Economic sanctions do not produce one universal market result. Financial restrictions usually hit companies and banks in the targeted economy first; the currency weakens when foreign-currency demand exceeds supply; and oil prices can rise worldwide when traders fear that sanctions will remove barrels or disrupt shipping, insurance, payments, or refining. The size and duration of each move depend on the sanction’s design, enforcement, the target’s reserves and trade alternatives, and how important it is to global commodity and financial networks.
What sanctions change in an economy
Sanctions alter the ability of people, companies and governments to trade, borrow, invest and settle payments. A measure may freeze assets, bar a bank from international payment systems, prohibit exports of specific goods, restrict technology, cap an energy price, limit shipping or insurance, or block imports. These actions affect markets through five connected channels:
- Cash flows: Export bans, lost customers and technology controls reduce expected sales, margins and investment for exposed companies.
- Funding and settlement: Asset freezes and bank restrictions raise counterparty, liquidity and payment risk. A firm can remain solvent on paper but be unable to receive money or refinance debt.
- Risk premiums: Geopolitical uncertainty increases the discount rate investors apply to risky assets. Federal Reserve staff have associated spikes in global uncertainty with falling stock prices and flight-to-safety buying of the dollar.
- Physical supply: Restrictions on energy, metals, food or industrial inputs can remove supply, delay deliveries or force costly rerouting.
- Retaliation and adaptation: The target and its trading partners can impose countermeasures, find substitute buyers, use intermediaries or introduce capital controls, changing the initial effect over time.
Because these channels operate simultaneously, a market can show a dramatic initial price move and a different outcome months later. A sanction that looks severe in legislation may be less damaging if enforcement is weak, reserves are large and alternative buyers are available. Conversely, a narrow restriction can have broad effects if it targets a major bank, a key currency or a globally important commodity.

How sanctions move stock markets
Expected earnings fall
Equity prices represent the present value of expected future cash flows. When sanctions cut exports, prevent a company from buying components, remove foreign customers or block access to technology, analysts lower revenue and profit forecasts. Firms dependent on the targeted country can lose contracts even when they are incorporated elsewhere. Banks may need to write down loans, insurers may face unpaid claims, and manufacturers may pay more for scarce inputs.

Financing and trading become harder
Asset freezes and payment restrictions can prevent a company from using cash held abroad or settling a trade. The risk of breaching sanctions makes international banks and suppliers reluctant to deal with it. Borrowing costs rise, maturities become difficult to roll over and liquidity dries up. Trading halts, restrictions on nonresident sales or a thin order book can make the quoted share price stale rather than a reliable measure of what unrestricted investors would pay.
Risk aversion spreads beyond the target
Investors often reduce exposure to an entire region or sector instead of examining every company individually. The Federal Reserve’s 2022 Financial Stability Report said the invasion of Ukraine and related sanctions roiled financial markets, disrupted international trade and sharply increased oil and other commodity prices, adding to global inflation. Banks, shipping companies, commodity users and insurers outside the target can therefore decline because of compliance costs, counterparty exposure or shortages. Commodity exporters and firms supplying replacement goods may gain.
What the Russia-Ukraine evidence shows
A peer-reviewed study of the Russia-Ukraine episode found that financial sanctions reduced Russian stock prices and depreciated the currency. The authors caution that reactions vary with sanction type: a direct restriction on banks is not equivalent to a tariff on a narrow product, and an announcement is not equivalent to effective enforcement. The 2022 episode should not be treated as a universal percentage forecast for every country.

Why a sanctioned country’s currency falls—or sometimes does not
The exchange rate is the price that balances demand for the country’s currency with demand for foreign currency. NBER economists Oleg Itskhoki and Dmitry Mukhin describe the result as the “balance of currency demand and currency supply forces.” Sanctions change both sides.
Forces that reduce the currency’s value
- Export restrictions or lost customers reduce exporters’ foreign-currency receipts.
- Frozen reserves remove a source the central bank could use to buy its own currency.
- Foreign investors may sell local assets, while residents move savings into dollars, euros or other perceived safe currencies.
- Importers need more foreign currency to pay for goods that remain available, especially when they fear future shortages.
- Higher political and default risk raises the premium demanded to hold local assets.
Forces that support it
- High prices for the commodities that the country can still export increase foreign-currency inflows.
- Official reserve sales add supply of foreign currency to the market.
- Capital controls can limit resident outflows and restrict nonresident selling.
- Mandatory conversion of export proceeds can create artificial demand for the local currency.
- Higher interest rates can discourage domestic capital flight, although they also weaken borrowing and economic activity.
The International Monetary Fund reported that Russia’s reserves declined by $24.2 billion between the end of 2021 and the end of March 2022 as the central bank sold foreign currency to support the ruble; a significant share of its reserves had been frozen by sanctions. Russia also raised its key interest rate to 20 percent after the February 2022 shock, according to the IMF’s 2023 country assessment. Those interventions can stabilize an official rate without restoring normal market liquidity.
Why an official exchange rate can mislead
Capital controls, forced conversion and limits on nonresident transactions may keep a published rate near a desired level while a parallel or offshore market trades at a premium. A proper assessment compares the initial shock, policy response, reserve depletion, trading restrictions and any parallel-market gap. A currency that appears stable because residents cannot sell it freely is not equivalent to a freely convertible currency.

Pass-through to inflation and living costs
A weaker currency makes imported fuel, food, machinery and medicines more expensive in local-currency terms. Companies may pass those costs to consumers, adding to inflation. Higher interest rates can slow that pass-through by reducing demand, but they also make mortgages and business loans more expensive. If imports collapse because of restrictions rather than prices alone, shortages can appear even when the exchange rate is stable.

