ASML export restrictions do not add a fixed fee to a graphics card or smartphone. They regulate whether specified chipmaking equipment can be shipped, serviced, or upgraded at particular destinations. The main effect is upstream: restricted fabs, especially in China, may have less access to the tools needed to build and improve leading-edge capacity.
That can make future supplies of advanced logic tighter, but retail prices still depend on AI demand, foundry allocation, advanced packaging, high-bandwidth memory (HBM), inventories, tariffs, competition, and handset demand. No primary source establishes a defensible percentage increase in worldwide GPU, smartphone, or chip prices caused solely by these controls.
What ASML export restrictions actually control
ASML manufactures lithography systems and related technology used to print circuit patterns on silicon wafers. Export-control rules determine whether a specific system, software package, spare part, service visit, or upgrade may go to a particular customer or facility. A license requirement is not automatically a denial: the Dutch government explicitly says the measures control exports rather than prohibit every export.

Licensing is destination- and item-specific
A shipment can require authorization because of the machine model, the destination country, the end user, the fab location, or the accompanying software and service. A license may be granted, delayed, limited, or refused. Consequently, “ASML restrictions” should not be read as a blanket ban on all chip equipment or all Chinese chip exports.

Which equipment is covered
| Equipment or capability | What the rules mean | Why it matters for chips |
|---|---|---|
| Extreme ultraviolet (EUV) lithography | EUV systems were already subject to Dutch licensing before the September 2024 expansion. | EUV is used for the most demanding leading-edge layers, so losing access can limit the ability to start or expand the newest process generations. |
| Advanced deep ultraviolet (DUV) immersion | From September 7, 2024, the Netherlands added authorization requirements for more advanced semiconductor-manufacturing equipment. ASML said licensing for TWINSCAN NXT:1970i and NXT:1980i moved to the Dutch government; NXT:2000i and later DUV systems were already licensed. | DUV remains important for many critical layers, mature nodes, and some advanced-node production. Restrictions can affect both new capacity and process upgrades. |
| Metrology and inspection | The United States’ December 2024 rule added controls covering metrology, software, and additional mainly Chinese fab locations. | Measurement and inspection determine whether a fab can hold tight process tolerances and yield. A lithography tool without the supporting control stack may not deliver its intended output. |
| Software, service and upgrades | Rules can cover the software and support needed to operate, maintain, or improve controlled tools, not just the initial machine shipment. | Limits may appear as slower installation, fewer upgrades, reduced uptime, or delayed yield improvement rather than an immediate loss of every wafer. |
In November 2025, the European Union incorporated certain Dutch national controls into the EU Control List. That extended licensing for specified equipment across EU member states, while national and United States rules continued to apply within their own jurisdictions.
Timeline: Dutch, US and EU controls
| Date | Measure | Practical significance |
|---|---|---|
| September 6–7, 2024 | The Netherlands announced and then implemented an expanded national measure covering additional advanced semiconductor-manufacturing equipment, including specified DUV lithography. | More DUV systems required Dutch authorization before shipment or other controlled activity. |
| December 2024 | A United States rule added metrology, software, and additional mainly Chinese fab locations to its semiconductor controls. | The controlled production ecosystem became broader than lithography alone. |
| November 2025 | The EU incorporated certain Dutch national controls into the EU Control List. | Specified equipment faced licensing requirements across EU member states, not only under a Dutch national measure. |
| 2025 company outlook | ASML said the expected effect of the 2024 US rule remained within its €30–35 billion 2025 sales outlook, with China business around 20% of total 2025 sales. | This is an ASML revenue outlook, not a forecast for GPU or smartphone prices. |
These dates describe regulatory scope, not guaranteed shipment denials. Customers can still receive approvals, and the commercial effect depends on which facility, model, and service activity is involved.
How a tool restriction can reach a GPU or phone
- A license requirement is attached to a tool or activity. The equipment maker and customer must obtain authorization for shipment, installation, servicing, software, or an upgrade at the specified destination.
- A fab’s expansion or process plan is delayed or changed. Without the planned tool, a facility may install fewer wafers per month, reach target yields later, or use an older process for longer.
- Foundry allocation becomes tighter. GPU designers and smartphone-processor developers compete for the available advanced-node wafer starts. A delay in one region can shift orders to other fabs, where capacity, packaging, or scheduling may already be constrained.
- Other components can become the binding constraint. A chip may be available while advanced packaging, HBM, substrates, testing, or a particular handset allocation is not. The final product reflects the tightest link, not simply the availability of lithography machines.
- Manufacturers pass through or absorb the change. A device maker may raise a price, reduce a configuration, delay a launch, accept lower margin, or switch suppliers. Competition and inventory determine which response reaches consumers.
The Dutch government has cautioned that exact global effects are difficult to estimate because chips are pervasive and supply chains are internationally intertwined. A restricted fab can therefore affect capacity indirectly, while another fab, inventory release, or weaker demand can offset the impact.

