China’s AI expansion is reshaping electronics supply chains in two directions at once. It is pulling more capacity into servers, accelerators, high-speed networking, memory, advanced printed-circuit boards (PCBs), cooling and power systems, while export controls and critical-material restrictions are pushing Chinese buyers toward domestic chips and alternative suppliers. China has enormous manufacturing scale, especially in board production, electronics assembly and components, but leading-edge AI hardware still depends on a globally distributed network of design software, fabrication equipment, specialty materials, packaging and logistics.
The short answer: AI is making China more important—and supply chains more divided
China is not becoming fully self-sufficient in AI hardware. Instead, the market is separating into a Chinese-centered ecosystem optimized around available domestic or compliant technology and an international ecosystem that still controls many of the most advanced manufacturing tools, materials and chip-design capabilities.
That split matters globally because China is both a major buyer of AI infrastructure and a dominant manufacturing base. A disruption involving Chinese PCBs, assembly capacity, components or critical materials can affect products designed and fabricated elsewhere. Conversely, restrictions on advanced chips and production equipment can change what Chinese cloud providers and hardware makers buy, how systems are designed and where they are assembled.

AI servers require more than an accelerator
Training and serving AI models require clusters of servers linked by high-speed networking. Each system can require accelerators, host processors, high-bandwidth memory, power-conversion equipment, liquid or advanced air cooling, storage, switches, cables and dense multilayer or high-density interconnect (HDI) boards.

TrendForce forecast nearly 7% year-on-year growth in global server shipments in 2025, attributing the increase to cloud-service-provider data-center expansion and AI workloads. That forecast is a demand signal for the entire server bill of materials, not only for the accelerator at its center.
China’s existing manufacturing base gives this demand a broad platform. China’s Ministry of Industry and Information Technology reported that factories produced 1.67 billion mobile phones, 3.4 billion microcomputers and 451.4 billion integrated circuits in 2024. Integrated-circuit output rose 22.2% that year. Those figures cover a wide range of products and chip types, rather than proving leadership at the most advanced process nodes, but they show the scale available for component production, assembly and industrial learning.
PCBs are a strategic bottleneck
China’s share of board production
The U.S.-China Economic and Security Review Commission reported that China accounted for 51% to 55% of global PCB production in 2023 and about 67% of HDI PCB production. HDI boards use finer traces, microvias and denser layer structures to connect more components in less space. They are important in advanced electronics, including AI servers and accelerator systems.

This concentration means that a data-center project can face Chinese supply-chain exposure even when its processor is designed in the United States or fabricated in another country. Board fabrication, lamination, drilling, surface treatment and final assembly often involve specialized production clusters that are not quickly replicated elsewhere.
Why AI systems raise board requirements
- Higher signaling rates demand tighter control of impedance, signal loss and electromagnetic interference.
- Large accelerator modules require dense power-delivery networks and substantial copper capacity.
- Thermal loads increase the need for board materials and layouts that tolerate heat cycling.
- More memory and networking connections increase layer counts, routing density and inspection requirements.
For buyers, the relevant risk is not simply “China or not China.” It is concentration by factory, city, material qualification, tooling set and approved supplier list. A second source in the same regional cluster may provide less resilience than its paperwork suggests.

Are Chinese AI chips replacing imported chips?
Export controls are accelerating substitution
U.S. controls restrict access to some leading AI chips, chipmaking equipment and related technologies. In response, Chinese cloud companies, server vendors and system designers are increasing the use of domestic processors, in-house accelerators and products configured to comply with licensing limits.
TrendForce projected that externally purchased chips would account for 41.5% of China’s AI-server market in 2025, down from 63% in 2024. The estimate indicates a rapid change in sourcing, but it does not mean that every Chinese server uses a domestic accelerator or that domestic products match imported chips in performance, software maturity, energy efficiency or manufacturing process.
Why this is not complete self-sufficiency
Advanced AI hardware depends on a chain that includes processor architecture, electronic-design-automation software, wafer fabrication, lithography and other manufacturing equipment, specialty chemicals and gases, advanced packaging, memory, substrates, testing and global logistics. Restrictions can limit access to one or more links without eliminating China’s ability to build useful systems from other links.
The practical result is segmentation. Chinese firms may optimize models, compilers and server designs around domestic or otherwise compliant hardware. Foreign suppliers must manage licensing, customer location, product configurations and the risk that goods are diverted to restricted applications. A system that is technically available in one market may be unavailable, modified or subject to approval in another.

How U.S. restrictions change procurement and product design
Controls affect systems, not just individual chips
Controls can alter accelerator availability, memory configurations, interconnect choices, software support and the location where a product may be shipped or operated. Server makers may redesign boards around a different processor, reduce cluster scale, change cooling or power specifications, or qualify multiple versions for different jurisdictions.

NVIDIA’s regulatory filing warned that restrictions affecting products and applications built on Chinese foundation models such as DeepSeek or Qwen could materially affect its business and that controls can disrupt supply and distribution chains. For buyers, that warning illustrates why compliance is now a design requirement: a component can be technically suitable but commercially unusable if licensing, end-user or geography rules change.

