Office LTSC 2024 can be installed on a Windows 11 computer without Internet access, but you must first download the installation files on a connected computer. Use Microsoft’s Office Deployment Tool (ODT) and a configuration XML file; Office LTSC 2024 uses Click-to-Run, not the older MSI installer.
Installation and activation are separate. Direct MAK activation requires Internet connectivity; a disconnected device needs an organization-supported option such as MAK proxy activation through VAMT, KMS reachable on the organization’s network, or Active Directory-based activation where applicable.
What you need before starting
- A volume license for Office LTSC 2024. It is not a retail or Microsoft 365 subscription installer.
- An Internet-connected Windows computer to download ODT and the Office files.
- A USB drive or internal file share large enough for the complete Office source.
- Local administrator access on the offline Windows 11 computer.
- Your organization’s activation method: MAK, KMS, or Active Directory-based activation.
Office LTSC 2024 supports Windows 11 and Windows 11 LTSC 2024, along with Windows 10 LTSC 2019 and 2021, Windows Server 2022, and Windows Server 2025. Microsoft lists a minimum 1.1 GHz two-core processor, 4 GB RAM, 4 GB available disk space, and 1280 × 768 display resolution. A 64-bit Office edition is required for displays at 4K resolution or higher.
Microsoft provides five years of Mainstream Support for Office LTSC 2024 and no Extended Support. It receives security and quality updates, but no new feature updates after release.

Licensing and product differences
Use the volume-license product your organization purchased. Common ODT product IDs include:

Office LTSC Professional Plus 2024 includes Access, Excel, OneNote, Outlook, PowerPoint, and Word. Skype for Business is optional. Teams must be downloaded separately, and Publisher is not included. Microsoft says Publisher will no longer be supported after October 2026. Excel’s Publish to Power BI feature was removed from LTSC 2024.
All Office products installed on one computer must use the same architecture. A 32-bit Office product cannot coexist with a 64-bit Office product, so choose 32 or 64 before building the source.
1. Download and extract the Office Deployment Tool
- On an Internet-connected computer, download the latest Office Deployment Tool from Microsoft’s Download Center.
- Run the downloaded officedeploymenttool.exe.
- Choose an empty folder in which to extract the files.
The extracted folder contains setup.exe and a sample XML configuration file. Keep these together. ODT uses setup.exe to download and install Office LTSC 2024.

Create a file named configuration.xml in the same folder as setup.exe. Use Notepad or Microsoft’s Office Customization Tool.
This example downloads and installs 64-bit Office LTSC Professional Plus 2024 in English from a local source folder and supplies a MAK:

Replace the placeholder with your organization’s MAK, or remove the PIDKEY attribute if your organization activates through KMS or Active Directory-based activation.

Omitting applications
By default, the selected product installs all included applications. To omit one, add an ExcludeApp element inside the Product element. For example, use <ExcludeApp ID=”Access” /> to omit Access.

Skype for Business is not installed by default. In the Office Customization Tool, select Apps and turn on the Skype for Business toggle if required.
3. Download the Office files while online
- Open Command Prompt as administrator.
- Change to the folder containing setup.exe and configuration.xml. For example, enter cd C:\ODT.
- Run setup.exe /download configuration.xml.
ODT creates an Office folder containing a Data subfolder and a version-numbered payload folder. Depending on the configuration and download location, the source may resemble C:\OfficeSource\Office\Data.
Wait for the command to finish and verify that the payload is present. Do not copy only setup.exe; the offline computer needs the complete downloaded source.
4. Move the complete source to the offline Windows 11 computer
Copy the complete ODT folder to a USB drive or internal file share. Include:

- configuration.xml
- The downloaded Office folder
- The Data folder and its version-numbered payload
SourcePath in the XML must point to the Office source location on the offline computer. For example, if you copy the source to D:\ODT, use a path that resolves to the downloaded source, such as SourcePath=”D:\ODT”.
For an internal share, use a UNC path such as SourcePath=”\\Server\Share”.
If SourcePath is missing, incorrect, inaccessible, or does not contain the expected payload, ODT may try to download Office from the CDN. This is a common reason an apparently offline installation attempts to access the Internet.
5. Install Office LTSC 2024 offline
- On the Windows 11 computer, connect the USB drive or make sure the internal share is accessible.
- Open Command Prompt as administrator.
- Change to the copied ODT folder. For example, enter D: and then cd ODT.
- Run setup.exe /configure configuration.xml.
Click-to-Run reads the downloaded files and installs Office without Internet access. With Display Level=”None”, installation is silent. With AcceptEULA=”TRUE”, the installer accepts the license agreement specified in the XML.

