Himachal Pradesh has not been given a reported date to clear all pending employee and pensioner arrears. Leader of the Opposition and former chief minister Jai Ram Thakur has urged the state government to pay legitimate outstanding dues and publish a timeline. A separate October pension-arrears schedule covers only specified retirees and pays a portion of their pending amount.
What Jai Ram Thakur is asking the government to do

How much arrears are being claimed?
Hindustan Times attributed an estimate of around ₹12,000 crore to the Himachal Pradesh Joint Employees’ Federation in August 2026. The federation’s reported breakdown is ₹5,000 crore in dearness allowance (DA) arrears and ₹7,000 crore in salary and pension revision arrears. These are the federation’s claims as reported by the newspaper, not independently audited or officially confirmed totals.
What pensioners were due in October 2026?
Reports describe a partial payment for pensioners who retired between January 1, 2016 and December 31, 2022. The share of pending pension arrears varied by class:

Hindustan Times attributed these percentages to Thakur’s account. The Tribune separately reported on September 22, 2026, that Chief Minister Sukhvinder Singh Sukhu announced the same percentages and eligible retirement period at a meeting with the Himachal Pradesh Pensioners’ Joint Front, followed by a Finance Department notification. The reports do not state the rupee amount any individual pensioner would receive, nor do they establish that the scheduled payments had reached recipients by October 3. This October schedule is not a date for settling every pension or employee arrear.
Thakur’s separate appeal for sanitation workers
Thakur also urged authorities to settle sanitation workers’ legitimate outstanding dues, arguing that their work should not be overlooked. Hindustan Times quoted him describing sanitation workers as central to Shimla’s civic system and calling for timely settlement of legitimate dues. The report gives no total, number of workers affected, or payment date for these dues.

The available reports do not provide a full-settlement date or a government timeline for all remaining employee and pensioner dues. Thakur’s request is that the government publish one. The Finance Department website’s surfaced notices do not independently verify the September 2026 announcement, so the reported schedule should not be treated as proof of a complete settlement.
