AI safety standards are governance and assurance structures, not a single test that certifies a model as safe. They help an organization identify, assess, reduce, document and monitor risks across an AI system’s lifecycle. Red-team testing is one part of that system: trained testers deliberately probe a model or application for harmful behaviour, safeguard bypasses and security weaknesses, then feed reproducible evidence into remediation, release and monitoring decisions.

What AI safety standards actually do

An AI system can fail in several places: the trained model may generate dangerous content, an application may expose sensitive data, a connected tool may take an unsafe action, or an organization may deploy the system for a use case it did not assess. Safety standards and frameworks provide a repeatable way to govern all of those risks.

A typical program covers five activities:

  • Identify: define the system, users, intended uses, foreseeable misuse, affected people and applicable obligations.
  • Assess: analyze threats, capabilities, harms, likelihood, severity and uncertainty using testing and other evidence.
  • Mitigate: change the model, prompts, filters, permissions, interface, data, operating procedures or deployment boundary.
  • Document: preserve decisions, test conditions, limitations, residual risk, approvals and incidents.
  • Monitor: watch production behaviour, new attack paths, user reports, model changes and whether controls continue to work.

These controls apply to a lifecycle rather than only to a pre-release model. A chatbot, a medical decision-support application and an autonomous tool-using agent can require different evidence even when they use the same underlying model.

The main frameworks and rules, compared

“AI safety standard” can refer to a voluntary framework, a management-system standard, technical guidance or binding law. Those categories have different force and different evidence requirements.

Approach Legal force Primary scope Lifecycle emphasis What it gives an organization
NIST AI Risk Management Framework (AI RMF) 1.0 Voluntary framework; not a law or certification test Organizations that design, develop, deploy or use AI Governance and continuous risk management Risk-management outcomes and a common vocabulary for governing, mapping, measuring and managing risk
NIST Generative AI Profile (AI 600-1), July 26, 2024 Voluntary guidance that adapts the RMF Generative-AI models and systems Generative-AI development, deployment and operation Practical risk considerations and testing, evaluation, verification and validation material for generative AI
EU AI Act Binding European Union regulation; duties depend on classification and use Providers, deployers and other actors placing or using covered AI systems in the EU market or affecting people in the EU Obligations vary by risk category, with additional controls for high-risk systems Legal duties such as risk management, technical documentation, record keeping, transparency and post-market obligations where applicable
ISO/IEC AWI TS 42119-7 Approved work item still under development; not a finalized universal standard Technology-agnostic AI red-teaming practice Planning, execution, reporting and lifecycle integration Proposed terminology and a structure for identifying risks and attack vectors and conducting red-team exercises
UK AI Safety Institute guidance Guidance, not a single legal deployment gate Frontier and high-capability models Testing at multiple checkpoints during and after training and deployment Advice on expert red teams, systematic evaluations, external independence and evaluation science

The NIST AI RMF is therefore not equivalent to the EU AI Act. The RMF helps an organization organize risk work; the Act can impose enforceable duties when its jurisdictional and risk-classification conditions apply. ISO/IEC AWI TS 42119-7 is intended to improve consistency in red-teaming, but its work-item status means organizations should not present it as a completed certification route.

EU implementation details and Commission guidance continue to evolve. The Commission’s practical guidance on high-risk classification is draft guidance and is non-binding in that form, so a compliance decision should use the current legal text and dates rather than an old summary.

What AI red-team testing is

NIST describes AI red-teaming as controlled exercises, often conducted with developers, to identify adverse behaviour or outcomes, understand how they occur and stress-test safeguards. The UK AI Safety Institute describes it as deploying a wide range of domain experts to interact with a model, test its capabilities and try to break its safeguards.

In practice, a red team acts like an authorized adversary. It creates realistic, sometimes multi-step interactions instead of checking only a fixed benchmark. Depending on the system, testers may attempt to:

  • evoke dangerous, illegal, discriminatory or self-harm-related outputs;
  • circumvent refusal rules with role-play, indirect instructions, translation, encoding, multi-turn escalation or prompt injection;
  • extract system prompts, secrets, training-data fragments or other users’ information;
  • make a tool-using agent take an unauthorized action, follow malicious retrieved content or exceed a permission boundary;
  • produce unreliable advice in a high-impact domain, including confident fabrication or omission of a crucial warning;
  • trigger denial-of-service, resource exhaustion or other security failures; and
  • expose harms that arise only in a particular language, culture, user group, workflow or deployment environment.

