Choose OCR software for historical documents by matching it to the pages and the result you need—not by relying on a general accuracy claim. Printed or typewritten pages and handwritten manuscripts need different shortlists: standard OCR targets printed text, while handwriting generally calls for a suitable handwriting text recognition (HTR) model. Then compare candidates on the same representative pages, checking recognition errors, layout, correction effort and export format. A searchable PDF can help locate words in page images, but it is not automatically a reliable, clean transcription.
What should you decide before choosing OCR software?
Start with the collection and the intended use. A single clean printed page is not a sound basis for choosing a tool for a box of mixed-language letters, bound volumes and damaged documents. Historical recognition depends on the material, and a project may need more than text that merely looks plausible on screen.
Describe the pages
Make an inventory of the kinds of material you expect the software to process. Record whether each group is handwritten, typeset, typewritten or mixed; the languages and scripts; the approximate period; and any unusual letterforms or recurring hands. Also note whether the source is a bound book or loose sheets and whether pages contain columns, tables, marginalia, annotations, damage or faint writing.
Do these 3 things before closing this tab:

Transkribus says model fit depends on the material, language, period and script; its documentation distinguishes general-purpose models for unfamiliar material from specialist models that can perform well when they match a collection. Neither type should be assumed to win without a project-specific comparison. Transkribus’ guidance on computing accuracy explains how to compare models against a reference transcription.

For a mixed archive, divide the inventory into materially different groups and sample each one. For example, a handwritten letter and a page of historical printing should not be treated as equivalent test pages just because both are scanned. A result on one category does not establish how a tool will perform on another.
It helps to turn the inventory into a short test plan. Identify the page types that are common, the types that are especially difficult, and the types that are important to users even if they are rare. If a collection has several recurring hands or print styles, include examples of each. This makes it less likely that a candidate will look successful only because the pilot happened to use its easiest pages.
Define what the output must do
Before looking at software, specify the deliverable. These outcomes are related but not interchangeable:
- Searchable PDF: the scanned page remains visible, with a text layer that can make words searchable. Check whether the layer is accurate enough for your purpose and whether its reading order is usable.
- Plain transcription: text intended to be read, edited, quoted or searched independently of the page image. It may require substantial correction, especially for handwriting or difficult layouts.
- Structured text: text associated with page positions or layout information, useful when a downstream project needs coordinates, regions or a representation of page structure.
Also establish whether the project needs columns or tables kept in reading order, page-by-page files, coordinates, or a particular export format. A tool that recognizes many words but cannot provide the required deliverable may not fit the workflow.
Ask who will use the result and how. A reader trying to locate a name in a digitized volume may be served by a searchable page image even if the text layer needs occasional correction. A researcher quoting passages or analyzing wording needs a more dependable transcription and a review process. When accessibility matters, search alone is not enough: inspect how text is presented to a screen reader as well as whether a search returns the expected words.
Which OCR tools belong on the shortlist?
Choose candidates according to whether the pages are printed or handwritten and what the project needs to export. The options below are a research shortlist, not a head-to-head ranking: historical performance depends on the pages, model and layout, and the available evidence does not establish a universal winner or current price.
For historical handwriting
Try a handwriting text recognition model suited to the script, period and material. Transkribus is one candidate to evaluate; compare relevant models on your own pages rather than assuming that a general-purpose model or a specialist model will be better. For teams able to support a more technical workflow, eScriptorium/Kraken is another route to consider.

Handwriting recognition is not simply printed OCR applied to cursive. A system may need to interpret letterforms that differ from modern handwriting, and results can vary with the hand and document condition. Yale’s distinction between printed-document OCR and manuscript HTR is a useful starting point for separating these tasks. Yale’s OCR guidance describes the distinction.

