Reliable green-finance decisions in India start with an auditable emissions inventory. Define the reporting boundary, collect traceable activity data, apply documented emission factors, separate Scope 1, 2 and 3, and disclose estimates and limitations. Then map the results to SEBI’s BRSR Core, India’s Carbon Credit Trading Scheme (CCTS), and any green-debt commitments.

Why carbon accounting is the foundation of green finance

A lender, investor or board cannot assess a transition plan from a headline carbon number alone. It needs to know which entities, facilities, projects or financed activities were included; which data was measured; which values were estimated; which emission factors were used; and whether the calculations can be reproduced.

That traceability connects environmental information to financial decisions. A company can use the inventory to identify energy and process risks, prioritize capital expenditure, set transition milestones and explain performance to investors. A lender can test whether the financed activity has a defined environmental outcome. A green-bond issuer can show how proceeds were allocated and what changed during the reporting period.

Keep four concepts separate throughout the report:

  • Gross emissions: greenhouse gases released within the stated inventory boundary.
  • Reductions or removals: changes in emissions or atmospheric greenhouse-gas removal attributable to an activity, with the method and baseline stated.
  • Carbon credits: tradable instruments representing a quantified project or programme outcome under a specified accounting and verification basis.
  • Offsets or compliance instruments: credits used for a contractual claim or to satisfy a regulatory obligation. They do not automatically reduce the company’s gross inventory.

A credible report presents the inventory first, then explains any reductions, credits, offsets or compliance instruments and the claims attached to them.

Scope 1, Scope 2 and Scope 3 in an Indian inventory

SEBI’s BRSR Core format points companies to the GHG Protocol Corporate Accounting and Reporting Standard for greenhouse-gas measurement. The three scopes describe different sources and should not be combined into one unexplained figure.

Scope 1: direct emissions

Scope 1 covers emissions from sources the reporting organisation owns or controls. Typical Indian data streams include fuel burned in boilers, furnaces, generators and company vehicles; process emissions; and fugitive releases such as refrigerant leakage. Obtain meter readings, fuel invoices, production records and maintenance logs from each included facility.

Scope 2: purchased energy

Scope 2 covers indirect emissions associated with purchased or acquired energy, principally electricity and, where relevant, purchased steam, heating or cooling. Retain utility bills, meter data, renewable-energy contracts and the allocation method used for shared sites. State clearly whether renewable-energy instruments or contractual arrangements affect the reported figure and how that treatment was determined.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scope 3: the value chain

Scope 3 covers other indirect emissions upstream and downstream of the organisation. Material categories may include purchased goods and services, capital goods, logistics, business travel, employee commuting, waste, use of sold products and end-of-life treatment. Supplier-specific data can improve precision, but spend-based, mass-based or other proxies may be necessary when primary data is unavailable.

Value-chain calculations generally require more estimation and supplier engagement than Scope 1 or Scope 2. Record the coverage, estimation rate, proxy, source and uncertainty for every material category. Do not present a modelled value as if it were a meter reading.

Build the inventory: an eight-step workflow

1. Set the purpose and boundary

Write a boundary statement before collecting numbers. Identify whether the inventory covers a legal entity, a consolidated group, individual facilities, a project, a portfolio, financed activities or a value chain. Document the consolidation method, reporting period, included geographies and exclusions. Use the same boundary when comparing years unless a structural change requires a restatement or explanation.

For a group, list subsidiaries, joint arrangements, leased sites and outsourced operations and explain how each was treated. For financed activity, define the asset or borrower population, allocation method and reporting date. A boundary that cannot be described in one clear paragraph is not ready for assurance.

2. Create an activity-data register

Give every material data stream an owner and an evidence location. The register should show the period, unit, source document and review status.

