Google, Apple, Microsoft and Mozilla joined a W3C community group in 2021 to make browser extensions more consistent across platforms, with security among its goals. The initiative is work on shared technical standards—not a shared extension store, a universal review process or a safety certification. Each browser vendor continues to manage distribution and review independently.

What the browser companies agreed to do

On June 4, 2021, the W3C announced the WebExtensions Community Group, initiated by Apple, Google, Microsoft and Mozilla and opened to other browser makers, extension developers and interested participants. Its purpose was to identify common ground among browser extension platforms and work toward future standardization. The W3C’s launch announcement said the group would work toward a consistent model and common core of extension functionality, APIs and permissions.

The announcement also described an architecture intended to improve performance and resist abuse. Its guiding principles included security and privacy, alongside compatibility, portability, maintainability and predictable behavior. Those are aims for the platform and its standards work; they do not amount to a promise that every extension will be secure.

What the initiative does not do

The group did not set out to bring browser stores under one operator. The W3C announcement explicitly said extension signing and delivery would not be coordinated. As it put it: “Each browser vendor will continue to operate their extension store fully independently, with their own technical, review, and editorial policies.”

That independence matters in practice. An extension’s acceptance by one store does not mean another store has reviewed or approved it, and participation in standards work is not an endorsement of any particular extension. The group also said it would not specify every aspect of existing platforms; browser makers could continue to develop browser-specific APIs.

Does the group check whether extensions are safe?

No. The W3C group works on shared technical standards; it is not an extension-review body. Individual browsers and their stores set and operate their own processes. Google says Chrome Web Store policies guide its reviews. Mozilla describes technical security review and, for extensions with Recommended status, ongoing automated checks, monitoring and periodic review. These are separate vendor programs, not a common W3C safety test.

For a specific extension, check the store for the browser you use and read the permissions it requests. Review the developer and the extension’s purpose as well. Common APIs can make an extension easier to adapt across browsers, but compatibility is not proof of safety or a substitute for checking what the extension can access.

Will one extension work in Chrome, Safari, Firefox and Edge?

The standards effort can make cross-browser development more consistent, but it does not guarantee that an extension will work identically—or be available—in every browser. API coverage and behavior can differ, vendors may offer browser-specific capabilities, and each browser controls its own packaging and distribution.

Safari illustrates the difference between shared formats and identical distribution

Apple says Safari Web Extensions use JavaScript APIs and common formats associated with Chrome, Firefox and Edge. But Safari extensions are packaged as app extensions and distributed through Apple’s App Store process, using tools including Xcode. Standards work continues, but implementation can change

The W3C’s 2026 WebExtensions Working Group charter describes a mission to specify a common core of cross-browser extension APIs and work with the Community Group. A charter sets the group’s scope; it does not establish that a final standard is complete or that browsers have implemented identical behavior.

Browser platforms also evolve on their own schedules. In an announcement dated August 7, 2026, Microsoft said Edge would begin moving consumers away from Manifest V2 (MV2) that month, aimed to complete the transition by the end of 2026, and planned enterprise deprecation for early 2027. Microsoft also reported that 95% of the top MV2 extensions on the Edge Add-ons website had moved to Manifest V3 (MV3). These are Microsoft’s dated progress figure and announced timetable, not an independent count of every extension or a guarantee that a particular extension will remain available. What to check before installing an extension

  • Use the store for your browser. Store policies and review processes are independent, so verify the listing where you plan to install it.
  • Read the requested permissions. Consider whether access to sites or data is necessary for the extension’s stated purpose.
  • Check browser and version support. A shared API model does not guarantee identical features or ongoing availability, especially as platforms change.
  • Do not treat compatibility as a safety seal. Standards work may help portability, but it does not certify an extension or replace the browser’s own review process.
