For free PDF work, choose a tool based on what you need to change: Google Drive can store and preview PDFs, and its Android app supports markup; Dropbox supports annotation, but its documentation reserves editing existing text for specified paid plans. For changing text, Sejda offers an online editor and an offline desktop app subject to free-use limits, while LibreOffice Draw is a desktop option to evaluate. You can use a cloud drive for storage and a separate PDF editor for edits.
First, decide what “editing” means
PDF tools handle different jobs, and the distinction matters when choosing a free replacement for OneDrive:
- Store and preview: Keep the PDF in cloud storage and view it there. Previewing is not the same as editing the document.
- Annotate: Add marks, comments, or handwritten notes over the page. This usually leaves the original text unchanged.
- Edit existing text: Change words already in the PDF. This requires an editor that explicitly supports modifying existing text.
A practical workflow may pair a cloud drive with a separate editor. The options below are based on provider documentation; they have not been comparatively tested for layout fidelity or privacy.

Google Drive: storage, preview, and Android markup
Google Drive Help lists PDFs as a supported file type for storage and preview. Google cautions that its preview is scaled down and may appear different from the complete file, so do not treat the preview as proof that the final document’s layout is intact. On Android, Google says you can use a finger or stylus to annotate PDFs in the Drive app, then save the marked original or a separate copy. That is markup on the page, not evidence that Drive can change existing PDF text. Annotate PDFs in Google Drive.
Dropbox: useful for annotation, not a free text-editing substitute
Dropbox documents PDF annotation, but distinguishes that from changing existing text: its help pages describe existing-text editing as available on specified paid plans. If your task is to add notes or mark up a PDF, Dropbox may fit; if you need to rewrite words already in it, confirm that your plan includes that feature or use a separate editor. Sejda: a dedicated editor for changing text
Sejda advertises editing existing PDF text and adding new text in its online editor. It also offers a desktop app for offline editing. Its free use is limited, and the exact current thresholds are not established here; check the service’s current terms before relying on it for repeated or larger jobs. LibreOffice Draw: a desktop option to check on your own files
LibreOffice Draw documents workflows for editing text and objects in PDFs and for redaction. The available guide does not establish that every PDF will retain its original layout, so open a copy, make the change, export it, and inspect the result before using or sharing it. Choose a workflow that fits your device and document
- For cloud storage and viewing: Google Drive documents PDF storage and preview. Check the actual PDF when appearance matters.
- For handwritten notes on Android: Drive supports finger or stylus markup. A stylus is optional; Google’s instructions also allow a finger.
- For cloud annotations: Dropbox documents annotation. Do not assume that means existing-text editing is included in a free plan.
- For occasional existing-text changes: Consider Sejda, subject to its current free-use limits, or test LibreOffice Draw on a copy.
- For sensitive documents: Review the provider’s current data-handling terms before using a cloud service or web editor. If an offline workflow meets your needs, consider it instead; this is a precaution, not a claim that a particular product has been audited.
Whatever editor you use, inspect the exported or saved PDF—especially after changing text, objects, or page appearance. Preview rendering and conversion can affect what you see.