Data stream Typical evidence Likely scope Control to apply
Stationary and mobile fuel Fuel invoices, tank records, equipment logs Scope 1 Reconcile purchases with opening and closing stock and operating records
Purchased electricity Utility bills, meter exports, renewable-energy contracts Scope 2 Check meter periods, units and allocation to shared facilities
Refrigerants Maintenance reports, recharge records, equipment registers Scope 1 Compare recharge quantities with installed equipment and service dates
Inbound and outbound logistics Carrier invoices, shipment weights, route records Scope 3 or Scope 1 for controlled vehicles Check distance, mass, mode and duplicate shipments
Purchased goods and services Supplier data, procurement ledger, quantities and spend Scope 3 Reconcile supplier population and remove non-emission spend where justified
Waste Waste manifests, contractor reports, treatment records Scope 3 Check mass, treatment route and reporting period
Business travel and commuting Travel bookings, expense claims, survey results Scope 3 Document coverage, survey response rate and extrapolation

3. Select and control emission factors

For each factor, record the publisher, geography, unit, vintage and conversion method. Keep a version-controlled factor table rather than embedding factors invisibly in spreadsheets. If an India-specific factor is unavailable, state the substitute geography and why it is reasonable. Preserve the factor file used for each reporting year so a reviewer can reproduce prior results.

4. Calculate emissions consistently

At its simplest, the calculation is:

Emissions = activity data × emission factor

Convert activity data to the factor’s stated unit before multiplying. Apply global-warming-potential conventions consistently across the inventory and retain the underlying gas-level calculation where available. Aggregate results by facility, source, scope and gas before producing the corporate total.

For each estimate or proxy, document:

  • the source of the underlying activity or financial data;
  • the reason primary data was unavailable;
  • the factor and conversion used;
  • the uncertainty or expected direction of bias; and
  • the effect on the reported result or trend.

5. Classify sources and check double counting

Map every source to Scope 1, 2 or 3 and keep the mapping in the calculation file. Check that purchased electricity is not also counted as fuel at a facility, that controlled logistics are not counted again as purchased transport, and that supplier-reported emissions are not added on top of the same activity-based estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Maintain a reconciliation from source records to scope totals. Investigate abrupt year-on-year movements, missing months, unit changes and facilities that appear or disappear without an organisational explanation.

6. Assess materiality and environmental impact

Use the inventory to identify material sources, transition risks and capital-allocation priorities. Connect emissions with energy projects, process changes, procurement decisions and financed activities. Keep an explicit distinction between an output that was measured and an outcome that is expected or claimed.

7. Map results to disclosure requirements

Create a crosswalk from inventory fields to the applicable BRSR or BRSR Core indicators, green-debt reporting commitments, lender questionnaires and investor disclosures. The crosswalk should identify the owner, source file, calculation version and approval status for each published number.

8. Review, assure and publish limitations

Before release, test units, period alignment, boundary consistency, outliers, recalculations and evidence completeness. Record reviewer conclusions and any assurance or verification limitations. The final report should state coverage, exclusions, estimation rate, baseline, factor vintage, treatment of credits or offsets, assurance status and the date through which data is current.

What BRSR Core requires

BRSR Core is a focused subset of the broader Business Responsibility and Sustainability Reporting framework. The SEBI circular describes key performance indicators and metrics under nine ESG attributes, adds assurance for listed entities and introduces value-chain disclosure provisions.

The 2023 circular sets a phased applicability path by market-capitalisation ranking. It states that the top 1,000 listed entities use the updated BRSR format from FY 2023–24. BRSR Core assurance begins with the top 150 entities in FY 2023–24 and phases to the top 1,000 in FY 2026–27. The exact population, assurance scope and later amendments are time-sensitive, so a reporting team should verify the latest SEBI circular before each reporting cycle.

Requirement or milestone What the framework states Practical preparation
Updated BRSR format Top 1,000 listed entities from FY 2023–24 Build a controlled data model that can support every applicable BRSR field
BRSR Core assurance Phased from top 150 entities in FY 2023–24 to top 1,000 in FY 2026–27 Retain evidence, approvals and calculation versions from the first data collection cycle
Value-chain disclosures Relevant upstream and downstream partners are covered Define the partner population, selection criteria, boundary and estimation method
Methodology GHG measurement may follow the GHG Protocol Corporate Accounting and Reporting Standard Document scope mapping, factors, assumptions, conversions and exclusions
Estimates and assumptions Scope, assumptions and estimates should be clearly disclosed Label measured, supplier-reported, modelled and proxy data separately

SEBI also describes the BRSR Core approach as a base methodology that may require industry-specific adjustments or estimates. Do not force a manufacturing, financial-services and technology business into identical data definitions; explain the sector adjustment and preserve the common core metric.

Prepare emissions data for BRSR assurance

Assurance is easier when the published number is the end of a controlled chain rather than a spreadsheet assembled at year-end.

