France’s National Assembly Finance Committee adopted an amendment on 9 October 2026 that would require certain France-connected taxpayers and entities to declare directly held crypto-asset wallets worth at least €100,000 at 31 December. The measure targets wallets not held with a crypto-asset service provider. It is still part of the 2027 finance bill and is not enacted law.
What the amendment would require
Amendment I-CF821 would add a paragraph to Article 1649 bis C of the French General Tax Code. The people and legal entities already covered by that article would have to report wallets they hold directly when those wallets are not held with a crypto-asset service provider.
The threshold is €100,000 or more in total crypto-assets, measured on 31 December of the reporting year. Exactly €100,000 would qualify; the proposal is not limited to values above €100,000. The amendment’s text uses euros, so the “$112K” figure in headlines is only an approximate exchange-rate conversion and is not the legal threshold.
What “self-hosted” means here
The proposal concerns wallets directly held by the taxpayer or entity rather than an account maintained by a crypto-asset service provider. It is therefore aimed at self-hosted or otherwise directly controlled wallet arrangements, not every crypto holding a person may have. The amendment does not establish a blanket declaration of all assets held through exchanges or other providers.

How value would be measured
The legally specified measurement point is 31 December. The amendment does not, in the material available, set out a detailed pricing source, treatment of multiple tokens, valuation of illiquid assets, or a form for aggregating wallets. Those details would need to be supplied by later legislation or implementing rules if the proposal becomes law.
Is this already a French reporting obligation?
No. The Finance Committee’s action advances the amendment but does not enact it. I-CF821 was filed on 3 October 2026 and recorded as adopted by the committee on 9 October during first reading of the 2027 finance bill. The bill still has to proceed through the remaining parliamentary stages, and its wording could change or fail to become law.

Until an enacted provision and applicable implementation rules exist, it is inaccurate to say that France now requires a €100,000 self-hosted-wallet declaration. The proposal’s final effective date, declaration form, filing deadline and valuation methodology are not established.

| Regime | Who reports | What is covered | Threshold or period | Status and timing |
|---|---|---|---|---|
| Current Article 1649 bis C | Specified France-domiciled or France-established persons and entities | References to certain crypto-asset portfolios held with foreign providers, plus certain non-fungible crypto-assets held or used abroad | No €100,000 self-hosted-wallet threshold established by the cited provision | Current statutory framework |
| Proposed I-CF821 amendment | Persons and entities already within Article 1649 bis C | Directly held wallets that are not held with a crypto-asset service provider | At least €100,000 in total value on 31 December | Committee-adopted proposal in the 2027 finance bill; not enacted |
| Crypto-service-provider reporting under Articles 1649 AC bis and following | Crypto-asset service providers | Provider-reported transactions covered by the reporting framework | Transactions made from 1 January 2026; providers file before 15 June of the following year | Separate framework applying to reportable 2026 transactions in 2027 |
The existing foreign-provider and overseas-NFT declaration should not be treated as if it already included the proposed €100,000 rule for self-hosted wallets. Likewise, provider transaction reporting is a different obligation from a possible declaration by the wallet holder.

Why lawmakers proposed it
The amendment’s explanatory statement says crypto-assets can facilitate tax fraud and that holdings are under-reported. It cites figures attributed to recommendation 9 of a parliamentary inquiry report: €3.5 billion in realized crypto capital gains in 2021, compared with €400 million of crypto-assets declared to France’s tax administration (DGFiP) that year. Those amounts are presented here as figures cited by the amendment’s statement, not as independently verified measurements.
The statement describes the aim as creating an obligation to notify the tax administration of self-hosted crypto-asset wallets above a €100,000 holding threshold. That wording explains the proposal’s purpose; it does not change its pending legislative status.

What penalties could apply?
I-CF821 also proposes adding a reference to Article 1649 bis C in Article 1729 C ter, a penalty provision. The explanatory statement says the mechanism could impose a penalty of up to €10,000 for non-declaration. That is a proposed consequence, not a settled fine. The amount, triggering conditions and enforcement procedure would depend on the final enacted text and any applicable rules.
What wallet holders should do now
- Do not treat the committee vote as an immediate filing deadline. No final declaration date or form for this proposed rule has been established.
- Identify custody. Separate wallets directly controlled by you or your entity from accounts maintained by a crypto-asset service provider, because the proposal distinguishes those categories.
- Keep year-end records. Preserve wallet addresses, token balances and a method for documenting 31 December values so that a future rule can be applied consistently if enacted.
- Check the final bill and implementing guidance. Thresholds, valuation rules, covered taxpayers, penalties and filing mechanics may change during later readings.
- Get advice for existing obligations. The proposed rule does not replace current duties concerning foreign-provider portfolios, overseas NFTs or provider-reported transactions.
What remains unresolved
- Whether the amendment survives later parliamentary readings and appears in the enacted 2027 finance law.
- The final effective year and first reporting deadline.
- Which valuation source and exchange-rate method would apply at 31 December.
- How multiple wallets, jointly controlled wallets, entities and token types would be aggregated.
- The final penalty structure and any exceptions or correction process.
For now, the accurate description is that French lawmakers backed a proposal for reporting qualifying self-hosted wallets valued at €100,000 or more at year-end. It is not yet a legal obligation.