Red-teaming is not the same as ordinary quality assurance. Quality assurance checks whether specified functions work. A red team actively searches for ways the system can behave outside its intended safety envelope.

How to run a defensible red-team exercise

A useful exercise produces evidence another team can reproduce and act on. The following sequence works for a model, an application or an agent, with the scope adjusted to the system under test.

  1. Define authority and boundaries. Name the owner, written permission, systems and accounts in scope, prohibited actions, data-handling rules, emergency contacts and the stopping conditions. Do not test third-party services or real people without authorization.
  2. Describe the system under test. Record the model and version, application build, system prompts, retrieval sources, tools, permissions, filters, rate limits, interfaces, regions and relevant configuration. A finding against one version cannot automatically be assigned to another.
  3. State intended use and threat model. List legitimate users and workflows, foreseeable misuse, threat actors, assets, vulnerable groups and possible harms. Include both malicious attacks and ordinary users making predictable mistakes.
  4. Choose harm and capability categories. Map categories to the context: privacy, cybersecurity, physical safety, financial loss, discrimination, misinformation, self-harm, illegal assistance, child safety, reliability and loss of human control are examples. Define what would count as a finding before testing starts.
  5. Assemble the team. Combine people who understand model behaviour and security with domain experts who understand the consequences of failure. NIST notes that output quality is related to team expertise and recommends domain knowledge, interdisciplinary representation and contextual awareness. For high-impact systems, use independent external evaluators where feasible so commercial or schedule incentives do not minimize findings.
  6. Design realistic attack paths. Use a mix of scripted cases, exploratory probing and multi-turn scenarios. Vary language, user role, context, access level, input format, retrieved documents, tool responses and conversation history. Keep a control set of normal tasks so safety changes can be checked against usefulness.
  7. Capture complete evidence. Save exact prompts and messages, model outputs, tool calls, system state, timestamps, model and application versions, tester identity or role, temperature or other relevant settings, and whether the result reproduced. Redact personal or secret data before wider circulation.
  8. Assess severity and reproducibility. Describe the harmed party, plausible impact, exploit prerequisites, scale, ease of exploitation, confidence and whether the result occurred once or repeatedly. Separate a model capability from an application control failure; the remediation may be different.
  9. Remediate and retest. Apply the narrowest effective control first, such as changing permissions, adding confirmation, improving retrieval isolation, adjusting a policy, retraining, changing a model, or removing a use case. Re-run the original case and nearby variants, then test for regressions in legitimate tasks.
  10. Close the loop. Put accepted findings and residual risk in the risk register. Link owners and deadlines to release decisions, monitoring thresholds, incident-response procedures and user communications. A red-team report that is not connected to those processes is only a collection of observations.

What a red-team finding should contain

Reports are more useful when every finding answers the same questions. A practical record includes:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the system, version, environment and access level;
  • the threat actor, affected user or asset and harm category;
  • the exact input sequence and relevant retrieved content or tool state;
  • the observed output or action, including whether a safeguard was bypassed;
  • reproduction rate, number of attempts and stopping rule;
  • severity, impact, exploitability and confidence ratings, with definitions;
  • the likely control point, owner and proposed remediation;
  • evidence that the fix was retested, including regressions or remaining variants; and
  • the residual-risk decision, approver and monitoring signal.

Keep a distinction between an observed failure and a hypothetical concern. A plausible attack path that did not succeed can still inform threat modeling, but it should not be reported as an exploited vulnerability.

Why expertise and independence change the result

There is no single universal red-team skill set. A security specialist may find prompt injection or credential leakage while missing a subtle clinical, legal or cultural harm. A domain expert may recognize dangerous advice that a general tester treats as harmless. Diverse language and cultural knowledge can reveal failures hidden by an English-only test set.

The UK AI Safety Institute has described work involving a team of two dozen researchers and partnerships with 22 organizations. That model illustrates two useful principles: use enough specialist coverage for the system’s risk profile, and collaborate beyond the developer when outside expertise can expose blind spots.

Independence does not require every test to be outsourced. Internal teams are valuable for rapid iteration and access to implementation details. Independent review becomes especially important for high-impact systems, major release decisions and situations where the team that built a control would be judging its success.

