A disc gives you possession of a physical item, but it does not guarantee that the game will install, authenticate, update, or keep working indefinitely. The terms, technical dependencies, and consumer law that apply to your purchase all matter.
What does it mean to “own” a game?
The word own can describe several different things. They are related, but one does not automatically include the others:

- Copyright: The intellectual property in a game is generally controlled by its creator or rights holder. Buying a copy does not ordinarily transfer that copyright to the buyer.
- Physical possession: If you buy a disc, you possess that particular piece of media. That does not necessarily give you a right to reproduce or distribute the game.
- A license: The publisher’s or store’s terms set out what you may do with the game and any conditions on your use.
- A platform entitlement: A storefront account may record that you can access a game. Access can depend on that account, the storefront, and the terms governing them.
- Practical ability to play: A game may require a launcher, internet connection, authentication, updates, or publisher-run servers, regardless of whether you have a disc or a digital entitlement.
So, “Do I actually own digital games?” has no single answer unless you specify which kind of ownership you mean. For digital purchases, the license and entitlement are usually more useful questions than the storefront’s use of words such as “buy” or “purchase.”
How a digital purchase, subscription, and disc differ
The format alone does not settle how long a game will be accessible or what it takes to play. Check the particular game and platform against these factors:

These are questions to verify, not guarantees attached to a format. In particular, the word “disc” does not establish that the complete game is on the media or that it will work without a publisher’s service.
Is buying a game the same as buying a license?
Often, a digital store transaction gives you a right to use the game under stated terms rather than ownership of the software itself. The precise wording and consequences depend on the publisher, store, game, and jurisdiction.
For example, Blizzard Entertainment’s EULA, last revised March 21, 2024, says: “Your use of the Platform and the Games is licensed, not sold to you.” The agreement also says that no title or ownership is transferred. That is Blizzard’s contract language; it is not a universal rule for every publisher or a complete statement of any buyer’s statutory rights.

Before paying, look beyond the checkout button. The terms can address how long access lasts, when it can be suspended or terminated, what account is required, and whether any transfer is permitted. Consumer-law rights may also affect what a contract can require or what remedies are available.
Can Steam remove a game you bought?
“Remove” can mean different things: a game might stop being sold to new customers, disappear from a catalogue, become inaccessible through an account, or stop working because a required service has ended. A delisting by itself does not establish what happens to existing buyers’ access. Nor does the fact that a game appears in your library prove that every feature will remain playable indefinitely.
Steam Support says that Steam account ownership cannot be transferred, and that buying, selling, trading, or gifting an account violates the Steam Subscriber Agreement. That statement concerns Steam accounts; it should not be read as a rule for every platform or as a complete answer about every game entitlement. To understand a specific game’s status, check the current Steam and publisher terms, the game’s online requirements, and any notice about the particular access change.

Does a disc guarantee that you can keep playing?
No. A disc gives you the physical item, but a game can still require a large download, an account, online activation, updates, or servers for some or all of its functionality. If the game relies on a publisher-operated service, keeping the disc cannot recreate that service. The European Commission noted on June 16, 2026, that “Modern video games often rely on publishers’ servers to function.”
Before buying a physical edition, check whether the playable core game is actually on the disc, whether installation needs a download, and whether the features you care about depend on online services. Those details can matter more to long-term playability than the packaging format.
What happens when a game’s servers shut down?
The practical result depends on the game. A shutdown may affect online multiplayer, authentication, cloud features, or the ability to start the game at all. An offline mode may continue to work if the game supports it and does not require the unavailable service to launch. Check the publisher’s shutdown notice and the game’s current technical requirements rather than assuming every feature will stop—or remain available.

Legal consequences are a separate question. In a June 5, 2024 answer about delisted or disabled games, the European Commission said EU consumer law requires transparency about material aspects of an offer and provides remedies for lack of conformity, but does not specify a universal duration for supplying online video games. It described conformity remedies while noting that national courts and administrative authorities handle individual cases. A shutdown alone therefore does not establish whether a particular seller has violated the law; the offer, terms, facts, and national implementation matter.
On June 16, 2026, the Commission said it could not then propose a legal obligation to keep games playable after commercial support ends. It discussed existing consumer protections and possible proportionate refunds, and said it would engage consumers and publishers by the end of 2026 to explore industry standards following the Stop Destroying Videogames European Citizens’ Initiative. That was the Commission’s position and stated plan on that date, not a guarantee of a future legal requirement or a final outcome.

European Union
The EU Consumer Rights Directive sets pre-contract information requirements for consumer-trader contracts, including information about digital content’s functionality and interoperability, and regulates online withdrawal rights. The rules apply as implemented in EU law; the precise rights and remedies in a dispute can depend on the national implementation and circumstances. The Commission’s statements about game supply do not create a single EU-wide promise that every online game will be available for a fixed period.

California
California Business and Professions Code § 17500.6, effective January 1, 2025, restricts using “buy,” “purchase,” or similar ownership-implying terms for certain revocable digital goods unless specified disclosures are made. Covered goods include digital applications or games. The law has an exception where the seller makes the good available for permanent offline download to external storage for use without internet access.
This is a disclosure rule, not a transfer of game copyright or a promise that online features will be supported indefinitely. Its scope is California law; it should not be generalized to buyers elsewhere.

What to check before you pay
- Find the applicable terms. Read the publisher’s license and the store or subscription agreement. Look for duration, suspension or termination rules, account requirements, transfer restrictions, and the refund procedure.
- Check technical dependencies. Look for a required launcher, DRM or authentication checks, minimum online requirements, and reliance on publisher servers. Confirm whether offline play is supported and what works without a connection.
- For a disc, verify what is on it. Check whether the core game is on the media, whether installation requires a download, and whether the modes you want rely on online services.
- Review local consumer information. In the EU, review the pre-contract details about digital-content functionality and interoperability. In California, look for the required license disclosure when a revocable digital good is marketed using ownership-implying terms.
- Keep only what the terms permit. A portable SSD or USB drive can help retain an installer only if the store permits permanent offline downloading. Storage does not remove DRM, restore a server, or turn an online-only game into an offline one.
