Short answer: A refinery disruption mainly affects vehicles that use the fuel in short supply. Gasoline-production or gasoline-distribution problems primarily affect conventional gasoline cars, most hybrids and gasoline plug-in hybrids. Distillate or diesel problems primarily affect diesel cars, pickups, commercial trucks, buses, locomotives, marine engines and diesel equipment. One outage can affect both fuels because refineries make several products, but the severity and timing depend on the failed refinery processes, inventories, pipelines, local fuel specifications and replacement supplies.
A higher price is usually the first signal. A physical shortage occurs only when available inventories and incoming shipments cannot cover local demand. That is why drivers in one state can face empty pumps or sharp price increases while motorists elsewhere see little change.
What a refinery disruption actually changes
Refineries process crude oil into a group of products rather than a single fuel. The U.S. Energy Information Administration (EIA) says a typical U.S. barrel produces about 19–20 gallons of motor gasoline and 11–13 gallons of distillate fuel, most of which is sold as diesel. Those yields are averages, not guarantees for every refinery or crude blend.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsRefineries have limited ability to shift their product mix quickly. If a fire, hurricane, unplanned shutdown or seasonal maintenance takes capacity offline, buyers must replace the missing gasoline, diesel or both with inventories, pipeline shipments, imports or product from another region. The equipment that is unavailable determines which products are reduced and in what proportions.

The market impact normally develops in stages:
- Replacement buying raises prices. Wholesalers bid for available barrels from nearby terminals and other regions. Retail prices can rise even while every station still has fuel.
- Logistics become the constraint. Pipelines, terminals, truck fleets and marine deliveries have finite capacity. A region may have fuel elsewhere in the country but no practical way to receive it quickly.
- Retail availability tightens. If inventories fall faster than replacement cargoes arrive, stations may limit sales, experience intermittent outages or run dry.
EIA specifically identifies hurricanes, fires, seasonal maintenance and other refinery disruptions as causes of higher petroleum-product prices. A price spike therefore does not prove that a nationwide shortage exists; it can reflect a local scramble for replacement supply.
Which vehicles depend on gasoline?
Conventional gasoline cars and SUVs
Vehicles with spark-ignited gasoline engines are directly exposed when motor-gasoline production, transportation or storage is constrained. A gasoline-specific disruption raises the price of regular, mid-grade or premium gasoline and can reduce the number of functioning gasoline pumps in the affected area. Diesel availability does not solve that problem because a gasoline engine is not designed to run on highway diesel.
Hybrids
Most hybrids still use a gasoline engine, so they remain exposed to a gasoline disruption even though their electric motor reduces fuel consumption. The U.S. Department of Energy (DOE) Alternative Fuels Data Center identifies gasoline as the fuel used by most vehicles, including hybrids. A hybrid may need fewer gallons per week than a conventional SUV, but it still depends on gasoline for its combustion engine.

Gasoline plug-in hybrids
A plug-in hybrid can drive some miles on electricity, but its combustion engine generally uses gasoline. Charging can reduce immediate gasoline demand when the battery has usable energy and a charger is available; it does not make the vehicle independent of gasoline during a prolonged disruption. The affected fuel at a gasoline pump remains gasoline.
Which vehicles and equipment depend on diesel?
Diesel cars and pickups
Diesel passenger cars and pickup trucks are exposed to shortages of highway diesel, commonly called ultra-low-sulfur diesel (ULSD) in the United States. Gasoline cannot be used as a substitute in a diesel vehicle. Using the wrong fuel can cause mechanical damage, so a gasoline shortage does not make diesel vehicles safer or easier to fuel.
DOE describes the basic engineering distinction this way:

Commercial trucks, buses and other highway vehicles
Heavy-duty trucks, delivery fleets, school and transit buses, and many emergency and service vehicles use highway diesel. A regional diesel disruption can therefore affect freight movement and public services even when gasoline stations remain supplied. Fleet operators may feel the impact before private drivers because their vehicles consume large volumes and must refuel on fixed schedules.
Locomotives, marine engines and nonroad equipment
Construction machinery, agricultural equipment, locomotives, marine engines and other off-road diesel equipment use distillate products under fuel rules that can differ from highway requirements. The applicable rule depends on the equipment, location and date. A waiver that expands supply for one category does not automatically authorize the same fuel for every diesel engine.
Highway diesel is not interchangeable with gasoline
EPA states that after 2010 all highway diesel fuel supplied to the market must be ULSD and all highway diesel vehicles must use ULSD. That requirement is why a gasoline shortage cannot be solved by diverting gasoline to diesel drivers, and why a diesel waiver does not turn gasoline into an acceptable diesel fuel.
Fuel labels and legal requirements matter during a disruption. A station may have a distillate product intended for nonroad use, but that does not establish that it is legal or suitable for a modern highway vehicle. Read the pump label, follow the vehicle manufacturer’s fuel specification and check whether any emergency order identifies your vehicle or equipment as eligible.