EUV: highest leverage, concentrated use
EUV handles the most demanding leading-edge patterning and is deployed by a relatively small number of advanced fabs. A restriction that prevents a new EUV installation can remove an entire planned tranche of future leading-edge capacity. The effect is substantial if no alternative site can absorb the wafers, but it is not an instant reduction in every GPU shipment: existing tools can continue running, and production can sometimes be rebalanced.
Advanced DUV: broad production relevance
DUV immersion systems serve advanced layers as well as many mature and specialty processes. Restricting models such as the NXT:1970i and NXT:1980i can therefore influence a wider mix of products. The impact may be slower than an EUV shortfall because manufacturers can sometimes use multiple patterning, older tools, or different process flows, although those workarounds can increase cost, cycle time, and wafer consumption.

Metrology, inspection and software: yield and uptime effects
Metrology and inspection tools do not print the pattern, but they measure overlay, dimensions, defects, and other process variables. Software and service support affect calibration, diagnostics, and upgrades. If these inputs are unavailable, a fab may operate below its nominal throughput or yield. That creates fewer good dies per wafer and raises the effective cost of each usable chip even when the lithography machine itself is present.
Immediate shipments versus long-term capacity
| Time horizon | What can happen | What consumers are likely to notice |
|---|---|---|
| Days to months | License processing, shipment holds, service scheduling, or a delayed installation. | Usually no automatic retail-price change. A product launch or a particular allocation could be delayed if inventory is thin. |
| Several quarters | A fab misses planned tool additions, upgrades, or yield targets; suppliers redirect orders. | Higher component quotes, longer lead times, fewer premium configurations, or tighter allocations are possible. |
| Multiple years | Regional capacity grows more slowly, process road maps diverge, and firms build duplicate capacity elsewhere. | Greater volatility and potentially higher structural costs, balanced against new capacity, competition, and technology substitutions. |
This distinction is essential. Export controls primarily alter the timing, location, and composition of future capacity. They do not set a universal retail surcharge that applies to every GPU or smartphone immediately after a rule takes effect.
What determines GPU prices after a restriction
A graphics processor’s price is formed by several layers of supply and demand:
- Wafer capacity and allocation: The foundry decides how many wafers a customer receives and on which process. A constrained advanced node can raise the value of each slot.
- Die size and yield: Larger dies and immature processes produce fewer good chips per wafer, magnifying the effect of any capacity shortfall.
- Advanced packaging: High-performance GPUs may need specialized interposers, substrates, or integration steps that have their own capacity limits.
- HBM and other memory: AI accelerators can be constrained by HBM supply even when compute dies are available. ASML reported strong AI-server demand and a strong pricing environment for both Logic and DRAM in 2025.
- Inventory and channel behavior: Existing stock can absorb a temporary disruption; low inventory can turn a modest delay into a visible price spike.
- Competition and product mix: Rival products, refurbished stock, and manufacturers’ decisions about premium and entry models influence street prices.
- Tariffs, currency and distribution: These can move the price paid in a particular country independently of equipment-export rules.
As a result, a GPU can become more expensive during a period when export restrictions are unchanged, simply because AI demand exceeds supply. Conversely, a restricted destination may experience lower output without a global price increase if other regions add capacity or demand cools.
What determines smartphone prices
Smartphone processors use a range of process generations. Flagship application processors are more exposed to leading-edge foundry capacity, while many connectivity, power-management, display-driver, sensor, and embedded chips use mature nodes. A restriction affecting an advanced fab therefore does not hit every component equally.

