AI’s sustainability problem is an infrastructure and lifecycle problem, not just a software issue. Every new model and application can add electricity demand in data centres, cooling-water withdrawals, chip and server manufacturing, mineral extraction and electronic waste. Data centres consumed about 415 TWh of electricity in 2024—1.5% of global electricity—according to the International Energy Agency (IEA, 2025). That total covers all data-centre workloads, not AI alone, but AI is a fast-growing share. The practical question is therefore not whether AI has an impact; it is whether deployment can grow while grids decarbonise, communities retain affordable power and water, and hardware lasts longer.
How much energy does AI use?
There is no globally accepted number for AI electricity alone. The most defensible baseline is the IEA’s estimate that all data centres used about 415 TWh in 2024, equal to 1.5% of global electricity. Because the figure includes cloud software, storage, networking and conventional computing as well as AI, it must not be presented as “AI electricity.”
Data-centre electricity demand has grown approximately 12% a year since 2017, more than four times the growth rate of total electricity demand, the IEA reports. The growth rate matters because infrastructure is being added faster than the wider power system. AI servers are especially demanding: the IEA estimates that AI-server power density increased 11-fold from 2020 to 2025 and could rise another fourfold by 2027. Higher density means more electricity in a smaller floor area and usually more intensive cooling.
| Measure | Published estimate | How to interpret it |
|---|---|---|
| Global data-centre electricity, 2024 | 415 TWh; 1.5% of global electricity | IEA (2025); includes every major data-centre workload, not AI only. |
| Data-centre electricity growth since 2017 | About 12% annually | IEA (2025); a global growth rate, not a forecast for one company. |
| Data-centre electricity emissions | About 180 Mt currently; 300 Mt in the IEA Base Case and 500 Mt in its Lift-Off Case by 2035 | Scenario estimates whose outcome depends on demand, efficiency and electricity decarbonisation. |
| U.S. data-centre electricity share in 2030 | 11.8%, with a 9.5%–15.3% scenario range | Lawrence Berkeley National Laboratory (2026), based on planned equipment, device use and cooling simulations. |
These numbers describe a system rather than a single chatbot request. A query’s electricity depends on model size, response length, hardware utilisation, data-centre overhead, cooling, location and the electricity mix at the time it runs. A short request on an efficiently used accelerator can have a very different footprint from a long generation or an image, video or training workload.

What is the carbon footprint of generative AI?
Generative AI’s carbon footprint includes operational electricity and the emissions embodied in equipment, buildings, fuel supply and transmission. The electricity component is lower when genuinely additional, low-carbon generation serves the load, and higher when new demand is met by coal or gas. A renewable-energy contract does not automatically prove that a data centre caused new clean generation or that local fossil generation was displaced.
The IEA projects data-centre electricity emissions to rise from about 180 million tonnes today to 300 Mt in its Base Case by 2035, or 500 Mt in a higher-demand Lift-Off Case. Those are scenarios, not guaranteed outcomes, and they include non-AI workloads. They show why efficiency improvements alone may not offset rapid growth.
A 2025 peer-reviewed study in Nature Sustainability modeled U.S. AI-server deployment during 2024–2030. Depending on assumptions about efficiency, grid decarbonisation and siting, it estimated 24–44 million tonnes of additional annual carbon emissions. The range is wide because future hardware, utilization and power supplies are uncertain.
Accounting boundaries can change a result dramatically. An operational-only estimate may omit chip fabrication, server assembly, construction, employee travel, replacement hardware and disposal. A lifecycle estimate includes those stages but requires data that many providers do not publish. Comparisons are meaningful only when the boundary, year, geography, utilization and electricity accounting method match.
How much water do AI data centres consume?
AI data centres consume water directly for cooling and indirectly through electricity generation and chip manufacturing. The local impact depends on the cooling design, climate, source water and whether withdrawals are consumptive or returned to the watershed.

The 2025 Nature Sustainability study estimated an annual U.S. AI-server water footprint of 731–1,125 million cubic metres during 2024–2030 scenarios. This is a modeled range, not a meter reading for every facility, and it combines water associated with operations and the broader supply chain as defined by the study. It should not be converted into a universal “water per prompt” figure.
Global averages can hide local stress. A data centre may represent a small fraction of worldwide water use yet compete with households, farms or ecosystems in a drought-prone basin. Evaporative cooling can reduce electricity use while increasing on-site water consumption; air cooling can have the opposite trade-off, especially during hot weather. Developers should publish seasonal withdrawals, consumption, source and watershed conditions rather than one annual average.
Are data centres raising electricity prices?
They can, particularly where new loads arrive faster than transmission, generation and demand-management projects. The effect is regional: a small global electricity share can create severe congestion or cost pressure in a concentrated power market.
International Monetary Fund modeling found that, under constrained renewable and transmission expansion, data-centre growth could be associated with an 8.6% increase in U.S. electricity prices, a 5.5% increase in U.S. carbon emissions and a 1.2% increase in global carbon emissions. These are modeled outcomes under a specific constraint scenario, not a prediction for every utility territory.
Price exposure depends on who pays for substations, transmission upgrades, backup generation and capacity reserves. Regulators can reduce cross-subsidies by requiring large-load customers to fund the incremental infrastructure they trigger, publishing connection studies and using time-of-use or interruptible tariffs. Flexible AI training can be scheduled for periods of abundant clean power, while latency-sensitive services may require firm local capacity.

