There is no defensible single winner between HFCL, Tejas Networks and Sterlite Technologies without first deciding what kind of connectivity business you want to own. HFCL combines optical fiber and cable, telecom equipment, network solutions and defence. Tejas Networks is primarily an R&D- and intellectual-property-led networking-products company, with major exposure to 4G/5G, optical transport and government deployments. Sterlite Technologies (STL) is the optical-connectivity and network-infrastructure comparison.

HFCL currently offers the clearest disclosed order-book visibility: ₹10,480 crore as of June 30, 2025, against FY25 consolidated revenue of ₹4,065 crore. Tejas produced much higher FY25 revenue of ₹8,923 crore and PAT of ₹447 crore, but its later Q2 FY27 update showed a quarterly loss, a half-year loss and an order book of ₹2,315 crore. STL must be assessed from aligned consolidated statements before its revenue, debt, margins or order book can be compared reliably. The practical answer is therefore a framework, not a ranking: compare business mix, customer concentration, order conversion, normalized earnings, cash generation, leverage and valuation on matching dates.

What each company actually sells

Calling all three “telecom-equipment stocks” hides important differences. They overlap in connectivity, but they do not have the same products, customers, capital needs or earnings pattern.

HFCL: diversified connectivity, equipment and defence

HFCL makes optical fiber and optical-fiber cable, telecom equipment and network solutions, and also operates in defence electronics. Its FY2024-25 annual report shows a shift from project-led to product-led revenue: products represented 61% of FY25 revenue and projects 39%. That mix matters because product sales can be repeated across customers, while projects tend to depend more heavily on tender timing, execution milestones and working capital.

HFCL reported consolidated FY25 revenue of ₹4,065 crore, EBITDA of ₹507 crore and profit after tax (PAT) of ₹173 crore. Its order book stood at ₹10,480 crore on June 30, 2025, compared with ₹6,776 crore a year earlier. The order-book date is later than the FY25 financial year, so it should not be treated as a year-end FY25 figure.

Tejas Networks: R&D-led networking products

Tejas Networks develops networking products rather than operating mainly as a cable manufacturer or engineering contractor. Its portfolio includes 4G and 5G radio-access equipment, fiber broadband, optical transport, switching and routing, satellite communications and broadcast networking.

The company says more than one million systems have been deployed in more than 500 carrier networks across 75 countries. It supplies national projects including BSNL 4G/5G and BharatNet. In FY25 it reported ₹8,923 crore of revenue from operations, ₹905 crore of EBIT and ₹447 crore of PAT, and shipped equipment for more than 100,000 BSNL 4G/5G sites.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those FY25 figures should not be extrapolated automatically. Tejas’ investor-relations update for Q2 FY27 reported revenue of ₹406 crore in the quarter and ₹808 crore for the first half, with PAT of negative ₹207 crore in Q2 and negative ₹409 crore in H1. The same update listed an order book of ₹2,315 crore. This contrast is why a single peak year can produce a misleading price-to-earnings view.

STL: optical connectivity and network infrastructure

STL is the optical-connectivity and network-infrastructure case in this comparison. Its activities need to be separated into fiber, cable, connectivity solutions, network deployment and any other segments disclosed in its consolidated reports. A secondary FY25 extract cites revenue from operations of ₹4,083 crore, but that number should not be used as a firm comparison point until it is checked against STL’s consolidated FY25 statements.

STL publishes FY25 and FY26 annual reports. Before comparing it with HFCL or Tejas, use the same reporting period, the same consolidated or standalone basis, and the same definition of revenue, order book and debt. A company-wide STL order book cannot be compared with a segment-specific number from another company.

How to compare business mix

Start by mapping revenue and gross profit, where disclosed, into the activities that drive the business. A fiber manufacturer, an active-radio supplier and a network-services contractor can all benefit from telecom spending but have different margins and cash cycles.

Passive optical products

Optical fiber and cable demand is linked to broadband rollout, 5G backhaul, data centers, utilities and export markets. Capacity utilization, fiber prices, energy costs and customer mix influence profitability. STL is the most direct optical-connectivity comparison, while HFCL combines optical products with equipment, projects and defence.

Active telecom equipment and software

Radio-access equipment, optical transport, switching, routing and software/IP generally require sustained engineering investment, certifications and interoperability work. Tejas has the clearest concentration in this category. Its installed base and international deployments can support repeat business, but large national projects can also create pronounced quarterly swings.

