Plan pedestrian safety as a continuous journey from parking, transit and pick-up points to the venue—and back again. Map walking routes and crossings together, identify where people meet turning or reversing vehicles, and plan for queues, peak arrivals, dispersal and emergency access. Barriers and signs can support a site-specific plan, but they cannot replace coordination with the road authority and other responsible agencies.
What should a safe pedestrian plan cover?
The event footprint extends beyond the venue boundary. It includes routes between the venue and nearby parking, transit stops and pick-up or drop-off areas; crossings; queues at entrances; movement around the site; and departure routes. A route is only useful if both its walking segments and its crossings work together. The Federal Highway Administration (FHWA) frames planned-event pedestrian access around safe walking routes and minimizing pedestrian–vehicle conflicts in its planned special events guidance.
Conflicts can occur at marked crossings, driveways, parking entrances, turning movements, and transit or ride pick-up points. Consider how drivers and pedestrians will actually move at busy times, not just how the site looks when empty. The Health and Safety Executive (HSE) recommends assessing crowd risks, site suitability, audience profile and likely attendance when planning an event (Assess crowd safety risks and identify hazards).

As broad U.S. roadway context—not an estimate of event-specific risk—the FHWA STEP page reports 6,283 pedestrian fatalities in 2018, about 17 percent of all roadway fatalities, attributing the figures to NHTSA (Safe Transportation for Every Pedestrian (STEP)).

How should organizers plan routes and crossings?
- Estimate demand. Forecast attendance and peak arrival and departure periods. Identify likely audience needs and origins, including transit, parking and pick-up/drop-off points. HSE advises organizers to consider attendance, audience profile and whether the site is suitable for the event.
- Walk the approaches and map conflicts. Inspect paths and sidewalks, crossings, driveways, vehicle turns, queue locations, lighting, surface conditions, event boundaries and emergency access. Consider informal behaviors too: people may wait near gates, change direction, or park where they obstruct a route.
- Draw continuous routes. Connect each likely arrival point to the venue and back out again. Treat the walking path and each crossing as linked parts of one route. Note where pedestrians would cross vehicle access, turning paths, or parking traffic. FHWA’s pedestrian access plan chapter discusses route continuity, crossing constraints and ways to manage access.
- Plan for arrival, circulation and dispersal. Check that queues do not spill into walking routes or crossings, and that expected crowd volumes can move through constrained areas. Include clear exits, accessible routes, route condition and lighting, crowd monitoring and emergency arrangements. HSE describes three main event phases for crowd controls—arrival, circulation and dispersal—in Put crowd controls in place.
- Set operations and contingencies. Assign responsibility for checking installed controls, observing traffic and crowds, handling excess arrivals, changing a route, communicating with the public and keeping emergency access clear. Coordinate staff and contractors with police, road authorities, transport providers and emergency services as relevant.
- Debrief after the event. Review incidents, near misses, bottlenecks and route performance with relevant agencies, then record changes for future events. HSE includes review as part of crowd-risk management.
Which traffic and pedestrian controls may be appropriate?
Choose controls to address the conflicts identified on the site plan, in coordination with the authority responsible for the road. Depending on local conditions and approvals, a plan might use a road closure, a controlled crossing, temporary pedestrian channelization, barriers or barricades, extra walkway capacity, stewarding, signs, or changes to transport operations. FHWA discusses barriers and pedestrian access measures in its event pedestrian guidance; Safe Work Australia also emphasizes managing traffic and separating pedestrians and vehicles in its Traffic Management Guide: Events.
Temporary pedestrian barriers can guide people, define a route or help control a crossing, but their suitability depends on the intended function, layout, crowd conditions and applicable requirements. There is no universally suitable barrier or placement established by these sources. Do not assume a generic barricade, sign or consumer product is approved for use on a public road. FHWA’s 2009 MUTCD Chapter 6F is historical device guidance, not proof of the current standard. Confirm the current national and local rules before specifying traffic-control devices.

How can teams compare feasible site layouts?
If there is more than one workable layout, compare each against the same practical criteria rather than choosing on convenience alone:

- Crossing safety and capacity: Can crossings handle expected peaks without queues obstructing other movements?
- Vehicle conflict exposure: How many driveways, turning movements and parking-access points intersect the route?
- Arrival and exit capacity: Can people move in both directions and disperse without crowding a bottleneck?
- Accessibility and audience needs: Do routes serve the expected users and remain usable under event conditions?
- Emergency access: Are emergency routes and exits kept clear?
- Operations: What staffing, transport changes and monitoring would the layout require?
- Approval: Does the responsible road authority accept the plan and its devices under current local standards?
Who needs to be involved, and what varies by location?
Involve the road or highway authority early, along with police, transport providers, emergency services, venue staff and contractors as appropriate. A traffic-management planner or traffic-control contractor experienced with events affecting public roads may help develop and operate the plan, but the road authority remains central to confirming what is permitted.

The principles are relevant across jurisdictions, but the cited guidance comes from the UK, United States and Australia; it is not one globally binding standard. Road closures, permits, traffic-control plans and device requirements depend on the location. Confirm current local rules and approvals before implementation rather than relying on older technical guidance or assuming another jurisdiction’s requirements apply.
