Cybersecurity layoffs can add experienced candidates to the market, but available public workforce figures do not show that layoffs caused a change in recruitment. Recent UK and U.S. indicators instead show that hiring demand has continued, while recruitment difficulty in the UK has eased overall and remains pronounced for specialist and senior roles. The likely effect depends on whether newly available workers match employers’ openings in skills, seniority, location, clearance and pay.
What the evidence says about cybersecurity hiring
The latest UK government workforce report, published 29 September 2026 and covering 2025, estimates that 145,900 people worked in the UK cybersecurity workforce, a 2% increase on the prior year. Average postings for core cyber jobs grew 7% compared with 2024. These figures describe workforce size and job-posting activity; neither is a count of layoffs or completed hires. Recruitment also remained active: 52% of UK cyber businesses said they had tried to recruit since January 2024. Among businesses that had recruited, 53% reported at least one vacancy that was hard to fill; the report estimated that 34% of vacancies were hard to fill. It describes the overall pattern as moving from a candidate’s market toward an employer’s market, while noting persistent difficulty with specialist and principal-level roles. UK government report.
In the United States, NIST’s June 2025 update reported 514,359 cybersecurity and adjacent technical job listings for May 2024 through April 2025, nearly 57,000 more than in the preceding 12-month period. Listings are not necessarily unique vacancies, and they do not show how many jobs were filled. This U.S. measure and the UK findings cover different geographies, periods and indicators, so they should not be read as a direct comparison. NIST/CyberSeek update.

How layoffs could change recruitment
Layoffs could affect recruitment through candidate supply, employer budgets and the match between people seeking work and roles available. These are plausible mechanisms, not effects established by the cited workforce statistics.
- More candidates may be available: A layoff can put experienced specialists into the job market. That may make some vacancies easier to fill if their expertise and expectations fit the role.
- Hiring plans may tighten: Employers facing reduced budgets or economic uncertainty may postpone recruitment even when security work remains necessary. The UK report identifies spending, recruitment costs, technology deployment and economic uncertainty as possible context for market shifts, while explicitly saying those explanations are not directly evidenced in its research.
- Openings and candidates may not match: A surplus of applicants in one specialty does not establish a surplus in another. Seniority, geography, security clearance and compensation can also affect whether an available worker can fill a particular vacancy.
- Postings need not translate into hires: A listed role is a signal of advertised demand, not proof of a unique vacancy or completed recruitment. Hiring freezes, reposting and changing plans can make listings diverge from actual hiring outcomes.
Why flat headcount plans do not prove layoffs
The UK report says 53% of cyber firms expected their workforce to grow in 2026, while 46% expected it to stay the same. These are employer expectations reported in the 2026 study, not outcomes showing how many people were hired or dismissed. A plan to hold headcount steady is not itself evidence of layoffs, and the percentages should not be treated as a complete accounting of workforce changes.

The report cautions that possible reasons behind observed shifts—including business spending on cybersecurity, recruitment costs, how employers deploy new technologies such as AI, and general economic uncertainty—were not directly evidenced in its research. It does not identify cybersecurity layoffs as the cause of hiring changes.
What a workforce-need estimate can—and cannot—show
In October 2024, NIST said CyberSeek indicated that nearly 265,000 additional cybersecurity workers were needed to meet then-current U.S. staffing needs. That is a dated estimate of workforce need, not a count of current vacancies, unemployed cybersecurity workers or people affected by layoffs. How to assess the effect in a particular market
To determine whether layoffs are making recruitment easier or harder in a specific place or specialty, look for evidence that links workforce reductions to subsequent hiring outcomes. Useful measures include:
- Layoffs identified by occupation, specialty, seniority and location—not only company-wide totals.
- Changes in unique vacancies and completed hires, separated from job-ad listings.
- Time-to-fill and hard-to-fill rates for comparable roles before and after the layoffs.
- Candidate qualifications, clearance requirements, pay ranges and location compared with the roles employers are trying to fill.
- Hiring intentions compared with realized staffing changes, including freezes and unchanged headcount as distinct from layoffs.
Without linked, longitudinal evidence of this kind, aggregate vacancy counts and workforce estimates cannot establish that layoffs caused recruitment outcomes. They can describe the market around those events, but not isolate their effect.