Projects, EPC and network services

Project and engineering work can produce a large order book without immediately producing cash. Execution milestones, customer acceptance, imported components, subcontractor payments and retention money all affect conversion. HFCL’s disclosure that 39% of FY25 revenue came from projects gives investors a starting point for this analysis. STL’s segment disclosures should be read in the same way rather than assuming all reported revenue has product-like economics.

Defence and adjacent markets

HFCL’s defence activity adds a market with different qualification cycles, tender rules and customer concentration from commercial telecom. Defence orders may diversify demand but can also lengthen execution timelines. Treat the segment as a separate earnings driver when estimating normalized margins.

Order books: size is only the first test

HFCL’s ₹10,480 crore order book is about 2.6 times its ₹4,065 crore FY25 revenue when the two figures are placed side by side. That arithmetic is useful as an indication of potential coverage, not as a forecast of 2.6 years of sales: the dates differ, and an order book can include projects with varying delivery periods, margins and cancellation rights.

Tejas’ FY25 year-end order book of ₹1,019 crore was about 0.11 times FY25 revenue of ₹8,923 crore. That low ratio does not automatically mean weak demand. FY25 revenue included the exceptionally large BSNL 4G/5G rollout, while order-book definitions and shipment timing can differ from recognized revenue. The later ₹2,315 crore order book shows why investors should use the newest disclosure rather than extrapolating the FY25 ratio.

For each company, ask the following before treating an order book as investable visibility:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Is the number consolidated or limited to one segment?
  • What proportion comes from one customer, government department or national project?
  • Are orders firm, cancellable, subject to funding, or contingent on a purchase order?
  • What gross margin and operating margin does the backlog carry?
  • Over how many quarters should delivery and revenue recognition occur?
  • What advance payments, retention amounts and working-capital borrowings are required?
  • How much of the backlog is new versus previously disclosed and rolled forward?

Customer and geographic exposure

Customer concentration can matter more than headline backlog. A large government contract can provide scale and reference value, yet payment timing, tender changes and budget releases can affect quarterly cash flow. Tejas’ BSNL exposure is strategically important and explains part of its FY25 scale; it also means investors should monitor the pace of site acceptance, invoicing and collections.

For HFCL, separate private telecom, government, utilities, defence and export customers where the annual report permits. For Tejas, distinguish domestic national projects from carrier deployments in other countries. For STL, identify the split between domestic and overseas customers, carriers, data centers, utilities and infrastructure partners. A diversified customer list is valuable only if the customers also differ in payment behavior and project timing.

Earnings quality and normalization

Reported PAT is an outcome, not a normalized earning power. Tejas’ FY25 revenue of ₹8,923 crore and PAT of ₹447 crore represent a strong year, but the Q2 FY27 and H1 FY27 losses demonstrate the risk of valuing the business on that one period. An investor building a model should separate recurring product sales from a one-time or unusually concentrated rollout, then test what operating expenses and working capital look like at lower volumes.

HFCL’s FY25 EBITDA of ₹507 crore and PAT of ₹173 crore should be read alongside its 61% product and 39% project mix. Product growth, project execution and defence contribution can carry different margins. STL’s normalized earnings cannot be calculated responsibly from the unverified secondary revenue extract alone; obtain consolidated operating profit, finance costs, exceptional items and tax data first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A useful normalization schedule has three cases:

  • Base case: recurring product demand, conservative project conversion and normal working-capital days.
  • Upside case: faster backlog delivery, stable or improving margins and no material customer delays.
  • Downside case: rollout completion, order deferment, lower utilization, warranty costs or slower collections.

Use several years of revenue, EBIT or EBITDA, PAT and operating cash flow where available. Do not substitute a peak-year P/E for a cycle-aware estimate.

Cash conversion, working capital and leverage

Telecom manufacturing and infrastructure businesses can look profitable while cash is tied up in receivables and inventory. Read the consolidated cash-flow statement and balance sheet together.

  • Receivables: compare growth with revenue and identify overdue government or carrier balances.
  • Inventory: check whether components, finished goods or project work-in-progress are rising faster than sales.
  • Working-capital borrowings: determine whether short-term debt is funding growth or covering weak collections.
  • Capital expenditure: distinguish maintenance spending from new fiber, electronics or manufacturing capacity.
  • Net debt: include lease liabilities and restricted cash where material, and use consolidated figures.
  • Operating cash flow: compare multi-year cash generation with EBITDA and PAT rather than relying on one quarter.