Gasoline and diesel exposure compared
| Disrupted product | Vehicles and equipment most exposed | What the disruption means | Can the other fuel substitute? |
|---|---|---|---|
| Motor gasoline | Conventional gasoline cars and SUVs; most hybrids; gasoline plug-in hybrids | Gasoline prices may rise or gasoline pumps may become unavailable in the affected supply region. | No. Diesel is not a gasoline-engine substitute. |
| Highway diesel/ULSD | Diesel cars, pickups, commercial trucks, buses and other highway diesel vehicles | Diesel prices or availability tighten; freight and fleet operations can be affected. | No. Gasoline is not an approved substitute for a diesel engine. |
| Nonroad or other distillate | Construction, agricultural, locomotive and marine diesel equipment, subject to the applicable rule | Equipment exposure depends on the product specification, location and any temporary waiver. | Not automatically. Eligibility must be established by the relevant fuel rule or order. |
| Gasoline and diesel together | Vehicles in a region supplied by the same disrupted refinery, pipeline, terminal or import route | Both products can tighten, but not necessarily by the same amount or at the same time. | No. Each engine still requires its specified fuel. |
How one refinery outage can affect both fuels
A refinery normally produces gasoline and distillate in the same overall operation. If the outage removes a shared part of the process, cuts crude throughput or affects storage and shipping, both products may be reduced. The loss is not necessarily proportional to the average barrel yield: the affected equipment and the refinery’s product configuration determine the actual mix.
Even when both products are reduced, inventories can cushion one fuel more effectively than the other. A region may hold several weeks of gasoline but much less diesel, or it may have a pipeline route that can bring gasoline but not the required diesel specification. Retail effects can therefore diverge: gasoline prices might rise modestly while diesel deliveries become intermittent, or the reverse.
Replacement supply also arrives in product-specific batches. A tanker carrying gasoline meeting one region’s formulation cannot simply replace a diesel cargo, and a diesel shipment cannot be redirected to gasoline pumps. The result is a fuel-by-fuel response rather than one universal “fuel shortage.”

Midwest dependence on Gulf Coast shipments
The Midwest normally produces enough petroleum products for its own demand, but it also relies on replacement supplies from the Gulf Coast during disruptions. EIA reported that about 300,000 barrels per day of gasoline, diesel and jet fuel moved from the Gulf Coast to the Midwest from January through November 2023. If a refinery outage coincides with a pipeline restriction or terminal problem, the region can lose that balancing supply even when national inventories appear adequate.
West Coast constraints and local specifications
EIA has reported large gasoline price swings after West Coast outages because that region has limited refinery capacity and relatively few quick sources of gasoline that meet local specifications. A product available elsewhere may require a different formulation or a longer marine journey before it can be sold there. Distance, port capacity and specification rules can make a local outage much more severe than its national volume would suggest.
Pipelines, terminals and imports
Drivers are supplied by a connected but segmented system. Crude and finished products move through pipelines, ships, rail, trucks and storage terminals. A refinery can be operating while a downstream pipeline or terminal is unavailable, creating the same retail symptoms as a refinery outage. Conversely, a refinery shutdown may have little local effect if inventories are high and replacement imports can arrive before stations run short.