For a collection with repeated hands or a distinctive script, do not assume the first available model is the right one. Compare models that plausibly match the material, and include unfamiliar or difficult pages in the test. A general-purpose model can be a candidate when the material is unfamiliar; a specialist model can be promising when it matches the collection. The pilot, rather than the model label, should decide which is more useful.
For historical printing
For printed-text extraction or searchable PDFs, consider Tesseract or OCRmyPDF. OCR4all is another candidate for a historical-printing workflow. ABBYY FineReader PDF may also merit consideration when preserving printed-page layout is important. Confirm that each candidate supports the actual input and output you need; a product’s general OCR capability does not establish its performance on a particular historical typeface or page arrangement.
The University of Mannheim’s overview classifies automated text-recognition tools and can help identify candidates for OCR and HTR workflows. It is a shortlist resource, not a comparative benchmark. See Mannheim’s overview of OCR and HTR tools.
How do you compare OCR software fairly?
Process the same representative pages with each candidate and compare the output with accurate human-corrected reference text. Include pages that resemble the difficult parts of the project—not only the clearest pages—and keep pages used for evaluation separate from any pages used to train or tune a model.
- Select representative pages. Choose samples for every materially different category in the inventory: for example, different hands, print styles, languages, layouts or image conditions. Preserve the original page images so candidates receive comparable inputs.
- Create reference transcriptions. Prepare accurate manual transcriptions for the selected pages. These references, also called ground truth, provide the basis for comparing recognized text. If you train or tune a model on a page, do not treat that same page as an independent held-out evaluation sample.
- Run each candidate on the same pages. Keep inputs and comparison conditions consistent. Record the model or configuration used, especially when a tool offers several models for different kinds of material.
- Compare character and word errors. Character error rate (CER) and word error rate (WER) summarize differences from the reference transcription. They help quantify text recognition, but do not by themselves tell you whether a page’s columns, marginalia or reading order are usable.
- Inspect the page and the result. Check omissions, substitutions, line order, columns, tables, marginal notes and names or terms important to your research. Look beyond a single aggregate score to the errors that would create problems for the intended use.
- Measure correction work in the workflow. Track how much human review and editing the outputs require. A lower error rate may matter less than expected if a project has to spend substantial time fixing layout or correcting the same recurring errors.
- Test the actual deliverable. Open the resulting PDF and search for known words if searchability is the goal. If accessibility matters, check the reading experience with a screen reader. For a structured-text requirement, confirm that the exported file contains the needed text and layout information.
Transkribus documents comparing multiple models on the same sample pages against ground truth and exporting page-level CER/WER results. Its accuracy-comparison guidance describes that evaluation process. This supports a project-specific pilot; it does not establish that one model is best for every collection.
What CER and WER can—and cannot—tell you
CER measures character-level differences from the reference; WER measures word-level differences. Both are useful for comparing recognition on the same pages, but an error rate is not a substitute for examining what the errors are. A misspelled name can undermine discovery even when most of a page is correct, while a text layer may have a reasonable score yet place column text in the wrong order.
Use error rates alongside practical checks: whether text is missing, whether lines and columns read in the intended sequence, whether important names are discoverable, and how much correction a person must do. Report the pages and evaluation conditions with any score. A result from one collection, model or experiment should not be generalized to unrelated manuscripts, languages or page layouts.

Pick the symptom - the matching free tool is one click away.
Look at both overall patterns and specific consequential mistakes. A small error count can still matter if it affects names, specialist terms or a passage the project needs to quote. Conversely, a numerical score alone may not describe whether a page image is useful for browsing. Keep the intended task in view when deciding what level of correction is acceptable.

How much does layout and image quality matter?
Recognition is only one part of the result. Columns, marginal notes, tables and other page structures can affect reading order and whether the output is useful, even when many individual words are recognized correctly. Compare layout separately from character recognition, and inspect representative pages rather than relying on a single score.
Image quality can also undermine a comparison. If you are capturing physical originals, check that pages are legible, straight and not unnecessarily distorted before blaming the recognition software. ABBYY’s FineReader 16 scanning guidance recommends 300 dpi and straight pages for document scanning; treat that as a vendor starting point to test, not a universal archival specification or a guarantee of success on faint manuscripts. Read ABBYY’s FineReader 16 scanning guidance.
For bound originals, an overhead book scanner may be suitable; for appropriate loose pages, a flatbed document scanner may be an option. Neither is automatically necessary: if usable digital images already exist, assess those first. Yale lists both flatbed and overhead book scanners among digitization equipment in its OCR guidance.

Do not treat 300 dpi as a guarantee that a historical page will be recognized well. It is a scanning recommendation from ABBYY’s FineReader 16 guidance, not a preservation standard or a measured accuracy result. The condition and character of the original still matter, so test the images the workflow will actually use. If the project already has legible, straight images, adding a new scanning step or buying equipment may not solve the recognition problem.
Which export formats and workflow requirements should you check?
Confirm the output on an actual sample before committing to a tool. The required format can change which candidate makes sense: a searchable PDF, editable transcription and structured page text serve different purposes.
- OCRmyPDF: its documented purpose includes adding a searchable text layer to scanned PDFs. Test that the resulting file is searchable for the words and pages that matter to the project.
- Kraken: its documented export options include ALTO, PAGE XML, ABBYY XML and hOCR. Check that the receiving application or project can use the particular format and the information it contains.
- Transkribus: its documentation describes text and layout coordinates. Verify that the export carries the page and layout information your downstream workflow needs.
Beyond file format, check the correction interface, batch capacity, staff skills required, total project cost, rights and any applicable restrictions on uploading documents. These are procurement questions to resolve for the project; no general statement about a particular vendor’s policy or terms can substitute for checking the current terms and your institution’s requirements.
Include the whole workflow when estimating cost, not just the software line item. Consider the time needed to prepare images, create reference transcriptions, run batches, review output and correct it, as well as any setup or support the team needs. Compare the effort required by each candidate on the same pilot pages. No universal price or total can be assumed for projects with different collections, staff capacity and output requirements.
Ask whether processing is local or hosted and whether uploading is permitted for the material in question. Check rights and institutional rules before sending documents to a service. Also confirm that the workflow can process the project’s batch size and that staff can use and maintain the correction and export steps. These checks do not establish that a specific vendor meets a particular organization’s requirements; review the applicable terms and policies directly.