Oil is traded through a worldwide network, so a restriction on one producer can change prices far beyond its borders. Traders price not only the barrels physically lost today but also the probability of future disruption. Sanctions can affect:
- Available barrels: Export bans or buyer restrictions may remove production from the market.
- Transport: Longer routes, port restrictions and vessel availability raise freight costs and delivery times.
- Insurance and finance: If insurers, banks or payment providers will not service a cargo, a willing buyer may still be unable to take delivery.
- Refining compatibility: Refineries designed for a particular crude grade may not quickly replace it.
- Compliance uncertainty: Traders may avoid a cargo that could create legal exposure, reducing effective supply before a formal ban takes effect.
The Federal Reserve linked the invasion, sanctions and countermeasures to disrupted commodity trade and higher oil prices. The Federal Reserve Bank of St. Louis measured an approximately 35 percent increase in global oil prices from February 21 to March 8, 2022. In the United States, gasoline prices rose about 20 percent from February to March 2022. These are measurements of that specific 2022 shock, not a standard response for all sanctions episodes.

The target can earn more while selling less
Sanctions may force a producer to offer discounts, pay more for shipping or sell fewer barrels. Yet if the benchmark price rises enough, gross export receipts can increase. The IMF recorded Russia’s 2022 current-account surplus at $233 billion, or 10.4 percent of GDP, compared with $122 billion, or 6.9 percent of GDP, in 2021. It attributed the result in part to favorable terms of trade and resilient oil-export volumes despite sanctions and recession, while imports fell. A current-account surplus does not mean households or every company benefited; it is an external-balance measure that can coexist with lost investment, inflation and lower real incomes.
Who can benefit from restricted Russian oil?
When buyers avoid sanctioned supply, alternative producers can sell at higher prices or gain market share. Shippers, insurers and refining centers able to handle rerouted cargoes may capture additional fees or margins, subject to their own legal and capacity limits. Importing countries generally face higher energy bills, inflation and weaker real incomes. Governments may subsidize fuel or draw on strategic reserves, shifting part of the cost to taxpayers rather than eliminating it.

Effects on countries imposing sanctions
Sanctions can impose short-term costs on the governments that enact them. Domestic firms may lose sales, banks must expand compliance systems and consumers can pay more for energy or imported materials. Financial institutions with exposure to the target may need to unwind contracts under stressed conditions. If the target is a major supplier of oil, gas, metals or food, the price shock can raise inflation and force tighter monetary policy.

There can also be strategic gains: restricting a rival’s access to technology or finance may reduce its future military or industrial capacity, and coordinated measures can signal political resolve. The economic burden is shared unevenly. Countries with diversified suppliers, large reserves and strong currencies generally absorb it more easily than countries dependent on one source.
Why results differ from one sanctions episode to another
Use these comparison axes before drawing a conclusion about whether sanctions “worked” or crashed a market:
| Question | Why it matters |
|---|---|
| What is restricted? | Financial, trade, technology and energy measures affect different cash flows and supply chains. |
| How fast and broadly is it enforced? | A gradual, narrow rule gives firms time to adapt; a sudden, comprehensive rule creates larger liquidity and risk shocks. |
| Can the target evade or reroute trade? | Intermediaries, substitute shipping routes and alternative payment channels can preserve exports. |
| How strong are reserves and what currency is the debt in? | Reserve buffers and limited foreign-currency debt reduce immediate default and exchange-rate pressure. |
| Are substitute buyers and suppliers available? | Dependence on a small number of customers or inputs makes lost trade harder to replace. |
| How important is the target in commodity markets? | A major oil, gas, metal or food exporter can raise world prices even when its own economy contracts. |
| What domestic controls are imposed? | Interest-rate increases, capital controls and forced conversion can support a quoted currency while suppressing liquidity. |
| How long will the policy last? | Temporary measures may cause a spike; credible, persistent restrictions change investment and supply-chain decisions. |
A practical way to read the market reaction
- Separate announcement from implementation. Identify the effective date, covered entities, exemptions and enforcement jurisdiction.
- Map direct exposures. Check which banks, exporters, insurers, shipping firms and commodity users have contracts or assets tied to the target.
- Track physical quantities and prices separately. A producer can ship fewer barrels but receive more nominal revenue if the benchmark price rises.
- Check liquidity. Trading halts, foreign-investor restrictions and capital controls can make an official stock or currency quote unrepresentative.
- Watch policy responses. Reserve sales, interest-rate changes, subsidies, export controls and retaliation often explain why an initial move reverses.
- Compare real outcomes. Examine inflation-adjusted incomes, import volumes, investment and employment, not just an index level or current-account balance.
What the evidence can—and cannot—prove
The clearest evidence here concerns the Russia-Ukraine shock in 2022. Federal Reserve analyses documented market volatility, commodity inflation and flight-to-safety flows; the St. Louis Fed supplied the dated oil and gasoline changes; NBER work set out the currency supply-and-demand framework; and IMF assessments described Russia’s reserves, interest-rate response and external balance. Sanctions lists, exemptions, oil-price caps, shipping routes, reserve restrictions and market prices change frequently, so any current assessment must verify the rules and data for the relevant date and geography.
Recommended Free Tools
There is no universal “sanctions multiplier.” The same legal instrument can produce a mild effect when the target has reserves, substitute buyers and effective evasion, or a severe effect when it controls a critical commodity and loses access to finance at once. Market prices are therefore signals of expected cash flows, supply and risk—not a complete scorecard of humanitarian, political or long-term strategic outcomes.
