From 1 April 2026, an Indian food business chooses its FSSAI authorisation primarily by turnover: registration applies up to ₹1.5 crore, a State licence above ₹1.5 crore and up to ₹50 crore, and a Central licence above ₹50 crore. The revised bands replace the older limits. A restaurant, delivery-only cloud kitchen, home kitchen selling food, or seller supplying a quick-commerce platform must still match its authorisation to every premise and activity, maintain food-safety controls, and keep evidence ready for inspection.
FSSAI licences and registrations now have perpetual validity unless suspended, cancelled or surrendered. “Perpetual” removes routine renewal, not the duty to operate hygienically, keep records, display valid credentials and comply with inspections and other laws.
2026 FSSAI categories at a glance
Use the table as the starting point, then check whether the specific activity has an additional criterion in FoSCoS. Turnover is not the only consideration: the products handled, risk profile, activity type and premises can affect the authorisation required.
| Authorisation | Turnover band for applications from 1 April 2026 | Typical use | Important qualification |
|---|---|---|---|
| FSSAI registration | Up to ₹1.5 crore | Small restaurants, home-based food businesses and small food sellers | Activity-specific criteria in FoSCoS still apply. |
| State licence | Above ₹1.5 crore and up to ₹50 crore | Growing restaurants, larger cloud kitchens and regional operators | The authorisation is tied to the relevant premises and endorsed activities. |
| Central licence | Above ₹50 crore | Large operators and businesses that fall under Central-licence categories | Check the activity and product criteria in FoSCoS rather than relying on turnover alone. |
The March 2026 order makes these thresholds effective on 1 April 2026 and supersedes the earlier criteria. Guides that still present ₹12 lakh as the general registration ceiling are describing the previous system, not the current one.

Identify every business activity and premise first
FSSAI compliance begins with a map of the business, not with a form. List each place where food is prepared, stored, packed, dispatched or sold, and identify who controls each step.
Restaurants with dine-in, takeaway or delivery
FoSCoS treats a restaurant as a food-service operation that prepares and serves food. Takeaway and delivery can be part of the same restaurant activity. Record the kitchen, dining or service area, storage rooms and any separate dispatch location. If a restaurant has more than one physical premise, do not assume that one authorisation automatically covers every address.
Delivery-only and cloud kitchens
A cloud kitchen does not avoid FSSAI requirements because customers never enter the premises. Its kitchen is a food-business premise, and the operator should obtain the authorisation matching its turnover and activities. A home kitchen selling meals or packaged food should be assessed in the same way: the residential address is still the place where food is produced or handled.

Quick-commerce and other online sellers
E-commerce is a recognised food-business category. Separate the seller’s obligations from the marketplace’s obligations. The seller that manufactures, packs, stores or supplies the food needs its own valid FSSAI registration or licence and compliant labels. The platform or e-commerce food business operator (FBO) has additional duties for how sellers and products are presented online.
Multiple premises and multiple states
FoSCoS allows one premise to have one FSSAI licence or registration on which multiple kinds of business can be endorsed. That does not turn a chain of outlets into one premise. Separate premises generally require separate authorisations. An operator active in more than one state should declare one head office and obtain the required authorisations for the other locations. Include kitchens, warehouses, dark stores, delivery hubs and any other food-handling site in the map.
How to apply through FoSCoS
- Map the scope. Write down every address, business activity, product category, storage point and online sales channel. Decide whether the applicant is the proprietor, company, partnership or another legal entity and use the same details consistently in supporting records.
- Select the current category. Apply the 2026 turnover bands and then review the activity-specific criteria shown in FoSCoS. Do not select a category solely because an older article says the business is “small.” A product or activity rule can require a different authorisation.
- Prepare evidence. Gather proof of possession and address for each premise, the business and applicant details, turnover information, the activities to be endorsed and the products handled. Keep clear scans of every document and make sure the address and legal name match the application.
- Submit on FoSCoS and pay. Complete the official portal’s application flow, upload the requested documents and pay the applicable government fee shown by the portal. Save the application reference, payment receipt and uploaded document set in the compliance file.
- Respond to scrutiny or inspection. Monitor the application status and answer any query within the stated time. If an inspection is scheduled, make the actual operating premise, equipment, records and staff available; do not prepare a paper-only location that differs from day-to-day operations.
- Display and control the credential. Once issued, keep the registration or licence available at the premise and use the correct number wherever the law or platform listing requires it. For a chain, maintain a register showing which authorisation belongs to each address.
- Update when the business changes. Adding a premise, changing activities, moving a kitchen, changing the legal entity or materially changing products can require an amendment or a new authorisation. Perpetual validity does not make an outdated address or activity description acceptable.
Operational hygiene controls inspectors will expect
The authorisation is only one part of compliance. FSSAI’s hygiene requirements and risk-based inspection approach require controls that work during normal production, peak orders and delivery preparation.

