Airlines handle an onboard security concern in stages: crew coordinate an immediate safety response, the airline may review the incident afterward, and some events may also enter a regulator or national security reporting process. Which steps apply depends on what happened and the jurisdiction. A passenger’s complaint does not automatically become an FAA or ICAO report.
What happens first when someone reports a concern onboard?
Flight attendants and pilots communicate and coordinate while the aircraft is in flight. FAA Advisory Circular 120-48A, issued January 27, 2020, provides guidance for flight and cabin crews on communication during unusual and emergency situations, including cabin procedures, training, and safety management. It supports the importance of crew coordination, but it does not set out one universal sequence for every airline or a passenger-facing reporting workflow. FAA Advisory Circular 120-48A
For a passenger, the practical priority is to alert a crew member rather than confront a person or assume that sending a message to the airline will produce an immediate onboard response. The crew determine what action is appropriate to the circumstances; the public guidance does not establish a single procedure that applies to every type of concern.
What may the airline do after the flight?
An airline or other operator may investigate a cabin incident internally. ICAO’s cabin-safety investigation material describes operator-level investigations that can include unruly-passenger incidents and in-flight medical emergencies. Such reviews can help an operator understand what happened and draw lessons, but ICAO’s material does not establish a standard passenger complaint form, a required response time, or a guaranteed follow-up to the person who reported it. If you want the airline to consider a report after landing, use the carrier’s own customer-service or safety-reporting channel and include concrete details you can provide, such as the flight, date, approximate time, location in the cabin, and what you observed. These are practical details, not a universal ICAO or FAA filing requirement. Whether the airline responds or shares the result depends on its policies and the circumstances.
When does an incident go to an aviation authority?
External reporting is not one universal step for every passenger complaint. ICAO describes national civil aviation security programmes as defining practical, timely processes for reporting information about acts of unlawful interference and preparatory acts by entities responsible for implementing those programmes. ICAO also says Member States are required to report unlawful-interference incidents to ICAO as soon as possible after resolution, including pertinent information on every unlawful or attempted seizure of an aircraft or aviation facility. How U.S. unruly-passenger cases are handled
In the United States, the FAA investigates unruly-passenger incidents that airline crews report. The FAA says its database includes only incidents reported to the agency and that crew reporting is discretionary. The FAA states that it can propose a civil penalty of up to $43,658 per violation; one incident can result in multiple fines. That is the agency’s stated maximum, not a typical or automatic penalty. The FAA has civil enforcement authority rather than criminal prosecutorial authority, and it may refer a case for criminal proceedings when warranted. Check the FAA’s live page for the current maximum because it can change.

A hazardous-material event or discovery of undeclared dangerous goods is not simply another unruly-passenger complaint. In the United States, FAA guidance describes separate reporting rules: specified hazardous-material incidents require notice to the National Response Center as soon as practical and no later than 12 hours, while air carriers have a separate requirement to report undeclared dangerous goods found in passenger baggage as soon as practicable.
