A recession starts when economic activity has passed a peak and then falls broadly across the economy. There is no universal trigger: tighter monetary or fiscal policy, an energy-price shock, financial distress, or several forces together can start the decline. Whether a slowdown becomes a recession depends on how deeply and widely it spreads, and how long it lasts.
What is a recession?
The National Bureau of Economic Research (NBER), the organization that dates US business cycles, defines a recession as “a significant decline in economic activity spread across the economy, normally visible in production, employment, and other indicators.” This definition describes a broad contraction, not a single bad month, a temporary slowdown in one industry, or a low level of activity that never follows an expansion peak.
The NBER evaluates three related dimensions:
- Depth: how much activity falls.
- Diffusion: how widely the decline reaches across industries and regions.
- Duration: how long the weakness persists.
The dimensions are considered together. An exceptionally deep and widespread decline can qualify even if it is relatively brief, while a mild decline may need to last longer to meet the committee’s judgment. The NBER dates a recession from the peak month, which is the final month of the expansion, to the trough month, which is the final month of the contraction.
The US expansion that ended at the February 2020 peak lasted 128 months, according to the NBER’s June 8, 2020 announcement. That was the longest expansion in the NBER chronology, which extends back to 1854. The figure describes a completed historical expansion; it is not a rule about how long expansions normally last or a forecast of the next recession.

How does a recession begin?
A useful way to understand the beginning of a downturn is as a sequence rather than a single switch:
- A shock or policy change puts pressure on costs, credit, or demand.
- Households and businesses adjust. They may cut purchases, delay investment, reduce inventories, or face higher financing costs.
- Production and hiring weaken as sales and orders slow.
- The weakness spreads. Lower incomes, job losses, tighter credit, and falling confidence reduce spending elsewhere.
- A broad contraction emerges if the feedback loop is large and persistent enough.
This sequence is an explanatory framework, not a mechanical law. Historical recessions differ in their first shock, the institutions involved, and the channels that carry the damage. A policy change can be the initial pressure in one episode, while a financial failure or an energy shock can play that role in another.
What can trigger an economic downturn?
The main trigger categories below are distinct by where the initial pressure arises. They can also overlap, making it difficult to assign one cause to a particular recession.
| Trigger type | Initial pressure | How it spreads | Historical illustration | What can and cannot be concluded |
|---|---|---|---|---|
| Monetary or fiscal tightening | Higher borrowing costs, less money or credit, or reduced public demand. | Debt service rises, interest-sensitive purchases and investment slow, and government demand contributes less to total spending. | The Federal Reserve’s account of the 1937–38 recession discusses contraction in the money supply associated with Federal Reserve and Treasury policies and contractionary fiscal policy. | These are explanations discussed in the historical literature, not proof that one policy alone caused the recession. |
| Energy-price shock | A rapid increase in oil or other energy costs. | Households lose purchasing power while firms face higher transport, heating, and production costs. | Oil prices more than doubled between April 1979 and April 1980. Federal Reserve History describes the oil shock interacting with monetary contraction under Paul Volcker during the severe recession that followed. | The episode shows interaction between an energy shock and policy; it does not establish a universal oil-price threshold. |
| Financial distress | Large losses on assets, defaults, or a loss of confidence in financial institutions and markets. | Lenders become cautious, credit availability falls, asset values can drop, and firms and households cut spending or investment. | Mortgage-related losses began straining global financial markets in 2007. Distress at large firms and turbulent markets helped transmit the shock during the Great Recession. | Finance can be the origin and amplifier of a downturn, but not every recession starts in financial markets. |
| Overlapping pressures | Several shocks or restrictive conditions arrive close together. | Each pressure reduces the economy’s ability to absorb the others, strengthening the spending, production, and employment feedback loop. | Federal Reserve analysis notes that many recessions were preceded by higher oil prices and tighter monetary policy and/or credit markets. | Because these factors move together, correlation alone cannot isolate which one caused a specific recession. |
How tighter monetary policy can slow activity
When a central bank raises interest rates or otherwise restricts financial conditions, loans, mortgages, and other forms of borrowing become more expensive or less available. Businesses may postpone equipment purchases and hiring; households may delay homes, vehicles, or other interest-sensitive spending. Falling demand can reduce orders for suppliers, which then cut production and employment.
Fiscal policy can also reduce demand when government spending is cut or taxes rise. The 1937–38 episode is commonly discussed in terms of both monetary and fiscal contraction. The evidence supports describing those policies as possible contributors rather than presenting a single uncontested explanation.

How an energy shock becomes an economic shock
Energy is an input to transportation, manufacturing, heating, and many services. A rapid price increase therefore acts in two directions: families have less money for other purchases after paying for fuel and utilities, and companies face higher operating costs. If monetary policy tightens at the same time, borrowing becomes more expensive just as real purchasing power is being squeezed. The 1978–79 oil shock and the severe downturn around the start of the 1980s illustrate this interaction.
How financial distress spreads beyond banks
A loss on a mortgage-related asset does not remain confined to the original loan if banks, investment firms, insurers, and investors hold connected claims. Concern about solvency can make lenders restrict credit, sell assets, or demand more collateral. Companies that rely on short-term financing may be unable to roll over debt, while households face stricter lending standards. Reduced credit then lowers spending and investment, causing further losses and reinforcing caution.

