They are separate systems, and neither acts as one universal percentage bonus for every activity. The Fortune Teller on the TV indicates daily luck; watching the program does not change it.
What daily luck means
According to the Stardew Valley Wiki, daily luck is generated at the start of each day in a range from -0.1 to 0.1. The Fortune Teller program on the television gives an indication of that day’s modifier. It is a report, not a switch: checking it does not determine or alter the result.

The Special Charm adds 0.025 daily luck. Daily luck can influence outcomes such as finding ladders when breaking rocks while mining, getting geodes or coal from rocks, and finding Gem Nodes or Mystic Stones in the Mines or Skull Cavern. The exact role of luck varies by activity, so a daily luck value of 0.1 should not be read as a flat 10% increase to every chance or reward.
How temporary luck buffs work
Luck buffs come from temporary effects, including certain food and drinks, as well as other game sources. They are distinct from the daily modifier, even where both can influence luck-related outcomes. For example, the Lucky Ring provides +1 Luck, while Lucky Lunch provides a +3 Luck buff, as listed by the wiki’s Lucky Ring page and Lucky Lunch page.

Those figures describe Luck effects; they do not mean every activity’s probability rises by the same amount. Which outcome is affected, and how, depends on the game situation.
Can food and drink luck buffs stack?
Food and drink buffs occupy separate source categories. Eating a food that grants a buff replaces the existing food buff; drinking a buff drink replaces the existing drink buff. But one food buff and one drink buff can generally be active at the same time. Since Luck is available from both food and drink, you can combine a food-based Luck buff with a drink-based Luck buff. - Match the activity: luck’s influence differs among outcomes, including mining-related drops and discoveries. A larger displayed number is not automatically a universal improvement of the same size.
- Check the source category: replace a food buff with another food buff, or a drink buff with another drink buff. A food buff and a drink buff can coexist.
- Account for duration: temporary buffs last for a limited time, so consider when you will begin the activity and how long the effect needs to cover it.