What red-teaming cannot prove

A red-team exercise samples plausible attack paths. It cannot exhaustively measure every capability, failure mode or social impact. A “clean” result means only that the tested scenarios did not produce a finding under the recorded conditions.

Results are sensitive to:

  • tester expertise, diversity and incentives;
  • model and application version, system prompts and connected tools;
  • test data, languages, user accounts, environment and rate limits;
  • which harms were selected and how success was defined; and
  • the number of attempts, time available and stopping rules.

For that reason, NIST recommends combining red-teaming with impact assessments, threat modeling, systematic evaluation, measurement and post-deployment monitoring. Evaluations can quantify a defined capability or failure rate; red-teaming can discover unexpected attack paths; neither alone establishes universal safety. The UK AI Safety Institute likewise notes that evaluations improve understanding but do not automatically constitute a pass/fail deployment test or mandate deployment conditions.

Model tests are only one layer of AI assurance

Testing the base model does not test the whole product. Assurance should be layered:

Layer Questions to answer Typical evidence
Model What capabilities, biases, unsafe behaviours and reliability limits does this version show? Benchmarks, adversarial tests, red-team transcripts and versioned evaluation results
Application Can the interface, workflow or business logic create a new harm? Access-control tests, abuse cases, UX review, logging and failure handling
Tools and agents Can generated instructions cause an external action, data change or privilege escalation? Permission tests, sandboxing, confirmation gates, tool-call traces and rollback drills
Data and retrieval Can the system expose, poison or misuse sensitive or untrusted information? Data-provenance checks, privacy tests, retrieval-isolation tests and retention controls
Organization Who approves use, responds to incidents, audits controls and accepts residual risk? Policies, training, risk register, incident playbooks, review records and monitoring

When testing should happen

Run evaluations at multiple checkpoints rather than only before launch. Useful checkpoints include model selection, post-training, safety-filter changes, retrieval or tool integration, major prompt or policy changes, staged rollout, production monitoring and incident follow-up. Frontier-AI guidance from the UK recommends testing during and after training and deployment and supporting independent evaluation.

Retest after any change that can alter behaviour, including a model upgrade, system-prompt edit, new data source, permission change, language expansion or altered rate limit. Preserve the old result so a passing new test cannot erase evidence of a regression.

A practical release decision

Do not reduce release approval to “the red team found nothing.” A stronger decision record states:

  • which system and use cases were evaluated;
  • which harms and attack paths were covered and which were out of scope;
  • what evidence supports the decision, including systematic metrics and red-team findings;
  • which findings were fixed, accepted, deferred or mitigated through deployment restrictions;
  • what residual risk remains and who accepted it;
  • what monitoring, user reporting and incident triggers will operate after launch; and
  • what event requires a pause, rollback or fresh evaluation.

This approach makes uncertainty explicit. It also prevents a successful exercise in one environment from being misrepresented as a guarantee for every user, language, integration or future model version.

Using only friendly prompts or a single benchmark

Include adaptive, multi-turn and context-specific attacks, plus ordinary user workflows. Record unsuccessful attempts as useful threat-model evidence without labeling them as realized failures.

Letting developers grade their own work without challenge

Retain internal testing for speed, but add domain experts and independent review when impact, complexity or incentives justify it.

Testing the model but not the product

Exercise retrieval, permissions, tools, logs, user interface, escalation and incident handling. A safe answer can still lead to an unsafe action if the surrounding application grants excessive authority.

Stopping at launch

Monitor real-world reports and drift, rerun key tests after changes and connect findings to rollback and incident procedures. Safety is a continuing assurance activity, not a one-time demonstration.

Key takeaways

  • AI safety standards organize governance, assurance and monitoring across an AI lifecycle; they are not one universal safety test.
  • NIST AI RMF 1.0 and its 2024 Generative AI Profile are voluntary frameworks, while the EU AI Act is binding, risk-based regulation.
  • Red-teaming deliberately probes harmful behaviour, safeguard bypasses and security weaknesses under controlled, authorized conditions.
  • Expert, diverse and, where appropriate, independent testers improve coverage of context-specific failures.
  • Red-team evidence must be combined with threat modeling, impact assessment, systematic evaluation, measurement and post-deployment monitoring.
  • ISO/IEC AWI TS 42119-7 remains under development, so no finalized, universally accepted AI red-team standard exists yet.
