For comparable 1080p video, H.265 (HEVC) can often deliver similar visual quality at a lower bitrate than H.264 (AVC), which can mean a smaller file. It is not guaranteed to cut file size in half, and H.264 is often the safer option when you do not know what will play the video. The right choice depends on the content, encoding settings, and the exact device or delivery workflow.
What changes file size at 1080p?
Resolution is only one part of the equation. The IETF’s 2022 RFC 9317, Section 3.1, explains: “Video bitrate selection depends on many variables including the resolution (height and width), frame rate, color depth, codec, encoding parameters, scene complexity, and amount of motion.” Busy action, fine textures, and noisy low-light footage can require more data than a relatively still, clean scene.
For a fixed duration, reducing the total bitrate generally reduces encoded video data approximately in proportion. The final file also includes audio, subtitles if present, and container overhead; variable-bitrate encoding can cause the bitrate to vary over time. Therefore, codec choice alone does not determine a file’s size.
H.264 vs. H.265 bitrate and file size
RFC 9317 gives 6–8 Mbps as a 1080p H.264 range and 4.5–7 Mbps for 1080p H.265. Apple’s current hosted HLS authoring specification lists 1920 × 1080 example variants at 6,000 and 7,800 kbps for H.264, and 4,500 and 5,800 kbps for HEVC, at the source frame rate. These are guidance ranges and Apple HLS authoring examples—not a guarantee that each pair has been tested to deliver identical quality.

The ranges overlap. They support the practical idea that H.265 may reach a similar quality target with fewer bits, but they do not establish a universal “half the size” result. Scene complexity, motion, frame rate, color depth, encoder implementation, and settings all affect the outcome.
Which codec has better quality?
Neither codec automatically produces better-looking video in every encode. Compression tools create an efficiency opportunity; the encoder’s settings and quality target determine how that opportunity is used. At the same bitrate, the codecs may look different, and a poorly configured H.265 encode can look worse than a well-configured H.264 encode.

The sources cited here do not provide a controlled, directly comparable 1080p subjective test that yields one universal quality score or percentage saving. Judge the actual output at the intended screen size and delivery conditions rather than treating bitrate ranges as proof of equal quality.
How to compare two encodes fairly
- Start with the same source. Encode the same clip at 1920 × 1080; keep frame rate, audio, and other relevant settings identical.
- Choose and state a quality target. Use each encoder’s quality-based setting consistently where possible, or compare at a specific delivery bitrate. Do not assume similarly named settings across encoders mean the same thing.
- Include varied footage. Test fast motion, detailed textures, smooth gradients, and low-light or noisy scenes. A single easy scene may hide differences.
- Compare both size and visible artifacts. Note the resulting file size or average bitrate, then look for blocking, banding, smearing, and lost detail at the screen size people will actually use.
- Test the real delivery path. For streaming, check the intended bitrate and playback client; a file that looks good locally may not behave the same way in the target app or protocol.
Will H.265 play on your device?
Compatibility is specific to the decoder and the encoded format—not just the codec name. Check the device or app against the codec profile and level, frame rate, bit depth, container, and resolution you plan to use. A device that can decode a codec is not necessarily able to encode it.

Apple HLS delivery
Apple’s HLS specification permits AVC and HEVC, but its maximum-compatibility authoring guidance is specific: H.264 variants should be no higher than High Profile Level 4.1, and HEVC variants should be at or below Main 10 Profile Level 4.0 Main Tier. Under that specification, HEVC uses fMP4; H.264 may use fMP4 or MPEG transport streams. Apple also calls for SDR streams for backward compatibility. These are HLS authoring rules for Apple devices, not a blanket guarantee for every Apple file player.
Android 11
The Android 11 Compatibility Definition Document requires implementations to support at least one of H.265 or VP9 decoding for specified 720p, 1080p, and UHD profiles, with profile, frame-rate, and bitrate conditions. It identifies 1920 × 1080 as HD 1080p. This requirement applies to Android 11 compliance; it does not prove that every Android device, app, or HEVC profile will play a particular file.

Amazon Fire TV
Amazon’s Fire TV device specifications show decoding capabilities by model, including differences in profiles, maximum resolution, and frame rate. Check the exact device entry and your file’s settings instead of relying on a general claim that Fire TV supports AVC or HEVC.

H.264 and H.265 describe video compression. MP4, MOV, and Matroska describe containers that can hold video, audio, and other tracks. A container being accepted by an app does not establish that the app can decode the codec, profile, or bit depth inside it. Confirm both the container and the precise encoded video format against the playback target.

Which should you choose?
- Choose H.265 when the target devices and workflow are known to support the exact HEVC format, and reducing bitrate or storage use matters.
- Choose H.264 when broad, predictable playback is more important than the potential bitrate savings, especially if the audience’s devices or apps are unknown.
- Test before committing when quality, streaming behavior, or compatibility is critical. Compare representative footage and verify it on the actual playback device or client.