A procurement checklist for restricted environments
- Map the end use and destination. Identify the data center, customer, model-training activity and ultimate operator before selecting a chip or server.
- Check the current control category. Confirm whether the processor, board, system or manufacturing tool requires a license, meets a performance threshold or is subject to an entity restriction.
- Qualify alternatives early. Test domestic or compliant accelerators with the intended framework, compiler, networking stack and model.
- Audit the whole bill of materials. Include memory, substrates, optics, switches, power modules, cooling hardware and manufacturing equipment, not just the accelerator.
- Plan for rule changes. Keep a documented redesign path and avoid a single-source component whose replacement requires a new board layout or software port.
Critical-material controls widen the risk beyond AI chips
China’s controls on gallium, germanium and related materials show how a policy dispute over semiconductors can affect many other electronics categories. The Associated Press reported in 2024 that China’s December 2024 restrictions followed expanded U.S. semiconductor controls and could affect smartphones, electric vehicles, radar and medical equipment such as CT scanners.
These materials are used in applications including compound-semiconductor devices, optoelectronics and high-frequency electronics. Even when the quantity in each product is small, refining capacity, export licensing and the availability of qualified substitutes can determine whether production continues on schedule.
China’s Commerce Ministry said the restrictions on advanced-chip trade “seriously threaten the stability of industrial supply chains.” That statement describes the geopolitical feedback loop: one side’s controls encourage the other side to use export restrictions, stockpiling, domestic production incentives and alternative procurement.
What companies should monitor
- Licensing rules for gallium, germanium and other controlled inputs.
- Whether a substitute material has completed reliability and regulatory qualification.
- Inventory coverage at refiners, component makers and contract manufacturers.
- Shipping routes, customs documentation and the possibility of sudden end-user reviews.
- Exposure to products that share materials with smartphones, vehicles, radar or medical equipment.
China is using AI to strengthen the factories that supply electronics
China’s industrial policy is also applying AI inside manufacturing plants. A 2026 notice from China’s National Data Administration calls for AI in core process control, quality inspection, predictive maintenance, production scheduling and supply-chain management.

These uses can improve yield, detect defects earlier, reduce unplanned downtime and shorten the time needed to change a production line from one product to another.
Why factory AI matters to global buyers
Manufacturing software does not replace process engineers or qualified equipment, but it can increase the effective capacity of an established plant. Better inspection can reduce escapes; predictive maintenance can keep drilling, plating or assembly tools available; and scheduling systems can coordinate many small orders across shared equipment.
That reinforces China’s advantage in high-volume electronics manufacturing even as some final assembly moves to other countries. A company relocating assembly may still depend on Chinese board suppliers, component vendors, tooling specialists or process know-how.

More efficient models can reduce the amount of compute required for a particular task, especially during inference. They can also encourage buyers to consider alternative accelerators, lower-cost servers or a mix of centralized and edge processing.
They do not remove the need for hardware. Efficient models still run on servers and require memory, networking, storage, cooling and electricity. Model efficiency can change the composition and utilization of demand rather than eliminate it. If lower operating costs make more applications economically viable, total installed capacity can continue to grow even when compute required per query falls.

The broader market signal remains expansion: TrendForce’s 2025 server forecast linked growth to both data-center expansion and AI workloads. DeepSeek therefore changes the debate from “how many of the most expensive GPUs?” to “which combination of accelerators, memory, networking and power delivers acceptable performance at a given cost and regulatory risk?”

How global electronics companies should respond
Measure concentration at the component level
A country-of-origin report is not enough. Identify the factory that makes each critical PCB, substrate, memory module, power component and cooling assembly, then trace key materials and tooling one level deeper. Record qualification time, minimum order quantities and the cost of a redesign.
Separate technology risk from policy risk
A product may be available but blocked by a licensing rule, or legal but unsuitable because its software stack is immature. Score both dimensions separately: performance and reliability on one axis, export-control and sanctions exposure on the other.

Build credible second sources
A second supplier is useful only if it has approved materials, compatible test fixtures, available capacity and a documented path to volume production. For HDI boards and advanced packaging, qualification can take longer than the nominal manufacturing lead time because signal integrity, thermal cycling and reliability tests must be repeated.
Design for substitution
Use modular accelerator interfaces, software abstraction where practical, multiple memory vendors and board designs that can accept qualified alternatives. The goal is not to make every component interchangeable; it is to prevent one restricted part from forcing a complete system redesign.
Track policy and materials continuously
Export controls and material restrictions can change faster than annual procurement cycles. Assign ownership for monitoring official rules, supplier notices, customs requirements and inventory exposure, with escalation thresholds for a new license requirement or a single-source dependency.
What the next phase is likely to look like
China’s AI boom will continue to increase demand for servers, networking, advanced boards, power and cooling while encouraging domestic-chip adoption. International suppliers will remain important in leading-edge design, fabrication equipment, materials, packaging and logistics, but they will serve a market with more compliance boundaries and regional product versions.
