Short answer: a website chat bubble may use cookies, local storage, session storage, or a combination. Those mechanisms can keep a conversation available while you move between pages, recognize a browser or authenticated visitor, remember widget preferences, and measure activity. They do not all have the same privacy impact, and a widget’s behavior depends on its vendor, version, and configuration. Site owners should identify every storage mechanism, obtain consent where required, connect the widget to the site’s consent controls, and explain both browser storage and chat-transcript processing to visitors.
What a chat widget stores in your browser
“Cookies” is often used as shorthand for any small piece of browser-side state, but a modern chat widget can use several technologies. Cookies are sent with web requests to the widget’s service. localStorage keeps data in the browser until the site or browser removes it. sessionStorage normally lasts for a browser tab’s session. A widget can use one, two, or all three, and a cookie settings panel may not show every item under the same label.
Zendesk states that its messaging Web Widget uses a mixture of cookies, local storage, and session storage. Its published inventory includes examples of session and device identifiers, authentication information, widget state, dismissed-message preferences, and analytics-related entries. Those are Zendesk-specific examples, not a universal list for every chat product.

Browser storage is only one part of the privacy picture. A random identifier is not automatically a complete identity profile. Its effect depends on whether it is linked to an email address, account, IP-related data, or information you voluntarily enter in the chat; how long it persists; and what the site and vendor do with it. The available product documentation supports uses such as session continuity, authentication, preferences, and analytics. It does not justify assuming that every widget performs advertising across the web or identifies every visitor by name.

Why widgets use cookies and other storage
Keeping a conversation available
Without some state, a widget may treat every page load as a new visit. Storage can let the service synchronize an open conversation as you move from a product page to checkout, or between tabs. It can also remember whether the chat panel is open, minimized, or dismissed.
Recognizing a session or device
A session identifier helps the service route messages to the right conversation. A device identifier can let an unauthenticated visitor continue a thread after a reload. Recognition is not the same as legal identification, but it can become personal data when combined with account or chat information.
Authentication and account context
When a visitor is signed in, a widget may use an authentication token or another browser state to request account-specific help. Zendesk’s documentation describes Help Center authentication as one feature affected when permission for its Classic Web Widget cookies is denied.
Preferences and proactive messages
Widgets may remember a dismissed greeting, language or interface preference, or whether a prompt has already appeared. Remembering those choices prevents the same message from interrupting every page view.
Analytics
Optional analytics can record widget activity, such as the path of pages viewed before a chat or whether a proactive message was displayed. In Zendesk’s documented messaging-widget example, analytics includes page-view path and proactive-message analytics. Analytics is distinct from the storage needed to deliver a basic conversation, although a vendor may technically combine categories unless the site configures them separately.

What happens when you refuse storage
Blocking storage is not a single, predictable outcome. Depending on the product, the widget may continue with reduced functionality, stop collecting analytics, lose continuity between pages, or disappear entirely.
Zendesk documents different controls for two widget generations. In its Classic Web Widget, the cookies setting can be disabled when the widget loads, and permission can be updated after a visitor makes a choice. Zendesk says denial can affect chat, Help Center authentication, and Pathfinder features. The exact result depends on how the site has configured the widget.

These are product-specific behaviors, not a promise about every vendor. A consent banner that says “reject” is meaningful only if the site actually passes that choice to the widget or prevents it from launching.
When consent is required
The UK Information Commissioner’s Office (ICO) says that consent for non-essential cookies must be freely given, specific, informed, and expressed through a clear, unambiguous positive action. Its guidance also says non-essential cookies should not be set before consent and that simply continuing to browse is not consent. This is UK guidance; obligations in the United States and other jurisdictions vary by state, country, purpose, and the information being processed.
Do not label every chat cookie “essential” merely because the widget is useful. Ask what the item does. A state needed to deliver a visitor-requested conversation may be treated differently from optional analytics or behavioral personalization, but the correct classification depends on the purpose and applicable rules. The same vendor can expose separate essential, functional, and analytics controls.