These items were not available on a synchronized basis for all three companies in the cited material. That is a reason to delay a ranking, not a reason to assume balance-sheet risk is identical.

  1. Market capitalization and enterprise value using the latest consolidated net debt.
  2. Price-to-earnings using normalized PAT, not only Tejas’ FY25 peak or a loss-making period.
  3. EV/EBITDA using consistent treatment of leases, exceptional items and minority interests.
  4. Price-to-sales only as a secondary measure, because fiber, equipment and project revenue do not have identical margins.
  5. Free-cash-flow yield after maintenance capital expenditure and normal working-capital investment.

Run the multiples against the base, upside and downside earnings cases. A stock with a large backlog can still be expensive if the backlog is low margin, slow to convert or funded by rising debt.

A practical comparison workflow

  1. Fix the date: choose one market-price date and the latest available consolidated filing for each company.
  2. Normalize definitions: use consolidated revenue, operating profit, PAT, debt and cash for all three.
  3. Map segments: classify optical products, active equipment, software/IP, projects, services and defence separately.
  4. Reconcile backlog: record order-book date, scope, customer concentration, delivery period, margin and cancellation terms.
  5. Build a three-year earnings bridge: identify recurring revenue, project or rollout spikes, exceptional items and likely normalization.
  6. Test cash conversion: model receivable days, inventory days, advances, capex and borrowing needs.
  7. Stress customers: model a delayed government payment, a postponed rollout and a lost major customer.
  8. Value scenarios: apply current enterprise-value and equity multiples to normalized base, upside and downside results.
  9. Set a monitoring list: track new orders, shipment and acceptance milestones, margins, operating cash flow, net debt and order-book changes each quarter.

Which investor profile fits each company?

HFCL for diversified connectivity exposure

HFCL may suit an investor who wants optical products plus telecom equipment, network solutions and defence rather than a pure-play networking-products thesis. The disclosed product-heavy revenue mix and large June 2025 backlog are useful starting points, but execution, customer concentration and cash conversion determine how much of that visibility becomes profit.

Tejas Networks for an R&D and national-network thesis

Tejas may suit an investor comfortable with technology-development risk, government-project concentration and sharp year-to-year variability. Its product breadth, stated international deployment base and BSNL 4G/5G role are significant strategic assets. The later FY27 losses mean the investment case must be based on normalized future shipments and cash generation, not FY25 PAT alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

STL for an optical-infrastructure thesis

STL may suit an investor seeking optical connectivity and infrastructure exposure. The decision requires careful reading of its consolidated annual reports to establish segment economics, debt, margins, cash flow and backlog on dates that match the HFCL and Tejas data. Until that work is done, a precise ranking would create false confidence.

Common comparison mistakes

  • Comparing unlike dates: HFCL’s June 30, 2025 backlog, Tejas’ FY25 year-end backlog and Tejas’ later FY27 update are not one period.
  • Mixing standalone and consolidated accounts: subsidiaries can materially change revenue, debt and cash flow.
  • Treating backlog as sales: delivery schedules, acceptance and cancellations determine recognition.
  • Using one-year P/E: rollout-driven earnings can reverse quickly, as Tejas’ later loss figures illustrate.
  • Ignoring working capital: receivables and inventory can absorb the cash generated by reported EBITDA.
  • Using an unverified STL figure: the ₹4,083 crore secondary extract requires confirmation from STL’s consolidated FY25 statements.
  • Ranking before refreshing prices: valuation conclusions become stale as soon as market capitalization or net debt changes.

Bottom-line decision rule

Choose HFCL if the thesis is diversified connectivity with a substantial disclosed backlog and a meaningful product contribution. Choose Tejas Networks if the thesis is proprietary networking technology and national 4G/5G execution, while accepting that FY25 was unusually strong and later FY27 results were loss-making. Consider STL only after verifying its consolidated segment, cash-flow, debt and order-book data on matching dates.

The strongest comparison is not “which has the biggest order book?” It is which company can convert its particular backlog into durable margins, operating cash flow and acceptable returns on capital at the valuation available on the day you invest.
