Hong Kong’s case as a data-centre location rests on its international business role, telecommunications infrastructure, power supply, proximity to Mainland markets and government support for development. Those are official positioning claims—not proof that Hong Kong is the region’s best location. The clearest current example of policy in action is Sandy Ridge, a planned advanced data-facility cluster.
Why does Hong Kong present itself as a data-centre hub?
The Hong Kong Government points to the territory’s role in international business, its telecommunications network, power supply and proximity to Mainland markets. It also cites government measures intended to facilitate data-centre development. The Digital Policy Office describes data centres as “an essential infrastructure to support pillar sectors like financial services, trading and logistics as well as other economic sectors.” Digital Policy Office: Data Centre Development
This explains the government’s rationale, but it is not an independent comparison of Hong Kong with other Asian markets. The available figures do not establish that Hong Kong leads on capacity, cost, available power or other measures that determine whether a particular site is suitable.
What do the connectivity figures show?
A January 2026 Digital Policy Office fact sheet reports household broadband penetration of 98.3% as of August 2025 and 354 licensed broadband service providers as of November 2025. It also reports mobile subscriber penetration of 406.5% as of August 2025. Digital Policy Office fact sheet

These are indicators of broad communications access and a liberalised service market, not measures of data-centre capacity or international bandwidth. Mobile penetration can exceed 100% because the count of subscriptions or SIMs is compared with the population, rather than counting each person only once. The government also says high-speed fibre is available to data centres across the territory with multiple provider choices; the cited statistics alone do not quantify carrier diversity at a specific facility or its access to submarine cables.
What is actually planned at Sandy Ridge?
Sandy Ridge is a specific government-backed development programme, rather than just a general claim about Hong Kong’s advantages. The Digital Policy Office says the tender for an advanced data-facility cluster ran from 10 October to 31 December 2025 and was awarded on 2 March 2026. In its 2026 Policy Address, the Chief Executive set a prospective target of 180,000 peta-floating point operations per second of computing capacity by 2032 for the cluster, and estimated cumulative investment of at least HK$23.8 billion. How much data-centre space does Hong Kong have?
A 2024 Hong Kong Government reply reported approximately 970,000 square metres of data-centre floor area at that time and forecast a total of 1.5 million square metres by 2026. The second figure is a forecast from the reply, not a verified current total. Floor area also does not show how much IT load is operational, available to lease or connected to sufficient power. How should businesses assess power and cooling?
The Digital Policy Office’s January 2026 fact sheet states that Hong Kong’s power-supply reliability is above 99.999% and describes regional electricity tariffs as relatively low. These are government claims; the cited material does not provide a like-for-like regional tariff comparison or establish grid capacity, connection lead times, carbon intensity, or a reliability guarantee for any individual data centre. Power demand is also a facility-level concern: high-density servers, cooling and resilience systems all add load. Electrical and Mechanical Services Department: Energy Efficiency A site assessment should therefore check what power can be contracted and when it can be connected, alongside electricity cost, backup arrangements and cooling requirements. A territory-wide reliability claim cannot answer those questions for a particular building.

Is Hong Kong a good location for a data centre?
It may suit organisations that value proximity to Hong Kong’s business ecosystem and Mainland markets, access to local telecommunications providers, and the government’s stated facilitation measures. Whether it is a good choice for a particular workload depends on site-specific and market-specific facts that the cited public evidence does not settle.

- Capacity: operational and planned IT load, vacancy and absorption—not floor area alone.
- Delivery: land and construction timelines, grid capacity, and time to connect.
- Operating profile: electricity tariffs, carbon intensity and cooling-water requirements.
- Network reach: carrier and submarine-cable diversity at the relevant facility.
- Risk and compliance: natural-hazard exposure and the data-governance or cross-border transfer rules for the specific data involved.
Without comparable, current values for those measures across competing locations, “gateway” is best understood as Hong Kong’s positioning—not a verified technical ranking.