Design an evidence trail

  • Assign a responsible owner and reviewer to each data stream.
  • Store invoices, meter exports, contracts, supplier responses and calculation files in a dated evidence location.
  • Lock the factor table and record changes through version control.
  • Keep a clear link from the published total to facility-level calculations and source documents.
  • Preserve approvals for boundary decisions, exclusions, estimates and restatements.

Run pre-assurance tests

  1. Recalculate a sample of source records from activity data to emissions.
  2. Check that every reporting month is present or that a documented extrapolation covers the gap.
  3. Reconcile fuel, electricity and procurement totals to financial or operational records.
  4. Review unusual movements and obtain explanations from data owners.
  5. Confirm that Scope 3 supplier and proxy populations match the stated boundary.
  6. Check that units, factor vintages and conversion formulas are consistent.
  7. Confirm that credits, offsets and removals are not netted against gross emissions without an explicit claim and accounting basis.

Disclose limitations instead of hiding them

State which facilities or value-chain categories are excluded, how much activity is estimated, which factors are proxies, what baseline and period apply, and what assurance conclusion was reached. If the assurance provider could not test a data stream, describe the limitation and its potential effect rather than implying full coverage.

How India’s Carbon Credit Trading Scheme changes the reporting context

The Government of India describes the Carbon Credit Trading Scheme as a mechanism to reduce, remove or avoid greenhouse-gas emissions by pricing them through tradable Carbon Credit Certificates. The framework includes compliance and offset mechanisms, measurement, reporting and verification (MRV), and accreditation procedures for carbon-verification agencies.

CCTS is a market and MRV framework; it is not a replacement for a corporate inventory. Keep these records separate:

  • the company’s gross Scope 1, Scope 2 and Scope 3 emissions;
  • the project activity and quantified reduction or removal;
  • the certificate or credit identifier, owner and contractual status;
  • the verification basis and applicable registry or compliance process; and
  • the claim made, such as project outcome, offset, contractual instrument or compliance instrument.

Sector coverage, target values, registry operation and trading procedures can change as implementation develops. Treat those details as current-period regulatory information and verify them against the latest government notification before making a compliance or trading claim.

Connect green-debt reporting to measurable impact

RBI guidance on green-debt disclosures emphasizes use of proceeds, unutilized proceeds, qualitative performance indicators and quantitative environmental-impact measures where feasible. A useful impact report therefore follows the money and the outcome together.

Use-of-proceeds reporting

Describe the eligible project or activity, the amount allocated, the amount remaining unutilized at the reporting date and the controls used to prevent double allocation. Reconcile allocations to the issuer’s financial records and explain any temporary investment of unutilized proceeds.

Performance and outcome indicators

Choose indicators that match the financed activity. Examples include energy consumed, renewable capacity installed, fuel displaced, waste diverted or emissions avoided, provided the methodology and boundary are stated. Report the baseline, measurement period, calculation method, data source and limitations. A qualitative description of improved resilience is not equivalent to a measured emissions reduction.

Impact claims and uncertainty

Separate actual results from expected future benefits. If an investment is projected to reduce emissions, label it as a forecast and state the assumptions. If the result is measured, identify the period and verification status. Explain attribution where several financiers, projects or operational changes contributed to the outcome.

Common failure modes and corrective actions

One total hides three different scopes

Problem: Purchased electricity, direct fuel and value-chain estimates are presented as one figure. Fix: publish scope-level totals and retain the source mapping.

Estimates look like measured data

Problem: supplier proxies or spend-based calculations are shown without a qualification. Fix: label each estimate, state its source and uncertainty, and disclose its effect on the result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The boundary changes silently

Problem: a new facility, acquisition or outsourced operation changes the trend. Fix: document the organisational change, apply the stated consolidation method and explain any restatement or non-comparability.

Credits are netted against gross emissions

Problem: a certificate purchase makes the inventory appear lower. Fix: report gross emissions first, then identify the credit, verification basis and specific claim separately.

Green-finance claims lack a baseline

Problem: a project is described as “green” without showing what changed. Fix: define the baseline, period, indicator, attribution method and limitation before claiming impact.

Assurance begins too late

Problem: source files and approvals are reconstructed after publication. Fix: assign owners, preserve evidence and run the pre-assurance tests during data collection.