What happens to chips, servers and minerals?
Operational electricity is only one stage of AI’s footprint. Accelerators, memory, networking equipment and cooling systems require energy-intensive manufacturing, ultrapure water and minerals. Rapid hardware turnover adds extraction pressure and embodied emissions before an older server has reached the end of its useful life.

Extending server life, refurbishing components and designing for repair can avoid manufacturing impacts, but reliability, warranty, security and performance requirements still matter.
End-of-life handling determines whether valuable metals are recovered or devices become hazardous electronic waste. Procurement contracts can require component-level repair, take-back, certified recycling, material disclosure and evidence that exported equipment is processed legally. A carbon-neutral claim that counts only electricity while ignoring manufacturing and disposal is incomplete.
Can AI help fight climate change, or does it make it worse?
AI can support climate action through better forecasting, grid balancing, building controls, industrial process optimisation, materials discovery and methane or deforestation monitoring. The IEA says widespread adoption of existing AI applications could produce emissions reductions far larger than data-centre emissions, but still far smaller than what is needed to address climate change.
Those benefits are conditional. Efficiency gains can trigger rebound effects: cheaper forecasting, computation or automation may increase total activity, energy use or consumption. A model that lowers energy per task may still raise absolute emissions if organizations run many more tasks. Benefits also depend on whether an AI system changes a high-emission process at meaningful scale, rather than merely shifting emissions between accounting categories.

Climate claims should therefore identify the counterfactual: what process was replaced, over what period, with what measured energy and emissions change, and whether increased demand elsewhere erased part of the saving. Independent verification is stronger than an unqualified “AI for sustainability” label.
How should AI’s sustainability be measured?
Organizations need standardized, independently auditable reporting across the AI lifecycle. A useful disclosure set includes:
- Electricity used for training, fine-tuning, inference and data-centre overhead, reported by workload and time period.
- Location, hourly or marginal electricity emissions, renewable claims and whether clean generation is demonstrably additional.
- Cooling technology, water withdrawals and consumption, source water and local watershed stress.
- Chip and server materials, manufacturing emissions, expected service life, repair rates and replacement schedules.
- End-of-life destinations, reuse rates, recycling evidence and treatment of hazardous components.
- Methodology, uncertainty ranges, utilization assumptions and the boundary used for every published number.
There is no universal carbon footprint per query. Results vary with model, hardware, utilization, electricity mix, cooling system, geography and accounting boundary. Providers should publish ranges and the underlying assumptions instead of a single globally portable number.
What can governments and data-centre operators do now?
The most effective response combines technical efficiency with infrastructure and policy decisions. No single optimization cancels the impacts of rapid demand growth.
Site and schedule loads responsibly
- Choose locations with available transmission, low-carbon power that is additional, and water conditions that can tolerate the proposed load.
- Publish grid-connection studies and pay the incremental cost of substations, transmission and capacity reserves rather than shifting it to existing customers.
- Schedule flexible training and batch inference when the grid has lower-carbon, lower-cost capacity; preserve reliability for essential services.
Improve efficiency without shortening hardware life
- Use smaller or specialized models when they meet the task, cache repeated results and limit unnecessary context and output length.
- Raise accelerator utilization, improve software and cooling efficiency, and measure facility overhead rather than reporting server power alone.
- Design procurement for repair, refurbishment, component reuse and verified recycling, with security controls for retired storage.
Make benefits accountable
- Evaluate climate applications against a documented baseline and include rebound effects in the result.
- Separate operational reductions from avoided emissions, and disclose whether offsets or ecosystem-restoration claims are independently verified.
- Pair AI projects with broader clean-energy, transmission, demand-management and emissions policies; efficiency cannot substitute for decarbonisation.
What does a responsible AI sustainability claim look like?
A credible claim states the system boundary, geography, date, workload, electricity method, water metric and uncertainty. It distinguishes a one-time construction or hardware impact from recurring operational use, and it explains what the organization controls versus what it estimates from suppliers. Claims should be comparable across providers and auditable by an independent party.

The central decision is not whether AI is simply “good” or “bad” for the environment. It is whether a proposed deployment delivers enough social or economic value to justify its full, locally concentrated lifecycle impacts—and whether those impacts are disclosed and reduced before scale makes them harder to reverse.
Frequently Asked Questions
Why can’t companies publish one standard carbon number for every AI prompt?
A prompt can invoke different models, token lengths, hardware and cooling systems, and the same server may run at very different utilization levels. Electricity emissions also change by location and hour, while lifecycle accounting may include or exclude manufacturing and disposal. A useful disclosure therefore reports a method and range, not a universal constant.
Does buying renewable-energy certificates make an AI service carbon-free?
Certificates document an accounting attribute, but they do not by themselves show that new clean generation was built or that local fossil generation fell. Stronger claims describe additional generation, hourly matching, grid conditions and residual emissions, with independent verification.

What should a business ask an AI vendor before signing a contract?
Ask for workload-level electricity and water data, the accounting boundary, hardware life and replacement policy, data-centre locations, electricity procurement method and uncertainty ranges. Also ask how the vendor measures rebound effects and handles retired servers, rather than accepting an undated net-zero slogan.
Can moving an AI workload to a cooler region solve its environmental impact?
Relocation may reduce cooling electricity or water in one climate, but it can increase transmission needs, construction impacts or local grid pressure elsewhere. The comparison should include the destination’s marginal electricity, watershed stress, embodied infrastructure and community affordability, not temperature alone.