Flagship phones
A delayed advanced-node ramp can reduce the number of premium processors available for a launch. The manufacturer may postpone the model, limit initial regions, change memory configurations, or pay more for alternative capacity. Packaging and memory availability can matter as much as wafer supply.
Mid-range and entry phones
These devices often rely more heavily on mature-node components. They can still be affected if suppliers divert capacity toward higher-margin products or if a restricted fab provides a shared component, but the direct exposure to EUV is generally lower.
Why a phone price increase cannot be attributed to ASML alone
Handset prices also reflect display panels, camera modules, batteries, shipping, exchange rates, local taxes, marketing, and carrier subsidies. A price change observed at retail does not identify which upstream input caused it. Without a bill-of-materials analysis and supply-chain evidence, assigning a percentage specifically to export controls would be misleading.

ASML’s 2025 annual-report strategic section states that almost one trillion chips were shipped worldwide in 2024, supporting a semiconductor industry valued at $631 billion. The same section reports semiconductor-market growth of more than 20% in 2025, while PC and smartphone demand rose by single digits. Those figures describe a large, expanding market in which modest capacity changes can matter, but they do not isolate the effect of export rules.
ASML also reported that generative-AI demand drove strong GPU and HBM demand in 2025. In its first-quarter 2026 results, ASML President and CEO Christophe Fouquet said: “The semiconductor industry’s growth outlook continues to solidify, driven by ongoing AI-related infrastructure investments. Demand for chips is outpacing supply.” That statement points to a broad demand-supply imbalance alongside export-control risks.

“I’ve made this decision for reasons of security. We see that technological advances have given rise to increased security risks associated with the export of this specific manufacturing equipment, especially in the current geopolitical context.” — Reinette Klever, Dutch Minister for Foreign Trade and Development, September 6, 2024
The regulatory rationale is security-related, while the commercial outcome is conditional. A control can increase the probability of a capacity shortfall without being the sole reason a product is scarce or expensive.
Will these controls create a global chip shortage?
They can contribute to shortages in particular technologies, regions, or time periods, but a worldwide shortage of every type of chip is not an automatic result.
Conditions that could tighten supply
- Several controlled fabs miss expansion targets simultaneously.
- Alternative foundries lack spare leading-edge wafer, packaging, or HBM capacity.
- AI-server demand continues to outpace supply while PC and handset demand recover.
- Inventory is low when a delayed installation or service event occurs.
Conditions that could limit the global effect
- Existing tools keep operating and inventories cover the transition.
- Production shifts to facilities outside the restricted destination.
- New capacity comes online elsewhere, even at a higher cost.
- Demand weakens or customers redesign products for available process nodes.
The most plausible outcome is uneven pressure: advanced logic, AI accelerators, HBM, and specialized packaging may remain tight while mature-node or non-AI products are adequately supplied. Geography matters too; a capacity problem concentrated in China is not identical to a shortage in the worldwide consumer market.
How to interpret a GPU or phone price change
- Check the date and region. Compare the same product, currency, tax treatment, and retail channel before drawing a conclusion.
- Separate launch pricing from street pricing. Manufacturer list prices, distributor quotes, and scalper or secondary-market prices respond differently to inventory.
- Look for the constrained component. Reports of HBM, packaging, substrate, display, or foundry shortages may explain the change better than lithography controls.
- Check whether the affected fab and process are relevant. A license affecting a particular DUV system at a Chinese facility does not imply that every global processor is affected.
- Require attribution evidence. A credible percentage must identify the fab, tool, lost capacity, substitution cost, and pass-through to the finished product. No cited primary source currently provides such a percentage for global GPU, smartphone, or chip prices caused solely by ASML restrictions.
Bottom line for buyers and investors
ASML export restrictions are best understood as a capacity and timing risk. They can slow the addition or improvement of advanced semiconductor production, particularly in China, and that may tighten supply for future GPUs and flagship phone processors. They do not directly set retail prices, do not ban every Chinese chip export, and do not prove that a specific product became a certain percentage more expensive. Current pricing pressure reflects the interaction of controlled equipment access with AI demand, foundry allocation, HBM, packaging, inventories, competition, and broader economic conditions.