Office installs on the system drive, normally C:. The installation location cannot be changed.
Removing earlier Office installations
Microsoft recommends uninstalling previous Office versions before deploying LTSC 2024.
RemoveMSI removes older MSI-based Office, Visio, and Project installations, including Office 2016 and earlier. It does not remove Office 2019, which uses Click-to-Run.
Remove Office, Visio, and Project 2019 with the ODT Remove element. Build the removal configuration for the installed Click-to-Run product rather than assuming RemoveMSI will handle it.
Activation on an isolated machine
MAK activation
Adding a MAK to PIDKEY supplies the key to the deployment; it does not make activation offline. Ordinary direct MAK activation requires Internet connectivity.
For a restricted network, Microsoft documents MAK proxy activation with the Volume Activation Management Tool (VAMT). The offline computer generates an activation request, and a separate Internet-connected computer processes the request and returns confirmation data. Each successful MAK activation consumes one activation count. Significant hardware changes may require reactivation.
In the Office Customization Tool, the route for adding a MAK is Licensing and activation > Product key > select MAK next to the volume license product > enter the key > Export.
KMS activation
KMS does not require the client to reach the public Internet, but the Windows 11 computer must be able to reach the organization’s KMS host. KMS clients normally find that host through DNS SRV records. If DNS discovery is unavailable, configure the host manually. The default KMS port is 1688.

KMS activation does not start until the KMS host has received at least five activation requests. The first four requests do not activate clients. Once activated, a KMS client remains licensed for 180 days and normally attempts renewal every seven days. A permanently disconnected computer cannot remain KMS-activated indefinitely unless it can periodically reach the KMS infrastructure.
Active Directory-based activation
Active Directory-based activation is another option for domain-joined computers. It requires an activation object stored in Active Directory Domain Services and network access to the organization’s domain infrastructure.
Keeping the offline installation updated
Office LTSC 2024 receives security and quality updates, normally released on the second Tuesday of each month, but no post-release feature updates. Updates are cumulative; there are no separate MSI-style individual security-update or service-pack downloads.
WSUS or Microsoft Update alone does not update this Click-to-Run product. For an isolated network, download the current Office build from Microsoft’s CDN on an Internet-connected computer and place it in an internal shared folder. Configure that location as the update source with UpdatePath in the XML or through Group Policy. Microsoft Configuration Manager can also manage deployment and update sourcing.

Use the Update path policy to specify the internal source. The policy template retains “Microsoft Office 2016 (Machine)” because LTSC 2024 continues to use the Office 16.0 policy structure.
Refreshing the shared source downloads a full updated copy of Office, not a small standalone patch. Plan for the storage and transfer time.
On the client, manually check via File > Account > Update Options > Update Now. On an offline machine this checks the configured internal update location; it cannot retrieve anything from Microsoft’s CDN without connectivity. Regular checks use the scheduled task named Office Automatic Updates 2.0.
Common problems and fixes

| Office 2019 remains installed | RemoveMSI only handles MSI installations. Use the ODT Remove element for Click-to-Run Office 2019. |
| The product ID is rejected | Use a volume ID such as ProPlus2024Volume or Standard2024Volume, not a retail-style product ID. |
| Project or Visio cannot coexist with Office | Check that every installed product uses a compatible channel and the same architecture. |
| MAK activation fails offline | This is expected for ordinary direct MAK activation. Use MAK proxy activation with VAMT or provide a permitted activation connection. |
| KMS clients do not activate | Confirm DNS or the manually configured KMS host, TCP port 1688, and that the KMS host has received at least five requests. |
| Teams or Publisher is missing | Teams is a separate download and Publisher is not included in LTSC 2024. Skype for Business must be selected explicitly. |
Final verification
- Open Word or another installed Office application.
- Go to File > Account.
- Confirm that the displayed product is the expected Office LTSC 2024 volume edition.
- Check activation status under product information.
- Confirm that the Office source and update path are reachable from the offline network.
- Test required add-ins, macros, ActiveX-dependent workflows, Project, Visio, or language packs.
ActiveX controls are disabled by default in Office LTSC 2024. If an approved business workflow depends on them, administrators must re-enable them through organizational security policy rather than treating their absence as an installation failure.

FAQ
Can I install Office LTSC 2024 directly from a USB drive with no Internet?
Yes. Download the Office payload with ODT on an Internet-connected computer, copy the complete ODT folder and Office source to USB, then run setup.exe /configure configuration.xml as administrator on the offline Windows 11 computer.
Does Office LTSC 2024 use MSI?
No. Office LTSC 2024 uses Click-to-Run and the Office Deployment Tool, not the old MSI-based installation method.
Will a MAK activate a completely disconnected PC?

The Bottom Line
The offline installation sequence is: download the latest ODT, create a volume-license XML configuration, run setup.exe /download configuration.xml on a connected computer, copy the complete source to the Windows 11 machine, and run setup.exe /configure configuration.xml as administrator. Make sure the source path, product ID, architecture, and update channel match the deployment. Handle activation separately with MAK proxy, KMS, or Active Directory-based activation.