Regional fuel specifications add another filter. Seasonal gasoline requirements and state or regional emissions standards can limit which replacement barrels are legal to sell. The relevant question is not simply whether fuel exists somewhere, but whether the correct product can reach your area in time.
Emergency fuel waivers: what they change
EPA works with DOE to respond to refinery and pipeline disruptions by issuing temporary waivers of specified fuel standards, particularly when emergency-vehicle supplies could be threatened. A waiver broadens the legal supply pool for the fuel, place, equipment and dates named in the order. It does not create additional refinery capacity or guarantee that a station has fuel.
The October 20, 2026 Texas example
On October 20, 2026, EPA temporarily lifted certain ULSD and Texas low-emission-diesel requirements in Texas. The action allowed higher-sulfur diesel for certain older diesel vehicles and nonroad equipment originally designed and certified for that fuel. Requirements for newer engines that need ULSD remained in effect.
This example illustrates four limits that apply to waivers generally:
- Fuel limit: The order may cover diesel or a particular gasoline standard, not every petroleum product.
- Geographic limit: A Texas waiver does not automatically apply in another state.
- Eligibility limit: Older equipment named in the order may qualify while newer engines do not.
- Time limit: The relaxed standard applies only during the dates stated by EPA.
Do not infer from a waiver that all diesel at every pump is interchangeable, that gasoline vehicles can use diesel, or that a station must have the waived product in stock.
What the 2026 inventory data imply
EIA’s September 9, 2026 Short-Term Energy Outlook forecast U.S. distillate inventories below 100 million barrels in September and below the 2021–2025 five-year low through the end of 2026 and most of 2027. In the week ending September 25, 2026, EIA reported distillate inventories 13% below the 2021–2025 five-year average and gasoline inventories 7% below that average.

Those figures indicate tighter diesel conditions at that time, which can make a diesel outage harder to absorb. They are not a prediction that every refinery disruption will produce a diesel shortage everywhere. Local storage, imports, pipeline access, refinery maintenance schedules and fuel specifications still determine what drivers see at a particular station.
A practical way to assess your own exposure
- Identify the fuel your vehicle is certified to use. Check the fuel-door label and owner’s manual. Classify the vehicle as gasoline, diesel highway, hybrid, gasoline plug-in hybrid or nonroad diesel equipment.
- Determine which product is actually constrained. Look for an official notice that identifies gasoline, highway diesel/ULSD, another distillate product or multiple fuels. A report that only says “refinery outage” is incomplete until the affected products are known.
- Check the supply geography. Find out whether your area is served by the disrupted refinery, pipeline, terminal or import route. A facility in another region may have little effect if your normal suppliers have inventory and alternate transport.
- Separate price movement from physical availability. A rapid price increase usually means buyers are securing replacement barrels. Empty pumps, purchase limits or repeated station outages indicate a tighter physical situation.
- Confirm the local specification. Replacement fuel must meet the gasoline or diesel standard required in your state and for your vehicle. A product described as “diesel” is not automatically legal for every highway engine.
- Read any emergency waiver in full. Verify fuel type, counties or state, covered equipment, sulfur or emissions limits and expiration date. If your vehicle is not named or clearly eligible, continue using the normal specification.
Common disruption scenarios
Gasoline shortage with normal diesel supply
Gasoline cars, hybrids and gasoline plug-in hybrids face higher prices or difficulty finding fuel. Diesel pickups, trucks and buses may continue operating normally if their diesel supply chain is separate and adequately stocked. A station can have diesel available while its gasoline tanks are empty because the products arrive in different deliveries.
Diesel shortage with gasoline available
Diesel cars, commercial fleets and nonroad equipment bear the direct impact. Gasoline vehicles may see little immediate availability change, although a shared refinery or transport disruption can eventually affect both products. Do not put gasoline in a diesel vehicle merely because gasoline pumps are working.
Both products constrained
When a refinery, pipeline or terminal supplies both fuels and replacement logistics are limited, gasoline and diesel prices can rise together. The percentage change and retail timing can still differ because inventories and product specifications are different.
Waiver active for selected diesel equipment
An eligible older machine may legally use the temporarily relaxed fuel while a newer highway vehicle remains required to use ULSD. The waiver expands what that specified equipment may buy; it does not make every diesel product suitable for every engine.
Mistakes that make a disruption worse
- Assuming a national shortage from a local price spike. Compare local station conditions with the affected supply region and official inventory reports.
- Treating gasoline and diesel as interchangeable. Engine design and EPA requirements prohibit that assumption.
- Ignoring hybrid fuel use. A hybrid’s electric motor reduces gasoline consumption but does not remove its gasoline requirement.
- Using a waiver as a blanket exemption. Check the order’s vehicle, equipment, location and date conditions.
- Confusing nonroad and highway diesel. A fuel allowed for specified construction, agricultural, locomotive or marine equipment may not meet the ULSD requirement for a highway vehicle.
What determines whether your pump is affected
The decisive chain is product, equipment, geography and timing. First, the vehicle must need the product that is constrained. Second, the disrupted facility or transport route must supply your area. Third, local inventories and replacement shipments must be insufficient to bridge the outage. Finally, the available replacement fuel must meet the specification for your engine. If any link is different, two drivers in the same city can experience different prices or availability, and a gasoline problem does not automatically become a diesel problem.