Premises, layout and equipment
- Keep food areas in a condition that prevents contamination and permits effective cleaning.
- Maintain food-contact equipment and utensils so they are suitable for the food handled, in good repair and cleaned between uses.
- Separate raw materials, ready-to-eat food, chemicals and waste to prevent cross-contamination.
- Control access to production and storage areas, including temporary staff and delivery personnel.
Water and personal hygiene
- Use water appropriate for the intended food operation and retain relevant checks or supplier evidence.
- Provide hand-washing facilities and enforce hand hygiene before food handling and after contamination risks.
- Keep illness reporting, protective clothing and personal-hygiene instructions documented and understood by staff.
Cleaning and pest control
- Maintain a written cleaning schedule naming the area, method, frequency, responsible person and verification.
- Store cleaning chemicals away from food and label containers clearly.
- Use a pest-prevention and monitoring programme; retain service reports, findings and corrective actions.
Receiving, storage and temperature control
- Check incoming food for condition, packaging, dates, temperature where relevant and supplier details.
- Keep chilled, frozen, dry and ready-to-eat food in the conditions specified for the product.
- Record refrigerator, freezer, hot-holding and dispatch checks where temperature control is part of safety.
- Apply stock rotation and quarantine procedures for damaged, expired or suspect products.
Allergens, waste and traceability
- Identify allergen ingredients and prevent mix-ups during storage, preparation, packing and online description.
- Keep waste covered, remove it frequently and prevent waste routes from contaminating food areas.
- Maintain supplier, batch, production and dispatch information sufficient to trace a product and execute a recall.
Perpetual validity does not remove any of these duties. FSSAI’s March 2026 FAQ expressly says a licence remains valid unless suspended, cancelled or surrendered while hygiene, safety and inspection obligations continue.
Put a qualified person in charge of production
FoSCoS states that the person supervising production should have a relevant recognised qualification in food technology, food science, microbiology, veterinary science, hotel management or another discipline connected with the business. Assign that responsibility in writing. Keep the supervisor’s qualification, role description, induction and refresher-training evidence with the licence file. A nominal name on the application is not a substitute for competent day-to-day supervision.

Online listing and quick-commerce requirements
Seller responsibilities
A seller remains responsible for the food it makes, packs, stores or supplies even when orders arrive through an app. Product information must comply with the Food Safety and Standards (Labelling and Display) Regulations, 2020. Check the physical label and the digital product page for consistent product name, ingredients and required declarations. Keep the seller’s valid FSSAI number associated with the correct legal entity and premise.

FSSAI’s December 2024 direction states: “It is reiterated that no e-commerce FBO shall list any food business operator [seller] on its platform without displaying their valid FSSAI License or Registration.” A platform should therefore verify the seller’s credential before activation, display the valid number, monitor expiry or invalidation status and remove or block a listing when the seller no longer has a valid authorisation. Platforms are encouraged to show seller licence numbers and hygiene ratings where applicable.

What a quick-commerce operator should audit
- Every seller and private-label manufacturer has a current, matching authorisation.
- Each dark store, warehouse or dispatch hub handling food is included in the operator’s premise map.
- Digital labels and product descriptions match the packaged product.
- Cold-chain and delivery-time controls are defined for temperature-sensitive products.
- Complaints, withdrawals and recalls can be traced to a seller, batch and dispatch location.
Local permissions are separate from FSSAI
An FSSAI authorisation does not replace municipal trade, fire, building, waste, labour or local-health permissions. Requirements vary by state, city, premises and business model. Before opening or expanding, ask each relevant local authority which approvals apply to the address and activity, and keep those approvals in the same site file. A cloud kitchen can be FSSAI-compliant yet still unable to operate lawfully if its building-use, fire or municipal permissions are missing.
Model-specific checklists
Restaurant
- Map dining, kitchen, storage and delivery-dispatch areas.
- Select the category using turnover and the restaurant activity in FoSCoS.
- Control receiving, cooking, cooling, hot holding, service and takeaway packing.
- Display the authorisation and retain staff, cleaning, pest and temperature records.
Cloud or home kitchen
- Identify the residential or commercial production address as the food-business premise.
- Document menu or product categories, suppliers, storage capacity and dispatch method.
- Separate household activity from commercial ingredients, utensils, storage and waste controls.
- Verify that delivery packaging, allergen information and online descriptions match the food supplied.
Quick-commerce seller
- Confirm the seller’s legal name, premise and FSSAI number before onboarding.
- Keep labels compliant and send current product data to every platform.
- Track stock, batch, temperature and returns across warehouses and dark stores.
- Maintain a contact path for complaints, withdrawals and recalls.
Common compliance failures and practical fixes
| Failure | Why it causes trouble | Fix |
|---|---|---|
| Using the old ₹12-lakh registration limit | The application may be placed in the wrong category after 1 April 2026. | Reassess with the 2026 bands and the activity criteria shown in FoSCoS. |
| One authorisation copied across outlets | Separate premises generally need separate authorisations. | Maintain a premise register and obtain the required authorisation for each location. |
| Listing a seller before verification | The e-commerce FBO can breach FSSAI’s explicit listing direction. | Verify and display a valid seller licence or registration before activation. |
| Assuming perpetual validity means “no compliance” | Hygiene, records and inspections continue; a licence can be suspended or cancelled. | Run scheduled internal checks and correct deficiencies promptly. |
| Paper records that do not match operations | Inconsistent logs undermine confidence during scrutiny or inspection. | Record checks at the time of receiving, cleaning, temperature monitoring and dispatch. |
| Ignoring local approvals | FSSAI approval does not authorise building use, fire arrangements or municipal activity. | Obtain and track every state, city and premises-specific permission separately. |
What to review every month
- Compare actual turnover, products and activities with the category and endorsements on each authorisation.
- Reconcile the premise list with leases, warehouses, dark stores and delivery hubs opened or closed during the month.
- Sample receiving, temperature, cleaning, pest, complaint and corrective-action records for completeness.
- Check that online listings show the correct seller and valid FSSAI number and that labels have not changed without review.
- Test one traceability or recall scenario from supplier through customer dispatch.
- Review local permits, supervisor coverage and staff training after any change in premises, menu, equipment or ownership.
Bottom line
For restaurants, cloud kitchens and quick-commerce sellers, compliance is a system: classify the business under the 2026 turnover rules, authorise every relevant premise, operate documented hygiene controls, appoint competent supervision, keep traceable records and make online seller information accurate. Perpetual validity simplifies renewal administration, but it does not reduce the standard of food safety or the consequences of operating outside the authorisation.
