That does not mean all cloud egress fees became illegal on September 12: providers may still charge cost-based switching and egress fees during a transition period that ends January 12, 2027. Google’s separate exit program addresses a different case—customers moving all workloads and data away from Google Cloud and terminating their agreement.
What Google announced—and what it means
Google Cloud announced Data Transfer Essentials as a no-cost solution for transfers between Google Cloud and other cloud service providers. The announcement was directed at EU and U.K. customers and dated September 10, 2025. The announcement’s description alone does not establish the service’s complete technical scope, eligibility rules, or transfer workflow. Customers should consult Google’s current service documentation and terms before relying on it for a particular workload or migration.
When the EU Data Act ends cloud switching charges
The European Commission says the EU Data Act applies from September 12, 2025. Chapter VI covers switching between data processing services, including cloud and edge services. The rules address barriers such as high egress charges, lengthy procedures, and interoperability obstacles; the Commission summarizes obligations that include contract transparency, open interfaces, machine-readable data exports, and removal of obstacles to switching. There is a three-year transition for switching and egress charges. During it, providers may charge costs incurred for switching and data egress. From January 12, 2027, providers must no longer impose switching charges, including egress charges. So the Act’s September 2025 application date was not an immediate, blanket ban on cloud egress fees.
Data Transfer Essentials and Google’s exit program are different
Google also documents an exit transfer program for customers moving all Google Cloud workloads and data to another provider or an on-premises data center, then terminating their Google Cloud agreement. It is not interchangeable with the announced multicloud service: one is described as transfers between providers, while the other is tied to a full Google Cloud exit and contract termination. Google’s exit procedures include deadlines, residency considerations, and export limitations. Review the current terms and covered-product list to determine whether a planned migration qualifies and what steps apply; do not assume that a legal right to switch makes a migration automatic.

How to decide which option fits
- You are moving data between cloud providers without ending your Google Cloud agreement: assess Data Transfer Essentials against your specific services and transfer needs using Google’s current documentation. The announcement supports the no-cost multicloud description, but not assumptions about unlisted technical details.
- You are leaving Google Cloud entirely: review the exit program’s covered products and follow its Exit Notice, Initiation Period, and Completion Notice requirements before ending the agreement.
- You are comparing fees or planning a move in the EU: distinguish Google’s own no-cost announcement from the EU-wide timetable. Cost-based switching and egress charges may continue during the transition; the Commission identifies January 12, 2027 as the end date for imposing switching charges.
