Data centers can affect nearby communities through electricity-system costs, water demand and persistent equipment noise—but the impact depends on local utility rules, water availability, facility design and siting. A data center’s own electricity bill is not the same thing as the cost of new grid infrastructure, and statewide or regional totals do not establish what one household or water system will experience.

Can data centers raise nearby electricity bills?

They can contribute to costs that affect other electricity customers, but the effect is not a uniform surcharge charged to everyone living near a facility. The key distinction is between what the data center pays for electricity and who pays for the generation, transmission and other grid investments needed to serve growing demand.

Virginia’s Joint Legislative Audit and Review Commission (JLARC) reported in 2025 that current rates appropriately allocate current service costs to customers, including data centers. It also warned that rising demand can add system costs for other customers. Its report summary put the distinction this way: “Data centers are currently paying their full cost of service, but growing energy demand is likely to increase other customers’ costs.”

For a typical Dominion Energy residential customer, JLARC estimated that generation- and transmission-related costs could add $14 to $37 per month by 2040, in constant dollars. That is a Virginia-specific forecast, not a measured increase already appearing on every nearby customer’s bill, and not a forecast for other utilities or states. Fairfax County similarly says residents do not directly pay data centers’ electricity bills, though residents may bear some costs for required grid infrastructure.

The U.S. Department of Energy identifies cost allocation, the risk of infrastructure becoming underused if a large customer’s plans change, and resource adequacy as important rate-design questions for large loads. In practice, residents should look for the utility tariff and customer class, responsibility for dedicated versus shared upgrades, and how projected generation and transmission needs are allocated—not just the data center’s announced electricity consumption.

How large could the demand become?

A 2025 Lawrence Berkeley National Laboratory Energy Technologies Area forecast estimated that data centers could account for 11.8% of total U.S. electricity use by 2030, with a modeled range of 9.5% to 15.3%. This is a national demand forecast, not a measurement of local bill impacts. It helps explain why utilities and regulators are examining large-load rate design, but it cannot tell a household what its own bill will do.

How much water does a data center use?

There is no useful single amount for “a data center.” Water demand varies with the facility’s size and computing density, its cooling design, and the climate and water system where it operates. JLARC’s 2025 review found that many Virginia data centers use about as much water as—or less than—an average large office building; a few use substantially more, and some use less than a typical household.

When comparing figures, distinguish withdrawal—water taken from a source—from consumptive use, the portion not returned to the same water system in usable form. Also check the reporting boundary: a site, utility service area, river basin and region are not interchangeable. A modest regional share can still matter to a constrained local system during drought or when users compete for the same supply.

What the Northern Virginia figure does—and does not—show

Fairfax County reports that data center water use across Northern Virginia in the Potomac River basin is less than 100,000 gallons per day, and that data center consumptive use is less than 0.1% of total upstream consumptive use. These are basin-specific figures, not a measure of total withdrawals or a representative estimate for every locality. The county also notes that exact county use was historically private, a limitation that makes boundary and reporting details important when interpreting totals.

Virginia’s new water-use reporting requirement is set to take effect on January 1, 2027. Fairfax County says the resulting reporting information will become available after that requirement takes effect. Until comparable site-level information is available, useful questions for a proposed or operating facility include its water source, expected annual and peak withdrawals, consumptive use, cooling method, drought conditions and competing demand in the relevant utility system.

How loud are data centers, and what can neighbors do?

Noise depends on the equipment, operating schedule, distance to homes, site layout and local limits. JLARC describes persistent low-frequency sound as a concern at some sites; some residents say it affects their well-being, while most Virginia facilities do not generate complaints. A nuisance report is not, by itself, evidence of hearing damage.

Low-frequency or continuous sound can be difficult to assess with rules or measurements designed mainly for short, loud events. Possible local tools include setbacks from homes, sound modeling before approval, measurement methods that account for frequency, enforceable zoning limits and a defined process for responding to complaints. The applicable standards and enforcement process vary by jurisdiction.

Keeping useful preliminary records

  • Record when the sound occurs, how long it lasts, and whether it is indoors, outdoors or both. Note relevant conditions, such as whether windows are open, without treating those notes as a formal measurement.
  • Ask the local planning or noise-enforcement office which rule applies, how measurements must be made, and where to submit a complaint. Request information about any site sound modeling or compliance monitoring.
  • A Class 2 sound level meter may help keep preliminary observations, but a consumer meter does not prove a violation. Its suitability for low-frequency sound and the required measurement protocol depend on the model and local rules; it is not a substitute for a calibrated professional study.

What to check when a project is proposed near you

Ask for information that matches the impact you are trying to evaluate. A large-load filing, a water-use estimate and a noise study answer different questions; one does not substitute for the others.

  • Electricity: Which customer class and tariff will apply? Who is responsible for dedicated and shared grid upgrades? How will costs be allocated if demand or project plans change?
  • Water: What are the cooling method, water source, annual and peak withdrawals, and consumptive use? Which basin or utility system supplies the site, and how are drought and competing demand addressed?
  • Noise: How far is the equipment from homes? Does the study model continuous and low-frequency sound? What limits apply, who verifies compliance, and how are complaints investigated?

These are practical questions rather than a prediction that every project will create every impact. For example, ERCOT’s 2026 information request asks developers seeking interconnection to the Texas grid for information on water sources and use, cooling technology, noise, light and traffic when a project is 25 MW or more. That threshold is specific to ERCOT’s request, not a nationwide rule. As of October 4, 2026, submissions were due October 12, and ERCOT’s impact report was expected by December 10, 2026; the request itself is not a finding about the effects of any particular facility.
