Active archives let organizations keep data searchable and retrievable while placing each dataset on an appropriate storage tier. That matters as AI increases both the volume of retained data and the number of older datasets brought back for training, inference, retrieval-augmented generation (RAG), compliance or research. Fast storage can serve frequently used data; lower-activity material can move to disk, tape or cloud archive tiers without becoming invisible to applications.

The design is not automatically cheaper or greener. Retrieval latency, orchestration, security, compatibility, migration behavior and full lifecycle costs determine whether a tiered archive meets an AI workload’s needs.

Why AI is making archives more important

AI systems depend on large collections of training examples, checkpoints, logs, embeddings, source documents and synthetic data. Some remain continuously active, while others may sit untouched for months before a new model, audit or research project needs them.

Examples of potentially cold AI data include older historical training data, preliminary or rejected datasets, synthetic test data and long-term legal or compliance records. These categories are not automatic placement rules: retention obligations, access frequency, business value and the possibility of reactivation must be evaluated for each dataset.

Western Digital’s September 9, 2026 release, summarizing a WD-sponsored IDC survey of 763 IT and business decision-makers in seven countries, reported that 94.7% had stored more data because of AI or generative AI during the preceding 12 months. The same survey reported that 75.9% were bringing more archived cold-tier data online for AI and that 96% expected a need for faster archive retrieval for inference and RAG. Those are survey findings within the stated sample, not measurements of every organization.

What an active archive is

An active archive combines a data-management layer with multiple storage tiers. Metadata, namespaces and policy rules keep files, blocks or objects discoverable even when the underlying media changes. Software can move data according to user-defined conditions such as age, access frequency, project, performance requirement or business value.

Flash, SSD and higher-performance disk can serve frequently accessed datasets. Less active data can move to dense disk, tape libraries or cloud archive tiers. When a dataset becomes relevant again, orchestration software can return it to a faster tier or present it through the same namespace, depending on the implementation.

How tiering reduces unnecessary high-performance storage

Policy-driven placement

A policy might keep a model’s current training set on fast storage while moving completed experiment runs to a capacity tier after a defined period. A compliance copy could receive immutability and retention controls even if it is rarely read. The policy should also include an explicit reactivation path so that a “cold” dataset can be promoted when a new training or RAG workload needs it.

A single data view, multiple media

Users and applications benefit when cataloging and namespace services expose data consistently across media. The underlying archive may include flash, disk, tape, optical media, cloud object storage or emerging technologies. These media are not interchangeable: their retrieval times, interfaces, operational procedures and failure-recovery steps differ.

Energy and capacity trade-offs

Moving infrequently accessed data off always-powered high-performance systems can reduce the resources devoted to online capacity. The actual result depends on hardware utilization, replication, movement frequency, cooling, networking, cloud charges and the energy profile of the complete deployment.

The scale of the energy problem

The U.S. Department of Energy’s December 20, 2024 announcement, summarizing Lawrence Berkeley National Laboratory’s 2024 report, estimated that U.S. data centers consumed 176 TWh in 2023—about 4.4% of total U.S. electricity. The report projected 325–580 TWh in 2028, or 6.7–12% of U.S. electricity. The 2028 figures are projections, not observed consumption.

Those figures describe data centers as a whole, not archive storage specifically. They therefore establish why efficiency matters but do not show what share of electricity an active archive could save.

A December 6, 2024 Data Center Knowledge article reported a Brad Johns Consulting scenario involving 100 PB retained for ten years. In that modeled comparison, 40% remained on HDD and 60% moved to automated tape, producing a reported 58% reduction in modeled CO2e versus the article’s all-HDD scenario. The article said the model considered energy, raw-material acquisition, manufacturing and end-of-life disposal. This is one scenario, and the underlying consulting report was not independently reviewed; it is not a guarantee for every tape migration.

The available sources do not provide an independent, matched-workload energy-per-terabyte comparison for tape, HDD, SSD and cloud. A universal ranking or percentage saving would therefore be misleading.

Choosing among tape, disk, cloud and hybrid archives

Dean Felicetti, Director of Data Risk and Remediation at S2|DATA, predicted that “More organizations will embrace a multi-tier data storage strategy with cost-efficient tape libraries as their archive tier in highly automated tape-NAS-cloud pipelines.” The statement describes an industry direction, not a requirement that every organization adopt tape.

Security and recoverability requirements

An archive remains useful only if authorized users can find and restore the right data. Evaluate the implementation for:

  • Encryption in transit and at rest, including management of encryption keys.
  • Authentication, role-based access controls and separation of administrative duties.
  • Immutability or write-once controls for records that must not be altered.
  • Offline or air-gapped copies where ransomware resilience requires them.
  • Metadata catalogs that preserve ownership, retention, lineage and format information.
  • Regular restore tests covering both data and the catalog needed to locate it.

The Active Archive Alliance identifies encryption, immutability, air gaps, authentication and access controls as relevant security features. Their presence and implementation depend on the products and architecture selected; membership in the Alliance does not establish that every member or archive includes every feature.

A practical design process for AI archives

  1. Inventory the data. Record size, growth rate, format, owner, retention period, sensitivity, current access pattern and likely future AI uses.
  2. Define service classes. Set acceptable retrieval latency and throughput for active training, inference, RAG, research, compliance and disaster recovery.
  3. Choose placement policies. Specify when data moves, what event promotes it, how replicas are handled and who can override a policy.
  4. Model full lifecycle cost. Include media, facilities, power, cooling, software, migration, support, cloud retrieval and network or egress charges.
  5. Test the cold-to-hot path. Measure catalog lookup, media recall, transfer time, format compatibility and application behavior with representative datasets.
  6. Validate security and recovery. Test immutability, access controls, key recovery, ransomware scenarios and complete restores rather than only file reads.
  7. Monitor and revise. Track access frequency, retrieval failures, capacity growth, policy exceptions and changes in AI workload so tiers do not become permanent hiding places for newly valuable data.

What “active” should mean for AI teams

Active does not have to mean “stored on flash.” It means the data remains managed, cataloged and available through an operational retrieval path that meets the workload’s service requirement. A tape-resident dataset can be part of an active archive if its expected restore time is acceptable and the organization has tested that workflow. Conversely, an online disk copy may be unsuitable if its metadata, permissions or format cannot support reliable AI use.

Eric Polet, co-chairperson of the Active Archive Alliance and director of product marketing at Arcitecta, summarizes the value for high-value data: “Active archives are playing a pivotal role in ensuring high-value datasets remain instantly accessible.” Whether “instantly” is achievable depends on the selected tier and the application’s latency target.

Limits to keep in mind

  • Data-center electricity projections do not isolate archive storage.
  • The reported 58% CO2e result is a modeled 100 PB, ten-year HDD-and-tape scenario, not a general savings rate.
  • No supplied source establishes a universal energy-per-terabyte ranking across storage media.
  • Retrieval speed, compatibility and operating cost vary by deployment, policy and provider.
  • A storage cartridge, drive or cloud account alone is not an active archive; cataloging, policy automation, security and tested recovery are required.
