Chatbots are software systems that receive conversational input, interpret or route it, and return a response. The interface may look similar across products, but the technology behind it can be a fixed set of rules, a search system, a language model, or a combination of all three.
This guide explains the complete response path—from a user’s message to the final answer—then shows how retrieval-augmented generation (RAG) connects a language model to current organizational documents. It also covers practical uses, design choices, security boundaries, limitations, and the questions to answer before deploying a bot.
What is a chatbot?
A chatbot is an application that lets a person communicate with software through a conversational interface. The person might type in a website widget, send a message in a mobile app, speak to a voice channel, or use a workplace tool. The chatbot receives that input, determines what the person is asking or trying to do, and produces a reply or takes an action.

The word chatbot describes the interface and interaction pattern, not one specific technology. A bot can use authored decision trees, intent-and-response mappings, document search, a generative language model, or several of these components together. Two products that both display a chat window can therefore have very different accuracy, flexibility, data access, and security characteristics.

How a chatbot works from message to response
Most chatbot requests pass through a sequence like this:
- Input: The user sends text, a voice transcript, an image, or an event from another system.
- Interpretation and routing: The system identifies language, session context, intent, entities, permissions, and the next component that should handle the request.
- Knowledge or action lookup: The bot may select an authored reply, retrieve documents, query a database, or call an external tool.
- Response construction: A template, rules engine, or generative model creates the answer or asks a follow-up question.
- Delivery and logging: The answer is returned through the channel, while relevant events, feedback, and audit data are recorded according to the organization’s policies.
Real systems often add moderation, authentication, rate limits, confidence thresholds, human handoff, and output validation between these stages. A simple FAQ bot may complete the path in milliseconds. A bot that searches a private knowledge base and calls business systems has more components and more places where a failure can occur.
Rules-based chatbots: predictable conversations
A rules-based chatbot follows logic written by its designers. A rule can match a button click, a phrase, an intent label, or a combination of conditions, then send a prepared message or move the user to the next step.
Typical structure
- Greeting and menu: The bot presents options such as “Check an order,” “Reset a password,” or “Contact an agent.”
- Intent matching: Variations such as “Where is my package?” and “Track my shipment” are mapped to one intent.
- Slot or field collection: The bot asks for an order number, email address, date, or other required value.
- Action or answer: It returns a scripted response or invokes a defined business operation.
- Fallback: If no rule matches, it repeats options, asks the user to rephrase, or transfers the conversation.
These bots are useful when a process must be followed exactly. They can enforce required fields, avoid unsupported claims, and make testing straightforward. Their weakness is coverage: users must stay within the paths the author anticipated. An unusual question, misspelling, or request that combines several topics can lead to a poor fallback or a dead end.
Retrieval-based chatbots: finding an answer instead of composing one
A retrieval-based design searches a collection of known content and returns the most relevant result, often as a passage, link, article, or template. The system may use keyword search, semantic search, or both.
Retrieval can keep answers tied to approved material and make updates faster than editing every conversation rule. It is a good fit for large FAQ libraries, policies, product documentation, and support tickets. However, search quality determines the result. If the index is incomplete, stale, poorly segmented, or filled with conflicting documents, the bot can retrieve the wrong material even when the search mechanism works as designed.
Language-model chatbots: flexible language generation
A language-model chatbot uses a generative model trained to predict and produce text. The model processes the user’s message together with prior conversation and any instructions supplied by the application. It can summarize, classify, rewrite, translate, explain, and respond to open-ended questions without a separate authored response for every wording.

Generative flexibility is not the same as factual reliability. A model can produce fluent text that is unsupported, outdated, ambiguous, or incorrect. It may also misunderstand the user’s goal, follow a malicious instruction embedded in input, or reveal information that the application placed in its context. Production systems therefore commonly add retrieval, tool permissions, validation, monitoring, and escalation rather than relying on generation alone.
What is retrieval-augmented generation (RAG)?
Retrieval-augmented generation (RAG) pairs a generative model with a separate information-retrieval system or knowledge base. NIST defines RAG as supplying retrieved information to the model in context, so the knowledge available to the response can be changed without retraining the model.
In practical terms, the model remains the component that writes the answer, while a search layer finds potentially relevant source material at response time. An organization can update its indexed policies or manuals and make those changes available to the chatbot without modifying the model’s underlying weights.
The five stages of a practical RAG pipeline
- Ingest documents. Collect approved files, web pages, tickets, database records, or other sources. Preserve useful metadata such as title, owner, date, department, version, and access classification.
- Index the content. Clean and split documents into manageable chunks. Many implementations create an embedding—a numerical representation of each chunk—and store it in a vector index. Keyword indexes, metadata filters, or hybrid search may be added.
- Retrieve relevant chunks. When a user asks a question, the system turns the query into a search request and selects passages that appear relevant. Filters can limit results by tenant, department, document status, or the user’s permissions.
- Add context to the model. The application places the retrieved passages, instructions, conversation history, and the user’s question into the model’s context window. It may also tell the model to cite sources, abstain when evidence is missing, or follow a response format.
- Generate and validate the response. The model drafts an answer. The application can check citations, required fields, policy violations, sensitive data, confidence signals, or tool-call arguments before displaying it or taking an action.
RAG improves access to current, private information, but it does not guarantee a correct answer. The response depends on what was ingested, how it was indexed, which chunks were retrieved, and how the model interpreted them. A retrieved passage can be wrong, obsolete, incomplete, or malicious. The model can misread accurate context or combine passages incorrectly.

