Businesses use development platforms to build internal apps, automate repeatable work, connect business systems, and add AI-assisted capabilities. Low-code tools let business teams assemble forms and workflows; professional developers can extend them with APIs, code, and deployment tooling. The useful question is not simply what a platform can automate, but whether its integrations, governance, and delivery controls fit the process.

What businesses automate with development platforms

A development platform brings application building, workflow automation, integrations, and deployment capabilities together. Microsoft describes Power Platform as “a low-code platform for rapidly building customized end-to-end business solutions.” That is one vendor’s description, not a definition that applies identically to every platform.

Microsoft’s Power Automate documentation describes workflows that synchronize files, send notifications, collect data, and connect apps and services. In practice, businesses use development platforms for work such as:

  • Collecting requests or inspection results in a form and saving them to a business data source.
  • Routing an invoice, access request, or other submission for approval, then notifying the people involved.
  • Updating records across systems when a defined event occurs.
  • Running scheduled checks, document handoffs, or reconciliation steps.
  • Automating desktop tasks when a process depends on software that cannot be integrated in another way.

These are patterns enabled by app, data, and workflow capabilities; they are not a claim that every process is suitable for automation or that a particular implementation produces a guaranteed business result.

How apps and workflows fit together

Build an app around the business process

A process-specific app gives employees a consistent way to submit information, review records, or complete a task. Examples include a request form, a case-management screen, an inspection app, an approval portal, or a lightweight operational database. Microsoft’s developer documentation describes applications for data-driven productivity, process automation, analytics, and AI-powered agents. The app is the user-facing part; the workflow can handle the handoffs that follow.

Automate repeatable steps

Cloud flows can coordinate actions among connected services. Scheduled flows run at set intervals, while desktop flows automate interactions on a computer. Microsoft’s enterprise developer guidance also describes a workflow engine spanning more than 200 services. That figure applies to the Power Automate capability described in that documentation, not to every development platform or to every available action in a business’s configuration.

Use configured workflows for steps with clear triggers and rules: for example, when a request is submitted, save it, notify the reviewer, and route it for approval. A workflow can make a handoff more consistent, but someone still needs to define what happens when information is missing, an approval is overdue, or a connected service is unavailable.

How platforms connect business systems

Connectors are the integration layer between an app or workflow and another service. A prebuilt connector can reduce the work needed to connect a common system. When the required system or action is not supported, a business may need a custom connector or an API integration. Microsoft’s Azure material describes out-of-the-box connectors to 450 external data sources and legacy systems; that is a Microsoft capability figure, not a count that should be assumed for other platforms or every tenant.

Microsoft’s Copilot Studio guidance names SharePoint, Dataverse, Salesforce, ServiceNow, Databricks, custom APIs, MCP, and computer-use automation among integration options. The practical choice depends on the process and the systems involved:

  • Use a prebuilt connector when it supports the required system and actions and meets the organization’s security and data-handling requirements.
  • Use a custom connector or API when the process needs an unsupported action, more control over data shaping, or a connection to an internal service. Microsoft’s platform documentation also describes custom APIs built with Azure Functions and API Management.
  • Consider computer-use automation carefully when no suitable API exists. It can automate interaction with software through its interface, but it relies on that interface and should be assessed for reliability and ongoing support.

Connector availability alone does not establish that an integration is appropriate. Teams should confirm which data moves, which identity is used, what permissions are granted, and how failures are handled.

When to use a workflow, desktop flow, or AI agent

Approach Best fit Key consideration
Cloud workflow Defined triggers and repeatable actions across connected services. Specify exception handling as well as the normal path.
Scheduled flow Recurring checks or tasks that should run on a schedule. Choose a schedule and failure response that fit the process.
Desktop flow Automating desktop interactions, including cases where a system has no suitable API. Interface changes or computer availability can affect operation.
AI agent Interpreting a request and selecting from configured data sources or tools. Set boundaries for permitted data, actions, and human review.

