COVID-19 tested data centers on two fronts: operators had to keep critical infrastructure running with staffing, construction and supply chains under pressure, while demand for digital services first fell at many sites and later surged. Uptime Institute’s July 2020 survey captured early operational strain; its later analysis describes the shift in demand and the adjustments operators made. The findings describe respondents’ experiences, not a census of every data center or a single measure of the pandemic’s total economic effect.

What the early survey found

In a July 2020 survey of 281 respondents, Uptime Institute asked about the pandemic’s impact on their critical IT infrastructure operations. The reported answers show that staffing and project delivery were immediate concerns, alongside unexpected demand:

  • 57% reported reduced operations staff levels.
  • 52% reported data-center project or construction delays.
  • 33% reported an unplanned increase in demand for IT infrastructure.

These percentages are shares of survey respondents who selected each reported effect. They are not estimates of the share of all data centers affected, nor measures of lost capacity, revenue or investment. Why the demand story moved in both directions

Demand did not rise uniformly from the start. Uptime Institute’s discussion of its 2023 global survey says lockdowns initially brought demand down at most sites. Later, demand surged as people and organizations shifted more activity to online services.

That sequence helps explain why operators could face underused capacity in one period and unexpected growth in another. It does not establish a uniform pattern for every facility: customer mix, location and the services hosted all matter, and the available survey discussion does not quantify a global net change in demand. Uptime Institute also cautions that the overall effect is difficult to track because business uncertainty, budgets, staffing availability, supply constraints and other disruptions overlapped. How supply-chain pressure affected builds and operations

Supply problems mattered both to projects under construction and to facilities already operating. Uptime Institute’s 2021 supply-chain survey identified potential vulnerability across a broad range of equipment and materials, including servers, storage, networking, cooling, UPS systems, switchgear, generators and construction materials.

The survey was fielded in July and August 2021 and published on October 19, 2021. Its findings should be read in that respondent and time context: identifying a vulnerable category or expecting disruption is not the same as proving that every operator experienced a shortage or a particular delay. What operators changed to keep facilities running

Uptime Institute’s post-pandemic analysis describes an interim operating phase in which some operators adjusted work and maintenance practices. Examples included remote working, dividing staff into “blue” and “red” teams, reducing maintenance and adapting to supply-chain constraints. These are documented responses, not evidence that every operator adopted the same measures or that they had equal results.

The adjustments illustrate a practical tension: limit the number of people exposed to disruption while still sustaining essential operations and maintenance. The 2020 survey summary also describes variation among organizations in how they approached outages, resilience, staffing, workload placement and innovation, rather than a single industry playbook. Growth continued alongside pressure

The pandemic coincided with continuing dependence on digital infrastructure, but it also exposed workforce shortages, supply-chain interruptions and rising operational complexity. Uptime Institute’s 2021 survey summary presents these pressures alongside a growing sector; it does not establish that COVID-19 alone caused industry growth.

What the evidence can—and cannot—show

The available figures offer snapshots of reported operational effects and supply-chain concerns, while later survey analysis provides a retrospective account of demand shifts. Together, they show how the pandemic tested staffing, construction, equipment availability and demand planning. They do not provide a quantified global counterfactual for how much COVID-19 changed data-center revenue, capacity or investment compared with what would have happened without it.

The soundest conclusion is therefore specific rather than numerical: the shock was uneven, changed over time and overlapped with other business and operational disruptions. The cited surveys document that strain and adaptation without supporting a single causal estimate for the industry as a whole.