| Approach | Where knowledge changes | Typical strength | Typical limitation |
|---|---|---|---|
| Rules and authored answers | Conversation logic or content is edited directly | Predictable behavior and controlled wording | High authoring effort and limited coverage of unexpected language |
| Retrieval plus generation (RAG) | Indexed documents or records are updated | Answers can use private and relatively current material without retraining | Retrieval errors, source-quality problems, and generation errors remain possible |
| Model training or fine-tuning | Model parameters are changed through a training process | Can shape style, task behavior, or domain patterns | Updates require a new training process and do not automatically provide trustworthy source citations |
How a chatbot decides what to say
The decision process differs by architecture, but several signals commonly influence a response:
- Current message: The words, attachments, language, and detected entities in the latest turn.
- Conversation state: Earlier turns, collected fields, selected menu options, and unresolved questions.
- Instructions and policy: System prompts, business rules, safety constraints, and formatting requirements.
- Retrieved or connected data: Documents, records, search results, or tool output made available for this request.
- User identity and permissions: The data and actions the user is allowed to access.
- Confidence and thresholds: Signals used to answer, ask for clarification, refuse, or transfer to a person.
In a rules bot, these signals select a path. In a generative bot, they form the context from which the model predicts a response. In a tool-using bot, the model may first propose a function call, while application code verifies permissions and arguments before executing it.
Where chatbots are used
Customer support and service triage
A bot can answer routine questions, collect order details, classify an issue, and route a complete conversation to a human agent. Rules are valuable for identity checks and required fields; retrieval can supply product or policy passages; generation can summarize the case for the agent.

Internal knowledge access
Employees can ask questions in natural language instead of searching multiple portals. NIST’s National Cybersecurity Center of Excellence documented an internal-use RAG chatbot that helps staff discover and summarize cybersecurity guidance. That prototype illustrates how a chatbot can make organizational publications conversationally accessible; it is not evidence that every chatbot will behave the same way.

Chatbots can check an order status, schedule an appointment, create a ticket, or update a subscription when connected to authorized business tools. These actions require stronger controls than a purely informational answer because an incorrect call can change a record or expose private data.
Education and guided assistance
A bot can explain a concept at different reading levels, quiz a learner, or guide someone through a documented procedure. Source boundaries and escalation are important when the subject involves health, law, finance, safety, or other high-consequence decisions.
Content and operations support
Teams use language-model chatbots to draft summaries, classify incoming requests, translate text, extract fields, and prepare responses for review. Human approval can remain in the workflow when errors would be costly.
Choosing the right chatbot architecture
Use the following decision axes before selecting a design:
| Question | What the answer suggests |
|---|---|
| Must every interaction follow a fixed workflow? | Favor rules, forms, and explicit state transitions, with a controlled fallback. |
| Will users ask open-ended questions in many different ways? | Add language understanding or generation, while retaining intent checks for important actions. |
| Does the bot need a private or frequently changing knowledge source? | Use retrieval with document lifecycle management, metadata, and permission filtering. |
| Must answers be traceable to source material? | Return citations or source links, preserve document versions, and validate that claims are supported. |
| Can the bot access customer, employee, or business records? | Require authentication, least-privilege permissions, logging, input validation, and human escalation for sensitive operations. |
| What failure can the organization tolerate? | Set abstention, clarification, confidence, rate-limit, and handoff rules before launch. |
Security and privacy boundaries
Security is not limited to the language model. NIST identifies prompt injection, hallucinations, data exposure, and unauthorized access among the issues addressed in its chatbot implementation report. The documented prototype used choices such as local deployment, access controls, and validation filters; those were design decisions for that point-in-time project, not universal guarantees.
OWASP’s RAG guidance treats the entire pipeline as a set of trust boundaries:

- Ingestion: A poisoned, confidential, or outdated document can enter the knowledge source.
- Chunking and embedding: Cleaning and transformation can lose context or mix content from different access groups.
- Vector and keyword storage: Indexes need authentication, tenant isolation, encryption, retention rules, and deletion procedures.
- Retrieval: Filters must enforce authorization; otherwise a relevant search result can still be an unauthorized disclosure.
- Prompt and context construction: Retrieved text can contain instructions that attempt to override the application’s rules.
- Generation: The model may hallucinate, follow prompt injection, or reproduce sensitive context.
- Output validation: Responses and tool arguments should be checked for prohibited content, unsupported claims, and unsafe actions.
- Downstream integrations: Connected systems can amplify a mistake if the bot is allowed to send messages, change records, or execute transactions.
Practical controls
- Maintain an inventory of data sources, owners, versions, and retention requirements.
- Apply document-level and user-level access controls before content reaches the model.
- Separate instructions from retrieved content and treat retrieved text as untrusted input.
- Limit tools to the smallest set of actions and permissions required for the use case.
- Log retrievals, model responses, tool calls, denials, and handoffs for investigation.
- Test prompt injection, unauthorized retrieval, data leakage, stale documents, ambiguous requests, and malicious attachments.
- Provide an explicit “I don’t have enough information” path and a human escalation route.
- Review logs and source content continuously; a one-time launch test cannot establish ongoing safety.
Common limitations and failure modes
Hallucinated or unsupported answers
A generative model can state an answer confidently without adequate evidence. Retrieval may reduce this risk by supplying source text, but it cannot guarantee that the text is correct or that the model uses it faithfully. Require citations, constrain the answer format, validate critical fields, and allow abstention.
Wrong or missing retrieval
Search can miss the right passage because the question uses different terminology, the document was split poorly, metadata filters are too strict, or the source was never indexed. Improve chunking and synonyms, use hybrid search where appropriate, monitor no-result queries, and give users a way to report missing content.
Stale or conflicting documents
Old policies can outrank current ones when dates and status are not indexed. Store effective dates and owners, remove superseded versions from normal retrieval, and expose the document version used in an answer.
Prompt injection
Instructions hidden in a user message or retrieved document can attempt to change the bot’s behavior or extract secrets. Treat all external text as untrusted, keep system controls outside retrieved content, restrict tools, and test adversarial examples.
Unauthorized disclosure
A chatbot can reveal information simply because it was able to retrieve it. Authorization must be enforced before retrieval and tool execution, not added as a wording instruction after the fact.
Unhelpful conversation loops
Repeated fallbacks often mean the bot lacks an intent, a required integration, or a clear handoff. Measure unresolved turns, provide concise recovery options, and transfer with the conversation history rather than forcing the user to start over.
A practical deployment checklist
- Define the job: Write the questions, actions, channels, users, and out-of-scope requests the bot will handle.
- Classify risk: Identify personal, confidential, regulated, and operational data, plus actions that require approval.
- Choose the architecture: Use rules for fixed workflows, retrieval for source-grounded lookup, generation for flexible language, and combinations where their boundaries are explicit.
- Prepare content: Assign owners, remove duplicates, label versions, set permissions, and establish an update and deletion process.
- Build the response path: Add authentication, retrieval filters, prompt construction, model calls, output checks, logging, rate limits, and handoff.
- Test realistic failures: Include ambiguous questions, typos, empty results, conflicting sources, prompt injection, unauthorized users, and service outages.
- Launch narrowly: Start with a defined audience and low-risk tasks, then review unresolved questions and escalation outcomes.
- Operate continuously: Monitor source freshness, access logs, retrieval quality, response quality, incidents, and user feedback.
How to evaluate a chatbot in practice
Do not judge a bot only by how natural its wording sounds. Evaluate whether it completes the intended task and fails safely.

Frequently Asked Questions
Frequently Asked Questions
How does an AI chatbot know what to say?
It combines the user’s message with conversation history, application instructions, and any retrieved documents or tool results. A language model then generates text from that context. Rules, permissions, validation, and confidence thresholds can determine whether the model answers, asks a question, refuses, or hands off to a person.
Is a chatbot the same thing as an AI chatbot?
No. Chatbot is the broader term for a conversational software interface. A chatbot may use fixed rules or search alone; an AI chatbot commonly uses machine-learning language understanding or generation, often with retrieval and business integrations.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
What is RAG in a chatbot?
Retrieval-augmented generation connects a generative language model to a separate information-retrieval system. Relevant passages are found at response time and placed in the model’s context, allowing an organization to update available knowledge without retraining the model.
Does RAG prevent hallucinations?
No. RAG can provide useful source context, but retrieval may be wrong or incomplete and the model may still misinterpret or invent information. Source-quality controls, citations, validation, abstention, and human escalation remain necessary.
Can a chatbot access private company documents?
It can, if the application is designed to ingest those documents and enforce authentication and authorization. Access checks should limit indexing, retrieval, context construction, and connected tool actions; placing a confidentiality instruction in a prompt is not an access-control system.
When should a business use a rules-based bot?
Use rules when the conversation follows a known workflow, requires exact wording or fields, or performs sensitive actions that must be predictable. Add search or language understanding only where it improves coverage without weakening those controls.
What are the main security risks for RAG chatbots?
Risks include malicious or stale source documents, embedding and vector-store exposure, unauthorized retrieval, prompt injection, hallucinated output, sensitive-data leakage, and unsafe downstream tool calls. Controls are needed across ingestion, storage, retrieval, generation, validation, and integrations.