What is the difference between a trigger and a vulnerability?
A trigger is the event or factor that touches off a crisis. A vulnerability is a structural weakness that allows the initial shock to spread or become more damaging. The distinction matters because the most visible event is not always the reason a downturn became severe.
In testimony on September 2, 2010, Federal Reserve Chair Ben Bernanke explained: “In discussing the causes of the crisis, it is essential to distinguish between triggers (the particular events or factors that touched off the crisis) and vulnerabilities (the structural weaknesses in the financial system and in regulation and supervision that propagated and amplified the initial shocks).” Bernanke was discussing the recent financial and economic crisis, not proposing a formal NBER definition of recession. The framework is useful more broadly: an economy with heavy debt, fragile funding, concentrated exposures, or weak safeguards may absorb a small shock poorly, while a more resilient economy may contain the same shock.

How does a shock spread through the economy?
The transmission usually involves several connected channels:

- Household purchasing power: higher energy costs, debt payments, or unemployment leave less income for other goods and services.
- Business demand and investment: weaker sales and uncertain financing cause companies to delay projects, reduce inventories, or cancel orders.
- Production: factories and suppliers cut output when orders fall or input costs rise.
- Employment and income: fewer hours, layoffs, and slower hiring reduce income, feeding back into consumption.
- Asset and confidence effects: falling asset values or uncertainty can make households and firms more cautious, even before an official recession is dated.
These channels explain why a recession is broader than the original event. A mortgage-market problem can affect manufacturers through reduced orders; an oil shock can affect retailers through lower discretionary spending; and a policy-induced slowdown can expose highly indebted borrowers.
How does the NBER decide whether the US is in recession?
The NBER’s Business Cycle Dating Committee reviews monthly measures of aggregate real activity published by federal statistical agencies and other organizations. It does not apply a fixed formula or assign permanent weights to the indicators.
| Measure reviewed | What it helps show |
|---|---|
| Real personal income less transfers | Whether income generated by ongoing economic activity is falling after removing transfer payments. |
| Nonfarm payroll employment and household-survey employment | Whether employers are reducing jobs and whether employment changes are visible in a separate household survey. |
| Real personal consumption expenditures | Whether households are reducing inflation-adjusted spending. |
| Manufacturing and trade sales adjusted for price changes | Whether real sales are weakening across goods-producing and distribution businesses. |
| Industrial production | Whether output from industrial sectors is contracting. |
The committee considers the overall pattern, including depth, diffusion, and duration. It can revise its judgment as data are updated. No single monthly release turns the recession status on or off.
Isn’t a recession two quarters of falling GDP?
“Two consecutive quarters of declining real GDP” is a familiar press shorthand, not the complete NBER rule. Most NBER recessions have included two or more declining GDP quarters, but the 2001 recession did not. The committee also examines monthly measures of income, employment, consumption, sales, and production, and it does not use a fixed formula.

GDP is important because it summarizes total production, but a quarterly number can miss turning-point timing, sectoral differences, revisions, or a decline that is brief but unusually deep. The NBER’s approach asks whether the economy as a whole has entered a sustained and significant contraction, not whether one statistic has crossed a preset threshold.
Why unemployment alone cannot identify a recession
Unemployment is a vital consequence of downturns, but the NBER cautions against treating it as a definitive real-time switch. Unemployment can begin rising before the business-cycle peak while overall activity is still expanding. It can also continue rising after the trough because employers often wait to see sustained demand before hiring again. For that reason, employment data are evaluated alongside income, spending, sales, and production rather than used in isolation.

1937–38: policy contraction as a debated explanation
Accounts of the 1937–38 recession discuss a contraction in the money supply associated with Federal Reserve and Treasury policies, together with contractionary fiscal policy. The episode demonstrates why causal language should be careful: historical analysis may identify several plausible contributors without proving that one action alone produced the entire downturn.
1978–80: energy costs and monetary tightening
Oil prices more than doubled between April 1979 and April 1980. Higher energy costs reduced household purchasing power and raised business expenses. Federal Reserve History describes the oil-price shock interacting with monetary contraction under Paul Volcker as pushing the economy into a severe recession. The example shows how a supply shock can become more contractionary when restrictive policy is operating at the same time.

Mortgage-related financial losses began straining global markets in 2007. As major firms came under severe pressure and markets became turbulent, credit and confidence channels carried the damage into production, employment, and spending. 2001: why GDP shorthand is incomplete
The 2001 recession is a practical reminder that the NBER does not require two consecutive quarters of falling real GDP. The committee’s broader monthly assessment can identify a contraction that the popular rule of thumb does not capture.
Can a single indicator predict the next recession?
No universal numerical trigger threshold or recession-prediction statistic is established by the NBER’s dating method. A sharp move in one measure can be an early warning, but it cannot by itself establish that a recession has begun. A stronger assessment looks for a synchronized decline in several indicators and asks whether the weakness is deep, widespread, and persistent.
For readers following the economy, the most informative checklist is:

- Is the weakness lasting long enough to be more than a temporary disruption?
This checklist helps organize evidence; it is not a substitute for the NBER committee’s eventual decision and does not provide a reliable date for the next downturn.
Do recession definitions differ outside the United States?
The explanation above uses the US NBER approach. Other countries may use different statistical agencies, dating committees, data sets, or definitions. Some public discussions rely heavily on quarterly GDP, while others evaluate a wider set of monthly indicators. Therefore, a statement that a country is “in recession” should always be read in the context of that country’s official institution and methodology.
What should you take away?
Recessions start after an expansion peaks and economic activity begins a broad decline. A trigger may be tighter policy, an energy shock, financial distress, or a combination of pressures. The trigger alone does not determine the outcome: vulnerabilities and feedback through credit, spending, production, and employment determine whether a shock remains contained or becomes a recession. In the United States, the NBER makes that judgment from the combined behavior of multiple indicators, weighing depth, diffusion, and duration rather than applying the two-quarter GDP shorthand as a fixed rule.
