Most importantly, a planned milestone is not a completed Board action, and a PCAOB rule change does not take effect unless and until the SEC approves it.
Start with the PCAOB’s live projects agenda
The Standard-Setting, Research, Rulemaking, and Related Activities page is the best starting point for seeing what the PCAOB is considering. It lists active projects, descriptions, anticipated next steps, staff guidance, and supporting work. The PCAOB says the Office of the Chief Auditor will generally update the page at least quarterly; “generally” is not a guarantee of a fixed publication date. The PCAOB also says the agendas are dynamic and may change in response to oversight results, stakeholder input, audit issues, and other circumstances.
For each project relevant to your practice, note its category, the current description, and the next step and timeframe stated on the page. Keep staff work and plans distinct from formal Board actions. The PCAOB says the project descriptions are prepared by Office of the Chief Auditor staff and are not statements of the PCAOB; they do not necessarily reflect the views of the Board, individual Board members, or other staff. Attribute those descriptions to the page or its staff rather than treating them as official Board positions.
Use a docket to follow formal rulemaking
When a formal rulemaking has a docket number, use the PCAOB’s Rulemaking Docket as the central record. The docket number brings together PCAOB releases, comment letters, SEC filings, and other materials. The index includes dockets whether or not they are open for comment, so check the docket’s status rather than assuming that a listed docket is accepting submissions.

Read the proposal and relevant comment materials, then follow the linked SEC action. Board adoption is not the final step: PCAOB rules do not take effect unless and until the SEC approves them. Verify that approval before describing a change as approved or effective.
Distinguish research from a proposed requirement
Research and issue monitoring can come before standard setting. The PCAOB may use research to assess whether a change is needed and consider alternative responses. Possible outcomes include adding a standard-setting project, changing the scope of an existing project, issuing staff guidance, taking another regulatory approach, or continuing research and outreach. A research item is exploratory; its appearance on the agenda does not mean the PCAOB has proposed or adopted a new requirement.
Rank #2
If the PCAOB moves toward a standard change, it says it solicits public comment before adoption and conducts economic analysis. Track the project’s stated stage and any available docket materials, and do not treat an anticipated next step as a completed Board action.
Check updates and public consultation records
The projects page includes a “Sign up to follow project updates” link. It can supplement your regular agenda and docket checks, but the page does not establish an exact email frequency or guarantee that every docket event will trigger an alert.

For agenda development, the PCAOB’s 2026 public consultation page marks the comment period closed and lists submissions. The PCAOB’s June 23, 2026 announcement said comments would be accepted through August 7, 2026. Check the consultation page for the current status and record rather than relying on an old comment deadline.
A repeatable monitoring routine
-
Bookmark the live projects agenda and review it at least quarterly, checking sooner when a relevant PCAOB announcement or release appears.
-
For each relevant item, record its category—such as research, standard setting, rulemaking, guidance, or supporting activity—along with its current wording and stated next step. Label the source and distinguish staff plans from completed Board actions.
-
When a formal rulemaking appears, note its docket number and use the docket to follow releases, comments, and SEC filings.

Before relying on a proposed milestone or describing a rule’s status, reopen the current agenda and docket and verify the relevant SEC action. The agenda is dynamic, and anticipated dates are not guarantees.
-
Use the project-update signup as an additional source of notices, not as a replacement for checking the agenda and the specific docket.
Current examples: check the stage, not just the date
As of October 3, 2026, the PCAOB agenda listed these anticipated next steps. These are plans shown on the agenda, not guarantees that the Board will act on schedule.
| Project | Type or status shown | Anticipated next step |
|---|---|---|
| Negative Assurance related to Comfort Letter Engagements | Rulemaking project | Staff developing a proposal for Board consideration in Q4 2026 |
| Auditor Independence | Rulemaking project | Proposal planned for Board consideration in Q1 2027 |
| Permanent Broker-Dealer Inspection Program | Rulemaking project | Proposal planned for Board consideration in Q4 2026 |
| Digital Assets | Research project | Exploratory; the agenda describes possible outcomes for research projects rather than a guaranteed rule proposal |
| Accumulating Identified Misstatements | Research project | Exploratory; the agenda describes possible outcomes for research projects rather than a guaranteed rule proposal |
For research projects, the PCAOB says scope and duration can vary. A project may lead to standard setting, a change in another project’s scope, staff guidance, another regulatory response, or continued research and outreach. Compare projects by type and stage, stated milestone and timeframe, availability of public comments or a docket, and whether Board action and SEC approval have occurred. A tentative research question and an adopted rule are not equivalent stages.
The agenda says it reflects feedback received through 2026 requests for public comment. For context, Chairman Demetrios (Jim) Logothetis said in the June 23, 2026 announcement: “As we continue to advance our standard-setting and research activities, our agendas must evolve with the audit and financial reporting ecosystem.”
