary line. The following authorities can be significant, but each is subject to eligibility rules and agency discretion.

| Authority | What it can provide | Key limitation |
|---|---|---|
| Superior-qualifications or special-needs pay setting | Placement of a newly appointed GS employee above step 1, up to step 10 | Requires a documented determination before or at appointment; it does not raise the grade itself |
| Critical-position pay | A higher basic-pay rate for a position requiring an extremely high level of expertise, potentially up to Executive Schedule level I | OPM approval, in consultation with OMB, is required; it is reserved for truly critical positions |
| Student-loan repayment | Agency repayment of federally insured student loans up to $10,000 in one calendar year and $60,000 total for one employee | Agency program, eligible loan, and service requirements apply; repayment is not automatic with a cyber appointment |
| Creditable service for leave | Qualifying nonfederal or uniformed-service work may count toward annual-leave accrual for eligible new or reappointed employees | Eligibility and documentation must be established by the agency; credit affects leave accrual, not salary |
| Special-rate request | Higher basic-pay rates for covered occupations and locations when staffing problems justify them | OPM approval and evidence of recruitment or retention difficulty are required |
Worked comparison: keeping the pieces separate
Consider two hypothetical GS-2210 offers at the same grade and step. Offer A is in a locality where the ordinary locality rate is higher than the applicable special rate and includes no incentive. Offer B is in a selected area covered by a special-rate table and includes a 15% recruitment incentive for a two-year service agreement. The correct comparison is not the headline salary alone:
- Use each position’s official duty station and the current table to determine basic pay.
- For Offer B, apply the greater of the special rate or locality rate; do not assume the special rate wins if a higher locality or retained rate applies.
- Calculate the recruitment incentive from the basic-pay definition in the written agreement, then check whether it is paid in installments and whether uncompleted service triggers repayment.
- Add any approved student-loan repayment, leave-service credit, or higher step only after confirming eligibility and documentation.
- Compare promotion potential, work location, and the likelihood that a retention incentive will be renewed; a discretionary payment is not equivalent to guaranteed basic pay.
This method prevents a temporary incentive from being mistaken for a permanent salary increase and exposes differences that a shared grade or job title can hide.
What to ask the agency before accepting
- Which occupational series, grade, and step will appear on my appointment?
- What official duty station controls locality pay, and which annual OPM table and effective date were used?
- Is the position covered by a special-rate table such as 2025 Table 999E, and is any retained rate involved?
- Is a recruitment or relocation incentive approved? What percentage, total service-agreement length, installment schedule, and repayment clause apply?
- Could I qualify for a superior-qualifications step, student-loan repayment, creditable leave service, or critical-position pay?
- Is a retention incentive available now or only after appointment? Is it individual or group-based, what is the percentage, and when will it be reviewed?
- Which parts of the package are guaranteed basic pay and which depend on annual agency decisions or continued funding?
Common mistakes and how to avoid them
- Quoting a national cyber salary: There is no single nationwide GS cyber band. Include series, grade, step, locality, table year, and agency coverage.
- Using an outdated table: OPM tables and locality percentages are revised. Match the year and the first applicable pay period.
- Assuming every IT job gets a special rate: Coverage is limited to specified occupations and locations. Verify the table code and series.
- Adding incentives to basic pay: Incentives are separate authorities with caps, conditions, and possible repayment.
- Treating a retention incentive as permanent: The agency must review the determination at least annually, and group payments have a lower cap than individual payments.
- Ignoring payment timing: A percentage stated for a multi-year agreement may be paid in installments rather than as a lump sum. Read the agreement’s dates and conditions.
- Forgetting documentation: Loan balances, prior service, qualifications, relocation, and special needs generally require evidence before the agency can approve the authority.
CyberCorps: a pipeline incentive for students
CyberCorps: Scholarship for Service is a governmentwide program that provides scholarships to cybersecurity students in exchange for government service after graduation. Participating schools, award amounts, and service terms can change, so students should consult the current program materials and their school’s agreement before relying on a specific figure or commitment. The program is a scholarship-and-service pathway, not a universal salary supplement for an existing federal employee.

Build every federal cybersecurity compensation comparison from the appointment record outward: series, grade, step, official location, current locality or special-rate table, and then documented incentives and benefits. OPM’s ceilings—up to 25% of basic pay per year of a recruitment or relocation service agreement for as many as four years, up to 25% for an individual retention incentive, 10% for a group, and student-loan repayment capped at $10,000 per calendar year and $60,000 total—describe what the authorities permit, not what an agency must pay. The written offer and the agency’s current determinations are the controlling evidence.