Consent for browser storage also does not automatically explain the chat transcript. A visitor may accept functional storage while still needing a clear explanation of what happens to messages, contact details, attachments, automated processing, retention, and disclosures to service providers.
How site owners should implement a privacy-aware widget
- Inventory the deployed version. Record the widget vendor, product generation, script version, cookies, local-storage keys, session-storage keys, and server-side records. Use the vendor’s current documentation and inspect the actual production site rather than relying on a generic cookie list.
- Map each item to a purpose. Separate conversation delivery, authentication, continuity, preferences, and analytics. Note whether an item is session-only, persistent, or dependent on browser policy.
- Define consent categories. Align the widget’s categories with the site’s consent manager. If the widget offers all, functional, and none ranges, document which site choice triggers each range.
- Gate initialization correctly. Prevent optional storage and analytics before the required consent action. If the product supports a setting at load time, pass the visitor’s current choice before creating the widget; do not load first and hope a later banner reverses it.
- Handle later changes. Test what happens when a visitor withdraws consent. Confirm whether the widget stops, hides, disables analytics, deletes local and session storage, or needs a page reload. Provide a clear way to reopen privacy settings.
- Write a complete notice. Explain the storage categories, purposes, provider, retention or expiry where known, consequences of refusing, and how to change a choice. Add a separate explanation of chat-content processing and a link to the site’s privacy notice.
- Test real journeys. Check first visit, consent acceptance, rejection, page-to-page navigation, multiple tabs, sign-in, sign-out, browser restart, private browsing, and a later consent withdrawal. Repeat in the browsers and devices your customers actually use.
Shared browsers and persistent conversations
Persistence can create a practical privacy problem even when nobody is trying to identify visitors. On a shared computer, the next person may inherit the previous browser’s device or conversation state. Zendesk gives a specific example in which an unauthenticated visitor’s new message on the same browser can be attributed to the earlier user.
For personal use, private browsing or clearing the site’s cookies and storage after a sensitive session can reduce this risk. A business operating kiosks, libraries, classrooms, or other shared devices should configure an appropriate history-forgetting option where the product provides one. Zendesk documents a Forget history setting for relevant messaging scenarios. Operators should verify the current behavior and still clear browser profiles or reset devices when stronger separation is required.
Shared-browser risk is not limited to the visible transcript. A remembered dismissal, language choice, authentication state, or device identifier can influence what the next visitor sees. Do not promise that deleting cookies alone removes a server-side transcript; browser cleanup and retention controls address different layers.

- What storage does the widget use, including local or session storage in addition to cookies?
- Which purposes are essential to the requested chat, and which are functional or analytics?
- What changes if the visitor refuses optional storage?
- What happens to text, files, contact details, and any account information entered in the conversation?
Zendesk describes several presentation options, including a privacy-notice link, a pre-chat or initial message, and consent technology that controls widget launch. Those options are implementation tools, not proof of legal compliance. The notice must match the operator’s own data flows, contracts, retention periods, and jurisdiction.
How to compare chat-widget privacy controls
When selecting or reviewing a widget, compare the controls rather than relying on the word “cookie” in a marketing page.

Troubleshooting privacy and functionality problems
The widget vanishes after rejection
That may be an intentional “no storage” mode rather than a defect. Check whether the configured range is none and whether the vendor documents hiding the widget in that mode. If the site wants a storage-free contact option, provide an alternative such as an email form or phone number without silently resetting the visitor’s choice.

Inspect whether local or session storage is blocked, whether the site initializes a new visitor identifier on every page, or whether the consent manager is loading the widget before it has a stable choice. Compare behavior after granting functional storage and after signing in.
Analytics still appears after opt-out
Test browser network requests and storage after a fresh rejection, not only after changing an existing preference. Confirm that analytics scripts are not loaded separately from the widget and that withdrawal removes or disables the relevant identifiers. Document the result for each supported browser.

A shared computer shows the wrong conversation
End the previous session, clear the site’s cookies and browser storage, or use a private window. For managed shared devices, apply the product’s history-forgetting setting and reset the browser profile between users.
Practical privacy checklist
- Identify every cookie, local-storage key, session-storage key, and server-side record created by the deployed widget.
- Document the purpose and lifetime of each item in plain language.
- Classify optional analytics separately from the state needed to deliver requested chat.
- Block non-essential storage until the applicable consent action occurs.
- Pass acceptance, rejection, and later withdrawal to the widget configuration.
- Explain transcript processing, retention, access, and sharing separately from cookie behavior.
- Test page changes, tabs, sign-in, private browsing, shared devices, and consent withdrawal.
- Review the vendor’s current documentation whenever the widget version or configuration changes.
