Short answer: Fallout 4 Creations are tied to your Bethesda.net account, but ownership is still limited by platform. Purchases made on one PC storefront can be used on another PC storefront, and Xbox-console purchases are also available in the Microsoft Xbox App for PC. Xbox purchases do not transfer to Steam or Epic, and Creation Credits remain on the platform where you bought them. Cross-save is narrower still: Fallout 4: Anniversary Edition documents new-save cross-save only between Xbox consoles and the Xbox App for PC through Xbox Play Anywhere.
What transfers when you change platforms?
Bethesda separates a Creation account from the platform store that processed the purchase. Link the same Bethesda.net account wherever you play, then apply the platform rules below. The account link is necessary, but it does not make every purchase or save universally portable.

In practical terms, “PC” is a portability group for purchases, not a promise that every PC save or storefront entitlement behaves identically. Xbox is another group that spans Xbox consoles and the Microsoft Xbox App for PC, while Steam and Epic remain outside that Xbox purchase path.

Why the same Bethesda.net login matters
Creations are delivered through the in-game account system. If the destination copy shows an empty library, first verify that Fallout 4 is signed in to exactly the same Bethesda.net account used on the original platform. A different email, a newly created account, or an account-linking mistake can look like a missing purchase even when the store transaction succeeded.

How Fallout 4 cross-save actually works
Fallout 4: Anniversary Edition supports cross-save for new saves made between Xbox consoles and the Microsoft Xbox App for PC through Xbox Play Anywhere. That is a specific, documented path—not a universal Fallout 4 cloud-save system.
Moving an existing Xbox save to Xbox App for PC
An older save does not automatically become eligible simply because you install the game on the PC. Bethesda’s procedure requires you to open the existing save on its original platform and save it again. Make a fresh save after the Anniversary Edition update, allow it to synchronize, then launch the Xbox App for PC version with the same Xbox and Bethesda.net accounts.

- Install the compatible Anniversary Edition version on the original Xbox console.
- Open Fallout 4 and load the save you want to move.
- Use Save to create a new post-update save. Do not rely only on an old quicksave or autosave.
- Close the game normally so the Xbox cloud synchronization can finish.
- Install or launch Fallout 4 through the Microsoft Xbox App for PC, sign in with the same Xbox identity and Bethesda.net account, and look for the newly created save.
The documented feature covers Xbox consoles and the Xbox App for PC. It does not establish cross-save between Xbox and Steam, Xbox and Epic, or any PlayStation generation.

PlayStation 4 and PlayStation 5
Bethesda’s cited Creation-transfer guidance does not promise cross-save between PlayStation 4 and PlayStation 5. Treat save compatibility and DLC compatibility as separate checks. A save can fail because the required PS4 or PS5 DLC version is not installed even when the save file itself is present on the newer console. Do not apply the Xbox Play Anywhere procedure to PlayStation.

Why a save says it relies on missing Creations
A Fallout 4 save records the Creations and downloadable content that were enabled when the save was made. If one of those files is removed, disabled, not installed on the new platform, or replaced by an incompatible edition, the game displays a missing-content warning. Bethesda describes this as occurring when you have removed Creations on which the save data relies; a similar message means a mod or DLC enabled at save time is no longer enabled.
Safest recovery sequence
- Read the warning and write down every Creation or DLC name it lists.
- Return to the main menu and open Creations.
- Search for each named Creation, or open your Bethesda.net library, and select Download.
- If an item is already installed but disabled, enable it again. Check that its prerequisites and required DLC are installed.
- On PlayStation, install the DLC version that matches the game build: PS4 content for the PS4 version and PS5 content for the PS5 version.
- Open Load Order and place files as required by their descriptions. Bethesda notes that load order can determine whether a Creation works correctly.
- Restart Fallout 4 and load the affected save only after all listed dependencies are present.
Do not save over the affected file while accepting a warning that content is missing. Restoring the dependency first preserves the intended world state; continuing without it can remove items, quests or other data associated with that Creation.

Installing Creations on a new platform
The purchase entitlement and the installed files are separate steps. Even when an item is available through your account, the destination installation must download it and satisfy its requirements.
- Start Fallout 4 and choose Creations from the main menu.
- Sign in to the Bethesda.net account that owns the item.
- Find the Creation by name, or add it to your Bethesda.net library on the web and then locate it in the game.
- Open the description and read its requirements, including required DLC, minimum game version and compatibility notes.
- Select Download and wait for the installation to complete.
- Open Load Order. Arrange files when the Creation’s instructions require a particular position or when two files affect the same records.
- Load an existing game or start a new one. Bethesda’s installation guidance states that once installed, you can load an existing game or start a new one.
If the item is absent from the library, check the storefront boundary before troubleshooting the game: a Steam or Epic copy will not inherit a Creation purchased on an Xbox console, and a credit balance purchased on one platform will not appear on another.

Creation storage after the May 27, 2026 expansion
Bethesda increased the space available for Fallout 4 Creations on May 27, 2026, but the limit and migration behavior depend on the console.

The Xbox figures are maximum allocations, not a guarantee that every combination of files will fit without conflicts. After a major update, inspect the Creations menu and Load Order rather than assuming the pre-update installation is intact. A save that was created with files no longer installed can trigger the missing-Creations warning even if the save itself synchronized correctly.

The “150+” figure refers to the Creation Club pieces included with Anniversary Edition, while the six expansions are the major add-on packages listed by Bethesda. Store prices, regional availability and future storefront policies can change, so verify the current listing for your region before buying an edition or bundle.
Platform-change decision guide
You are moving from Steam to another PC store
- Link the same Bethesda.net account.
- Install the same Creations on the new PC platform.
- Copy or synchronize your save by the method supported by that game and platform; Bethesda’s purchase rule does not itself promise cross-store save synchronization.
- Recheck DLC and load order before opening a heavily modded save.
You are moving from Xbox to the Xbox App for PC
- Use the same Xbox identity and Bethesda.net account.
- Expect Xbox-console Creations to be available in the Xbox App for PC, but not in Steam or Epic.
- For a save, create a new save on the original Xbox after installing the compatible Anniversary Edition update, then let it synchronize.
- Install every Creation and DLC dependency before loading that save on PC.
You are moving to PlayStation 5
- Do not assume an Xbox Play Anywhere save will appear on PlayStation.
- Install the PS5 versions of required DLC and Creations; a PS4 dependency may not satisfy a PS5 build.
- Keep a backup of the original save and restore missing files before accepting any warning.
Common failure modes and fixes

Before you switch devices: a practical checklist
- Record the Bethesda.net account and platform identity used by the original installation.
- Make a fresh manual save after updates, especially before moving an Xbox save to the Xbox App for PC.
- Note every Creation and DLC enabled in the save.
- Confirm the destination platform is inside the supported purchase group: PC-to-PC or Xbox console-to-Xbox App for PC.
- Install dependencies first, then set Load Order.
- Check available Creation storage after a platform update.
- Keep the original save untouched until the destination copy opens without a missing-content warning.
Bethesda’s rules can change with patches, creator updates, account-linking changes and platform storage systems. The documented guidance current on October 19, 2026 supports account-linked Creations with platform limits, not unrestricted portability. Treat each move as two separate checks—whether you own the files on that platform and whether the save has every dependency it expects.