A deterministic workflow follows configured triggers and actions. An AI agent can interpret a request and invoke tools within configured boundaries. They are not interchangeable: where a business needs the same rule-based outcome every time, an explicit workflow is usually the clearer design; where a request requires interpreting context, an agent may be appropriate if its access and actions are controlled. Microsoft documents both API-based integrations and computer-use options for agents, but those capabilities do not by themselves guarantee an agent’s accuracy or suitability for a particular decision.

How business users and developers build together

Low-code development can let business users assemble forms, data experiences, and flows while professional developers extend the solution. Microsoft describes this participation as spanning frontline workers to professional developers. This collaborative model is often called a fusion team: business contributors bring process knowledge, while developers contribute engineering and integration expertise.

  • Business makers can shape forms, screens, and straightforward workflows around how work is actually done.
  • Developers can add JavaScript, APIs, custom connectors, Azure services, command-line automation, and source-controlled deployment where the solution needs more control or complexity.
  • Process owners and IT should decide who reviews changes, supports the solution, handles incidents, and approves access to business data.

Low-code can lower the barrier to building, but it does not eliminate the need for design review, support ownership, or maintenance. Agreeing on those responsibilities early helps prevent a useful departmental tool from becoming an unsupported business-critical dependency.

What to govern before scaling automation

A small personal productivity flow and an automation used across an enterprise do not carry the same risk. Microsoft’s adoption guidance covers strategy, roles, licensing, security, identity, governance, and environment strategy. Its environment-strategy guidance groups use into personal productivity, team collaboration, and enterprise development, and describes recurring security and privacy review requirements.

Before expanding use, establish rules for:

  • Environments: who may create them, what they are for, and how development, test, and production are separated.
  • Data and identity: which data classifications may be used, what accounts and permissions flows require, and how sensitive information is protected.
  • Connectors: which integrations are approved, who reviews new connectors, and what conditions apply to custom APIs.
  • Ownership and support: who owns each app or flow, how changes are reviewed, and who responds when a process fails.
  • Licensing and adoption: which capabilities the organization needs and how access aligns with its intended users and rollout plan.

These are organizational decisions, not settings that a low-code interface can make on the business’s behalf. Requirements differ by platform, licensing arrangement, data sensitivity, and the organization’s policies.

Integration Are prebuilt connectors sufficient, or will custom connectors, REST APIs, legacy adapters, or computer-use fallbacks be needed?

Commercial and skills fit How does the platform fit the existing technology footprint, licensing, internal skills, support needs, and cost of custom integration?

Official capability pages do not establish a comparable cross-platform price or return-on-investment figure. A business should assess its own licensing, implementation, integration, and support requirements rather than infer a universal cost or savings result from platform features.

How to release low-code automation responsibly

For a personal or low-risk task, a maker-managed flow may be adequate. As automation becomes important to a team or enterprise process, apply software delivery discipline: version changes, test them, control promotion between environments, document releases, and ensure an owner can respond to problems.

Microsoft documents Dataverse Git integration and pipelines for traceability, release documentation, and lifecycle controls. It also documents GitHub Actions for Power Platform to build, test, package, release, and deploy apps and other components. These tools support a more controlled delivery process; they do not remove the need to define what gets tested, who approves a release, or how recovery works.

A practical release path is:

  1. Develop: build and revise the app or flow in a development environment with an identified owner.
  2. Review and test: check expected behavior, permissions, data handling, and failure paths before the automation is used for live work.
  3. Promote: use the organization’s pipelines or deployment process to move an approved solution into the appropriate environment, keeping changes traceable.
  4. Operate: monitor the process, maintain its integrations, and keep a support and recovery plan for failures or changes in connected systems.

What development platforms can—and cannot—promise

These platforms offer building blocks for apps, workflows, integrations, and AI-assisted experiences. Whether automation improves a particular business process depends on the process itself, the quality of its integrations, the rules and exceptions it must handle, and the governance and support behind it. The official capability material cited here does not provide a single cross-platform productivity, savings, or ROI statistic, so no general percentage can responsibly be applied to every organization.
