A candidate wins in the first round only by receiving an absolute majority of valid votes; otherwise, the two leading candidates face each other in a new second-round election. Blank and null votes do not count toward that majority.
How does Brazil’s presidential election work?
The presidential contest has one round unless no candidate receives an absolute majority of valid votes. If the first-round threshold is met, that candidate is elected. If not, the two candidates with the most votes proceed to a runoff, where the candidate who receives more valid votes wins.
“Absolute majority” means more than half of the valid votes—not more than half of everyone who cast a ballot. Blank and null votes are excluded from the calculation. The rule applies to the presidential race nationwide; other offices have their own election contests, even where a similar runoff rule applies. The Tribunal Superior Eleitoral (TSE) summarizes the presidential rule in its explanation of how Brazil elects its president.
When is a runoff held, and what changes in the second round?
If no one clears the first-round majority threshold, only the two most-voted candidates compete in the second round. It is a new election: first-round votes do not carry over. Voters choose between the two finalists, and the one with more valid votes wins.

How do voters cast a presidential ballot?
Voting in Brazil is direct and secret, using electronic ballot boxes. For the 2026 general election, the TSE schedules voting from 8 a.m. to 5 p.m. Brasília time. The presidential choice comes after choices for federal deputy, state or district deputy, two Senate seats, and governor. The hour and ballot sequence described here are for 2026; voters should check the TSE’s current instructions for other elections.

A public partial-results display is not the same as formal final approval and proclamation. The TSE’s resolution provides for official disclosure systems developed or approved by the court and publication of totaled polling-place bulletins, which can be checked against the bulletins produced at polling sections. In 2022, the TSE plenary approved the final second-round tally report on December 6 and proclaimed Luiz Inácio Lula da Silva and Geraldo Alckmin elected president and vice-president. The TSE reported 124,252,796 votes counted in that second round; that historical total is not the number of valid votes and should not be treated as a figure for another election.
