A child’s phone can make it easier to check in or contact family, but outdoor play should remain the main event. Start by deciding why your family wants a device—and whether your child can manage it responsibly—then agree on what it can do, when it stays away, and how to get help if plans change.

Decide what the phone is for—and whether your child is ready

There is no single right age for a first phone. The American Academy of Pediatrics (AAP) recommends considering a child’s responsibility, impulse control, and ability to follow expectations. Begin with a specific need, such as checking in after playing outdoors or contacting a caregiver. If voice calls or messages are enough, a flip phone or a communication-capable watch may be an alternative to a smartphone with internet, apps, and social features. The AAP recommends discussing those simpler options with your child: AAP guidance on a child’s first phone.

Choose the least complex device that meets the family’s actual need. Consider whether calls and texts are sufficient, whether broader app or internet access is necessary, and whether your child can manage the device and its agreed limits. Check practical details such as carrier compatibility and charging. The available guidance does not establish specific models, prices, or carrier plans.

Agree on rules that protect playtime

Make the expectations with your child, explain why they exist, and revisit them as your child’s responsibility grows. The rules should make it clear that the phone is a tool for communication—not something to check throughout play.

  • Where it goes: Decide whether the phone stays in a backpack or another agreed place rather than being held during play.
  • When it can be used: Set specific moments for check-ins or contacting family, and define when it stays put away.
  • What it can do: Agree on allowed contacts, apps, and settings. Use controls that fit the purpose you chose.
  • How to revisit the agreement: Set a time to review the rules and adjust them as your child shows they can follow them.

The AAP recommends setting controls and expectations together and explaining their purpose. Dr. Jenny Radesky, an AAP Council on Communications and Media member, advises: “Treat getting a phone like an experiment.” If your child is not ready, the AAP notes that waiting is OK.

Keep outdoor play as the main activity

Outdoor play gives children opportunities for movement, exploration, and practicing developmental skills. Make room for running, climbing, exploring, and child-led games without turning the outing into a screen session. The CDC’s outdoor-play guidance is directed at early-care and education settings; it describes the value of outdoor play in those settings, not a study measuring phone distraction.

Make the activity purposeful and brief, then put the device away so play can continue. See the AAP guidance on healthy digital media habits.

Make the contact plan clear

A phone helps only if your child knows what to do with it. Agree on whom to contact, how to reach that person, and what to do if the child gets separated or needs help. Coordinate the plan with any caregiver or other responsible adult, and keep relevant contact details current. The CDC recommends coordinating emergency arrangements with a child’s school or caregiver: CDC guidance on emergency communication for children and schools.

Do not treat a child’s phone—or location sharing—as a substitute for adult supervision. In particular, the CDC advises adults supervising children in or near water to avoid distracting activities, including phone use. That guidance is for early-care and education settings, but its practical point is clear: the supervising adult needs to keep attention on the children. Read the CDC water-safety guidance for early-care and education settings.