What do published accuracy figures actually mean?
A published result is meaningful only within its test conditions. The 2019 OCR4all paper by Christian Reul and coauthors reports CER below 0.5% in particular experiments on historical printings. That conditional result is not a promise for arbitrary printed collections, and it does not establish accuracy on handwriting, different languages, unrelated models or uncorrected pages. Read the OCR4all paper.
Leanne Olson and Veronica Berry’s 2021 Code4Lib Journal study compared Adobe Acrobat, ABBYY FineReader and Tesseract on three archival texts, examining word-search and screen-reader outcomes. Its methods can inform what to check in a pilot, but the study covered printed material, not handwriting, and is not a current universal ranking of software. Evaluate contemporary candidates on the pages and output requirements of your own project.
These examples are useful for framing a test, not for replacing one. A result for historical printing under particular experimental conditions cannot establish how an HTR model will handle a manuscript hand. Likewise, a study comparing a small set of printed texts should not be treated as a ranking for every current version, language or layout. Ask what material was tested, what outcome was measured and whether it resembles your project.

When candidates perform similarly on text recognition, decide based on the errors and workflow costs that matter most to the project. A tool with a slightly different score may still be the better fit if it handles the required layout, exports the right structure or reduces the correction burden.
- For a searchable archive: prioritize whether users can find relevant words in the resulting PDFs, then check that the text layer and reading order are adequate for the archive’s needs.
- For a research transcription: prioritize corrected text, names and specialist vocabulary, plus a workable review process. Do not treat a searchable image as proof of a dependable transcription.
- For a mixed collection: compare by category. The best candidate for printed books may not be the best for handwritten letters, and one overall score can hide that difference.
- For structured digital work: make the required export and page coordinates a pass-or-fail condition before weighing small differences in recognition scores.
- For limited technical capacity: account for setup and staff skills alongside recognition. A technically demanding route is only useful if the project can maintain it.
Record the pages, model or configuration, output format, observed error patterns and correction effort in the decision. This makes the choice explainable and helps avoid mistaking a result on one sample for a guarantee across the collection.
A compact comparison sheet can keep the decision focused. For each candidate, record whether it suits the page type, which model or configuration was used, CER and WER on held-out pages, layout and reading-order observations, correction time, required exports, technical setup and any unresolved cost or upload questions. The point is not to turn every consideration into one score; it is to make trade-offs visible and avoid choosing on a generic claim alone.
How we picked the options to consider
The shortlist follows the material and workflow distinctions documented by Yale, Transkribus, Mannheim and the cited OCR4all paper: printed OCR versus manuscript HTR, model suitability for language and period, historical-printing options, and documented export capabilities. The comparison criteria are project fit, held-out CER/WER, layout and reading order, human correction effort, deliverables, technical setup and total project constraints. The cited studies and vendor documentation do not justify a universal ranking, current price comparison or claim that any candidate wins without a test on the project’s own pages.

Can I make scanned handwritten documents searchable?
Yes, if the workflow adds a text layer or recognized text that can be searched. Searchability does not guarantee that the transcription is accurate enough to quote or that every handwritten word will be found, so test it with known names and terms from the pages.

Should I train my own handwriting recognition model?
That depends on whether an available model fits the collection and whether the team can support training and evaluation. If you do train or tune a model, reserve separate pages for evaluation so the measured result is not based on the same material used to improve it.
Is a low CER enough to choose an OCR tool?
No. CER measures character differences from reference text, but does not establish correct reading order, preserved layout, useful search behavior or low correction effort. Review the actual page output and the errors that affect the project’s purpose.
Does historical OCR work on old spelling and unfamiliar alphabets?
It may, but capability depends on the model and the particular language, script, period and material. Include the relevant writing in the pilot and inspect names, unusual characters and terms rather than extrapolating from modern or different-language samples.
How many pages should I test?
Choose enough representative pages to cover the materially different categories in the collection, including difficult examples—not just clean pages. The appropriate number depends on how varied the material is; the important point is to compare candidates on the same pages and hold evaluation pages apart from training or tuning.
Should I buy a scanner before choosing OCR software?
Not necessarily. If usable digital images already exist, test them first. If you need to capture physical pages, an overhead book scanner may suit bound originals and a flatbed document scanner may suit appropriate loose pages, but neither is automatically required.
What should I include when comparing project costs?
Look beyond software cost to the effort and resources for image preparation, reference transcription, setup, batch processing, correction and required exports. Also resolve staff capacity, rights and upload restrictions. The total depends on the project, so compare workflows on your pilot rather than assuming a universal price.
The Bottom Line
The best choice is the workflow that fits the actual page type, produces the required deliverable and performs acceptably on representative held-out pages. Separate printed OCR from handwriting recognition, compare layout and correction effort alongside CER and WER, and verify exports, costs and upload constraints before scaling up.
