GlobalFoundries did not announce a permanent cancellation of every 7nm-related activity on August 27, 2018. Its exact wording was that the company was putting its 7nm FinFET program “on hold indefinitely.” It redirected development resources toward 14/12nm FinFET derivatives and other differentiated technologies, while restructuring R&D teams and reducing its workforce.

What GlobalFoundries announced

In its August 27, 2018 announcement, GlobalFoundries said it would place its 7nm FinFET program “on hold indefinitely.” That describes an open-ended pause, not a dated restart plan or an explicit declaration that all 7nm work had been permanently cancelled.

The company presented the move as a shift in its technology portfolio and allocation of development resources. It said R&D teams would be restructured and the change would involve workforce reductions, while a significant number of technologists would be redeployed to 14/12nm derivatives and differentiated offerings.

Why the company said it was changing direction

GlobalFoundries argued that many fabless customers wanted greater value from each process generation, and that fewer were designing at the outer limits of Moore’s Law. It said process platforms could serve multiple waves of applications and remain useful for longer. That was the company’s rationale for its own roadmap decision, not an independently measured description of the entire semiconductor market.

Then-CEO Tom Caulfield put the reasoning this way: “This industry dynamic has resulted in fewer fabless clients designing into the outer limits of Moore’s Law.” The release also quoted Gartner research vice president Samuel Wang: “While the leading edge gets most of the headlines, fewer customers can afford the transition to 7nm and finer geometries.” Wang’s comment was included in GlobalFoundries’ corporate announcement.

How the 2018 pivot differed from the 7LP roadmap

GlobalFoundries had described a much more ambitious leading-edge path for its 7nm Leading-Performance (7LP) process in a June 2017 roadmap announcement. Its stated schedule anticipated first customer products in the first half of 2018 and a volume ramp in the second half. Those were planned milestones, not evidence that customer products or volume production were achieved.

The planned 7LP manufacturing path initially used optical lithography, with a later migration to EUV when the technology was ready for volume manufacturing, according to the company’s 2017 technical-platform announcement. The 2018 hold announcement is the relevant source for the subsequent decision.

What AMD disclosed about sourcing

AMD’s Form 10-Q for the quarter ended September 29, 2018 documented one significant customer response. AMD reported that GlobalFoundries had put its 7nm program on hold indefinitely. AMD said it was focusing the breadth of its 7nm product portfolio on TSMC’s 7nm process and was discussing modifications to its wafer-supply agreement with GlobalFoundries. The filing records AMD’s portfolio and sourcing position at that time; it does not establish what every GlobalFoundries customer did.

Did GlobalFoundries cancel 7nm?

The supported answer is that GlobalFoundries announced an indefinite hold on its 7nm FinFET program in 2018. The cited announcement establishes that decision, but does not establish whether the company later restarted the program or formally cancelled it. “On hold indefinitely” is therefore more precise than saying the company permanently cancelled every 7nm-related activity.
