As of October 7, 2026, Google’s new Android developer-verification requirement is not yet being enforced in India. Its first enforcement phase began September 30 in Brazil, Indonesia, Singapore and Thailand. Google says it plans a global expansion in 2027, but has not announced India’s start date or the final list of participating stores there. This is not an India-wide ban on installing apps outside Google Play. India has a separate Play Protect fraud-protection pilot that can block some internet-sideloaded apps based on sensitive permissions.

What Google’s developer-verification rule changes

Google’s developer-verification program links app package names to a verified developer identity. The aim, Google says, is to make it harder for bad actors to distribute harmful apps repeatedly. It is a check on developer registration—not a blanket prohibition on APKs or alternative app stores.

The first enforcement phase started September 30, 2026, on certified Android devices running Android 7 or higher in Brazil, Indonesia, Singapore and Thailand. Google named seven participating stores for that phase:

  • Google Play
  • HONOR App Market
  • OPPO App Market
  • Samsung Galaxy Store
  • Transsion Palm Store
  • vivo V-Appstore
  • Xiaomi GetApps

Google says enforcement checks are delivered through Google Play services. Its current guidance says direct sideloads and stores not on that initial participant list are outside the September 2026 phase. Google plans to expand the requirement globally in 2027, but has not specified the India rollout date, local stages or final store list. What this means for Android users in India

India is not among the four countries in the first enforcement phase, so the developer-verification rule is not an immediate India-wide block on installing apps from outside Google Play. The 2027 global expansion is the relevant planned change, but its India-specific timing and implementation have not been announced in the cited Google guidance.

India does have a separate measure: Google announced an enhanced Google Play Protect fraud-protection pilot for certain apps installed from internet sources. In its October 3, 2024 announcement, Google said the pilot would gradually roll out to Android devices in India with Google Play services. That announcement describes the plan; it does not establish that the feature is active on every eligible device today. See Google’s India announcement.

When the India Play Protect pilot can block an install

In the announced pilot, Play Protect checks permissions in real time when an app is installed from an internet-sideloading source, such as a browser, messaging app or file manager. It can block an installation if the app declares any of these permissions:

  • RECEIVE_SMS
  • READ_SMS
  • BIND_Notifications
  • Accessibility

This is distinct from developer verification. The pilot’s stated trigger is an internet-sideloaded app requesting one or more listed permissions; it is not a general block on all sideloading, nor does the announcement say every app with those permissions will be blocked in every circumstance.

Can you still install APKs or apps outside the Play Store?

Yes, but the path depends on the country, rollout phase, source and developer status. Google says verified apps retain the usual install experience. Alternative app stores remain usable under its program; users installing an unverified app may need to enable an “advanced flow.” When that flow is disabled, unregistered apps cannot be installed or updated through the ordinary path.

Google describes the advanced flow as a set of safeguards rather than a quick bypass. For an unverified app, the documented process includes turning on developer mode, checking that the user is not being coached, restarting and reauthenticating the device, waiting one day, and confirming the change. Google also says unregistered apps can be installed using Android Debug Bridge (ADB), and that the existing ADB workflow is unchanged. Situation What to expect
India, as of October 7, 2026 The new developer-verification enforcement is not yet active. The separate Play Protect pilot may block some internet-sideloaded apps requesting a listed sensitive permission; availability is not established for every eligible device.
Initial enforcement countries and participating stores On certified devices running Android 7 or higher, the verification requirement applies in the first phase to the seven named stores. Unverified apps may require the advanced flow.
Direct sideload or store outside the initial participant list Google says these are outside the September 2026 enforcement phase. The planned 2027 global expansion may change the situation; India-specific details are not stated.
ADB install Google says unregistered apps can still be installed through ADB and that the existing workflow is unchanged.

How to reduce the risk of a harmful app

Google’s India advisory urges users to be particularly cautious with loan and finance apps reached through unsolicited links. It recommends getting such apps from official app stores and not granting sensitive access unless it is fundamentally needed for the app’s function. Store distribution is not a guarantee that an app is safe, so assess the developer and the requested permissions as well.

  • Be wary of an unexpected app link sent by text, messaging app or email, especially if it claims to offer a loan or financial service.
  • Pause before granting access to SMS, notifications or Accessibility. Also scrutinize requests for contacts or photos and consider whether the app’s function genuinely needs them.
  • If an installation flow asks you to disable protections or wait before proceeding, treat that friction as a reason to verify the app and its source—not as an obstacle to rush through.

What Google’s published figures do—and do not—show

Google’s announcements give context for the controls, but the figures are company-reported and do not prove that the measures have eliminated fraud or that all sideloaded apps are malicious.

  • In its 2024 India pilot announcement, Google said more than 95% of installations for major fraud-malware families it analyzed came from internet-sideloading sources. That is about those malware families, not all Android sideloads.
  • Google said Play Protect performed 200 billion app scans per day and that it had identified more than 10 million net-new malicious apps globally since introducing real-time scanning the prior year, as reported in 2024.
  • Google reported nearly 900,000 high-risk installations blocked in Singapore, describing another-country pilot results—not India results.
  • In 2025, Google said more than 115 million attempts to install sideloaded apps using sensitive permissions had been blocked in India. The cited post does not state the measurement period.

These are Google’s reported figures; they should be read with their stated scope rather than as independent measurements of the effectiveness of either policy.

How developers can check app registration

Google says Play developers can check registration status in Play Console and that Google Play automatically registers 99% of apps. Its June 2026 blog also reported that more than 99% of Play apps had been registered at that time. Those are Google’s progress figures, not a guarantee about any specific app. Developers should check their own current console status; users should rely on the app’s current installation status rather than extrapolating from an overall percentage.
