Google’s Android developer verification protections took effect in Singapore on September 30, 2026, for app installations from participating app stores on certified Android devices. Sideloading is not categorically banned: Google says unregistered apps can still be installed through Android Debug Bridge (ADB) or an advanced flow. The policy’s Singapore rollout is confirmed, but a separate claim that Singapore officials have scrutinized this specific policy is not established by the cited public statements.
What changed in Singapore—and who is affected?
Google’s first rollout phase began September 30, 2026, in Brazil, Indonesia, Singapore, and Thailand. It applies to apps installed from participating app stores on certified Android devices in those countries. Google says it plans to expand verification globally in 2027 after this initial rollout. For covered installations, an app must be registered by a developer whose identity Google has verified. Google’s Android Developer Verifier system service checks registration status. The participating stores named by Google are:
- Google Play
- HONOR App Market
- OPPO App Market
- Samsung Galaxy Store
- Palm Store
- vivo V-Appstore
- Xiaomi GetApps
The rule is tied to the country, device certification, store, and app-registration status—not simply to owning an Android phone in Singapore. Google’s Android user guidance explains the covered installations.

Can you still sideload apps?
Yes. Google says users can still install unregistered apps using ADB or an advanced flow intended for power users. That means the change is not a blanket end to sideloading, although the ordinary installation path from a participating store on a certified device requires a registered app. Google’s rollout guidance
Google’s cited guidance identifies those alternative routes but does not provide step-by-step instructions here. Users who need them should follow Google’s current official Android instructions rather than assume that every device or installation workflow behaves identically.

What Android developers need to do
Developers need to verify their identity with Google and register apps for the distribution they intend to use. Google says this is an identity check, not a review of app content or source. Matthew Forsythe, Google’s Director of Product Management for Android App Safety, wrote: “we will be confirming who the developer is, not reviewing the content of their app or where it came from.” Google’s August 2025 announcement
Apps distributed through Google Play
Google said 99% of apps on Google Play had been registered automatically in its 2026 update. Play developers should check Play Console for any apps that remain unregistered. Google also says Play Console can register apps distributed outside Play. Google Play Console Help

Apps distributed outside Google Play
Developers distributing only outside Google Play can use Android Developer Console to complete verification and registration for full distribution. The right route therefore depends on how the app reaches users, not just on whether the developer has a Play listing. Google’s developer verification guidance
Small-scale sharing for learners
Google describes a limited-distribution account for students, hobbyists, and learners. It allows an app to be shared with up to 20 devices without a government-issued ID or a fee. Google’s limited-distribution guidance

Why Google says it is adding verification
Google’s stated rationale is that verified identity can make it harder for harmful actors to use anonymity to repeatedly distribute malicious apps. In its March 30, 2026 announcement, Google said its analysis found over 90 times more malware from sideloaded sources than on Google Play. Singapore does have a separate regulatory framework for app distribution. The Infocomm Media Development Authority’s Online Safety Code of Practice for App Distribution Services took effect March 31, 2025. IMDA named Google Play among designated services and described system-level measures intended to reduce exposure to harmful content, especially for children. That code is distinct from Google’s developer identity and app-registration policy; the cited IMDA announcement does not address that policy. IMDA’s March 2025 announcement
