Cement-company profits depend on how much cement a producer sells and at what price, minus the costs of making and delivering it. Strong demand can support sales volume, plant utilization, and pricing, but higher fuel or freight costs can absorb some or all of those gains. The result varies by company and market; there is no universal percentage by which a change in demand, fuel prices, or freight changes profit.
How demand affects cement sales and margins
Demand matters through both volume and price. When construction activity is stronger in a region, a producer may have more opportunities to sell cement and run its plants at higher utilization. If local supply is constrained and competition allows it, stronger demand may also support higher selling prices. But demand alone does not determine profitability: competing producers, available capacity, and the company’s ability to serve that market all matter.
CEMEX’s 2025 Form 20-F describes redirecting products away from markets with softer demand toward regions with stronger opportunities. That is a company strategy for managing its market mix, not evidence that every increase in local demand improves every producer’s profit. [CEMEX 2025 Form 20-F]
Why fuel and power costs matter
Cement kilns require substantial thermal energy, and cement plants also use electricity. A change in fuel or power expense can therefore affect the cost of producing each tonne. The effect on profit depends on the plant’s energy mix, procurement arrangements, efficiency, and the extent to which the producer can adjust selling prices.

Producers describe several ways to manage energy exposure. CEMEX reports efforts involving energy sourcing, efficiency, and alternative fuels. These approaches can reduce reliance on fossil fuels or improve energy use, but they do not eliminate cost risk; access to alternative fuels, contracts, and suitable plant technology varies across markets and facilities. The International Energy Agency’s Net Zero Emissions scenario illustrates the scale of potential longer-term changes in production methods, not a forecast for any particular company. The IEA reports global cement production of 4,160 Mt in 2022 and scenario milestones of 4,260 Mt in 2030, 4,140 Mt in 2035, and 3,930 Mt in 2050. In the same scenario table, low-emissions fuel share rises from 5% in 2022 to 30% in 2030, 49% in 2035, and 86% in 2050; kiln thermal energy intensity falls from 3.6 GJ per tonne of clinker in 2022 to 3.4, 3.3, and 2.9 in those milestone years. These are scenario values, not observed future outcomes or company-level cost estimates. [IEA, Cement – Net Zero Roadmap]

How freight shapes a cement producer’s market
Cement is bulky, so the cost and practicality of transporting it influence which customers a plant can serve competitively. Longer delivery distances can add cost and make a producer less competitive in a destination market. Access to ports, terminals, shipping, and efficient logistics can expand market reach or lower the cost of moving product.
ACC Limited’s India reporting describes efforts such as reducing lead distance, using sea-based logistics, and improving logistics utilization. These are examples of company-specific cost management, not a guarantee that the same approach is available or economical everywhere. [ACC Integrated Report 2024–2025]

A World Bank technical paper provides a historical illustration of freight’s importance, comparing a U.S. cement freight-cost-to-production-cost ratio of about 0.5 with 0.04 for steel. The paper is old, so those figures should not be treated as a current industry benchmark or applied to a particular company. [World Bank technical paper on cement trade, pricing, and transport]
How the three drivers interact in profit
Revenue is shaped by the amount sold and the selling price. Operating profit also reflects the costs incurred to produce and deliver that cement. As a result, higher sales or stronger pricing can improve results only to the extent that additional production and delivery costs do not consume the gains. Conversely, a fuel or freight increase can pressure margins even when demand is healthy.

Company reporting shows why it is important to distinguish an individual company’s results from a general industry rule. ACC’s FY2024–25 report says reductions in power, fuel, freight, and other expenses contributed to improved profitability in its own operations. It does not establish a typical margin improvement for cement producers generally. [ACC Integrated Report 2024–2025]
Transition costs should also be kept separate from ordinary operating margins. The IEA’s 2025 Breakthrough Agenda Report estimates that early commercial near-zero-emissions cement plants using carbon capture and storage could have production costs 75–150% higher, varying by region. That estimate uses 2024 energy prices, intensities, and fuel mixes, and excludes explicit policy support and regional variation in capital and non-energy operating expenses. It concerns early commercial near-zero-emissions production, not conventional cement plants’ current margins. [IEA, Breakthrough Agenda Report 2025: Cement and concrete]

- High Precision: The bulk density tester for powder provides accurate measurement results. There is a level at the bottom to adjust the level. Attention: Data measurement needs to be conducted in a balanced state
- Measurement Principle: Let the powder fall from a funnel(taper 60°±0.5°,Volume 120ml) at a certain height until the measuring cup(100ml) is filled, and weigh a specific volume of bulk powder, which is the bulk density
- High Quality Stainless Steel: The natural accumulation density tester uses thickened stainless steel material for the volumetric meter, with sufficient wall thickness and hardness, durability, and wear resistance. The measuring frame is made of stainless steel to prevent dust from falling during loading
- Stable Base: The powder stacking density tester adopts a fixed stainless steel base, and the base has triangular adjustable screws that can adjust the height according to needs
- Widely Used: Bulk density meter can measure the density of various powders. For example: metal powder, rare metal powder, alloy powder, soil, dye, abrasive, paint, cement, water sediment powder, etc
What to compare when assessing cement companies
To understand why two cement producers may report different profits, compare the conditions that shape their revenue and costs rather than looking at demand, fuel prices, or freight in isolation:
- Local demand and pricing: Consider construction activity alongside regional supply and competitive conditions.
- Capacity utilization and market access: Look at whether a producer can run plants efficiently and reach customers where demand is stronger.
- Fuel sourcing and energy efficiency: Assess the company’s energy mix, procurement approach, efficiency initiatives, and practical access to alternative fuels.
- Delivery distances and logistics: Consider customer proximity and access to terminals, ports, shipping, or other transport options.
These are useful comparison factors synthesized from company disclosures and IEA material, not a standardized industry ranking. The cited sources do not establish a current, universal sensitivity showing how many percentage points of margin change for a given change in demand, fuel, or freight.
