Airlines reroute flights around conflict zones by combining official airspace restrictions and notices with aviation advisories and their own assessment of current threats. There is no single public list of routes considered safe: information can be incomplete or change quickly, and an airline’s decision depends on the flight, route, and conditions at the time.
How do airlines reroute flights around conflict zones?
Routing decisions draw on several kinds of information rather than a single alert. A simplified sequence helps explain the process, but it is not a universal checklist followed identically by every carrier.
- Check State information. Operators review airspace restrictions, NOTAMs and other notices issued by States. The Federal Aviation Administration warns that some States experiencing conflict may not provide adequate safety and security information or take necessary steps to restrict or close airspace. - Consider aviation advisories. EASA’s EU Conflict Zone Alerting System brings together available information and intelligence to support timely recommendations for operators. EASA says its public webpage is general information, not the sole source, and should be used alongside information issued by States. EASA: Information on Conflict Zones.
- Assess the specific flight. Airlines evaluate relevant threat information for their operation and proposed routing. ICAO material describes airline risk assessment as central to flight planning and calls for gathering information from multiple sources, potentially including government and military services. - Choose or change the route. If airspace is restricted or the airline judges the exposure unacceptable, it can route around the affected area. The available alternatives depend on the origin and destination, the airspace available at that time, and the current situation.
- Reassess when information changes. Conflict conditions, restrictions and advisories can be revised. ICAO guidance also addresses reassessing airspace after conflict. A dated advisory describes a particular period and scope, not a permanent condition.
What do conflict-zone advisories tell passengers?
EASA distinguishes Conflict Zone Information Bulletins (CZIBs) for airspace identified as high risk from Information Notes for medium-risk airspace. Its register lists advisories with issue, revision and expiry dates. Each item applies to specified airspace and may specify altitudes; an entry concerning a country or region does not automatically mean all flights avoid that country’s entire airspace. EASA says its alerting system has operated since early 2016 and publishes recommendations for operators using available intelligence and risk-assessment capabilities. Those recommendations complement, rather than replace, State information and an airline’s own operational assessment. Public advisories therefore offer useful context, but they do not reveal every source an airline considered or establish the precise route a particular flight will take.

Why might two flights take different routes?
There is no reason to expect every carrier—or even every flight by one carrier—to make the same routing choice. Relevant factors include whether airspace is formally restricted, the affected geographic area and altitude, the date and credibility of threat information, and the operational alternatives available for that particular journey. ICAO’s 2023 guidance addresses deliberate and unintentional impacts, missile threats, airspace closures, post-conflict reassessment and harmonized risk communication. A reroute does not by itself prove that the original route would have been unsafe. It shows that the operator selected a different option based on its assessment and the information available; outsiders generally cannot infer the airline’s full reasoning from a route map alone.

What does a reroute mean for passengers?
Conflict-zone rerouting can add operational complexity, as IATA notes in its 2025 Safety Report, released 9 March 2026. IATA: 2025 Safety Report. The actual effect depends on the route and circumstances. The sources cited here establish no general average for extra flight time, distance, fuel use, or cost, so a reroute should not be assumed to cause a particular delay or fare change.
The airline’s operational safety decision and a passenger’s remedies for a delay, cancellation or rerouting are separate questions. On 15 June 2026, the Council of the EU reported an agreement with Parliament on stronger passenger rights, including rerouting provisions. That announcement alone does not establish whether the measure has since been adopted, entered into force, or applies to a specific journey. Why a formal closure is not the only factor
A closure or restriction is an important routing signal, but its absence is not proof that a route presents no risk. The FAA says not all States experiencing conflict provide adequate safety and security information or take necessary precautionary measures to restrict or close airspace. Airlines may therefore consider advisories and other information in addition to formal restrictions. The reverse is also true: a public advisory does not necessarily mean an entire country’s airspace is closed or that every airline will choose the same route.
ICAO’s guidance on flights over or near conflict zones was first issued in 2017 following work after the 2014 downing of flight MH17, according to ICAO’s 23 October 2023 announcement. Its later guidance reflects the need to account for changing threats and to reassess conditions rather than treat a route decision as permanent. ICAO: Updated conflict-zone guidance announcement.
