India’s own smartphone brand has a target date, not a confirmed product launch. Union Electronics and IT Minister Ashwini Vaishnaw said at the NDTV World Summit in Delhi on 23 October 2026 that India should have Indian-designed, Indian-manufactured, Indian-branded mobile phones by 23 October 2028. The government has not yet identified the company, brand, phone model, price, operating system, carrier, retailer or domestic-content percentage. The announcement marks a policy goal: moving from assembling phones for international brands to retaining product design, intellectual property and brand ownership in India.
What did Ashwini Vaishnaw announce for October 2028?
Vaishnaw gave 23 October 2028 as the government’s target for an Indian-designed, Indian-manufactured and Indian-branded phone. His wording was categorical—“This is 23 October 2026. Please note it: 23 October 2028. You will have Indian-designed, Indian-manufactured, Indian-branded mobile phones”—but it does not constitute a guaranteed commercial release date.
The announcement identifies an industrial objective rather than a finished consumer product. No named Indian company, future brand, US operator, model number, launch channel or retail price has been disclosed.

Why does designing a phone matter more than assembling one?
Design ownership determines who controls the product’s architecture, intellectual property, engineering roadmap and brand economics. India already manufactures and assembles substantial volumes of electronics, but the government’s stated next step is to keep those higher-value functions in the country instead of primarily producing devices conceived and branded elsewhere.

Vaishnaw said the government challenged Indian designers roughly three years earlier to create a mobile-phone printed circuit board (PCB), or motherboard. Two companies responded. According to his account, one design was selected by a major US telecommunications service provider, and that company then designed, manufactured and delivered a 5G-plus phone to customers. The minister did not name either company or the operator, so the episode is evidence of capability, not a disclosed commercial model that consumers can buy.
How difficult is it to create a complete smartphone?
A phone design has to integrate many systems in a very small, thermally constrained enclosure. Vaishnaw described the task as “extremely complex.” The engineering work includes coordinating:
- Radio-frequency communication circuits and antennas for cellular, Wi-Fi, Bluetooth and other connections.
- Application processors, memory, storage and power-management components.
- Camera modules, display hardware, sensors, speakers and microphones.
- Battery capacity, charging, heat dissipation, weight, reliability and signal performance.
A successful PCB is only one layer of the product. A sellable phone also needs industrial design, camera and display integration, software, regulatory certification, quality control, secure supply contracts, repair logistics and long-term updates.
Will every part of an Indian-branded phone be made in India?
No such percentage has been announced. An Indian-designed phone can still use processors, memory, displays, camera sensors, radio components and other parts from international suppliers. Mint’s reporting specifically cautioned that “Indian-made” should not be interpreted as proof that every component is fabricated domestically.
The meaningful distinction is between product ownership and component origin. The 2028 objective appears to combine Indian design, manufacturing and branding, while allowing a globalized component supply chain unless future policy sets a higher local-content requirement.
What policy support is behind the 2028 target?
PTI reporting carried by Moneycontrol says the government is using an incentive scheme aimed at mobile-phone production and Indian brands. Vaishnaw also said 12 plans had been approved under India Semicon Mission 1.0, with a sixth plant expected soon. These are ministerial statements reported in 2026; the announcement does not provide independently audited output figures or a schedule showing how those projects will translate into a consumer phone by the deadline.

Vaishnaw further claimed that India has 20% of the world’s design engineers and a talent pipeline spanning more than 300 universities. Those figures are also ministerial claims, useful as an indication of the government’s industrial argument rather than verified measurements of smartphone-specific capacity.
When Will India Get Its Own Apple, Samsung?
India will not have an equivalent to Apple or Samsung merely because a locally branded handset appears. The comparison depends on capabilities that have not yet been disclosed.

The minister’s target therefore answers who India wants to become, not which phone will compete on cameras, battery life, software updates or price.
How does iPhone Duo fit into this story?
Apple’s newsroom describes iPhone Duo as a foldable iPhone with a 5.4-inch outer display, a larger inner display, an A20 Pro chip, a precision-engineered hinge and a dual-battery architecture. Apple says pre-orders in India begin on 16 October 2026. It is a current premium reference point for the headline’s comparison, not the Indian government’s future handset.
No verified retail listing, price or affiliate availability is established here for iPhone Duo, and no shopping link should be inferred for the unnamed Indian phone.

- Working prototypes that complete cellular, radio and safety certification.
- Evidence of repeatable manufacturing at consumer scale, not only a demonstration unit.
- A published operating-system and security-update policy.
- Confirmed pricing, distribution, warranty, repair and parts arrangements.
- Clear disclosure of which systems are designed in India and what share of components is sourced or fabricated domestically.
Until those details appear, 23 October 2028 remains an industrial and political objective. It is not proof that a phone will launch on that day or that it will match established global ecosystems.

Has India named the company that will make the 2028 phone?
No. The announcement and available reporting do not identify an Indian OEM, consumer brand or model. The previously described 5G-plus project also leaves both the company and US operator unnamed.
Will the Indian phone use only locally made components?
That has not been promised. Smartphones commonly depend on international suppliers, and no domestic bill-of-materials percentage has been published for the 2028 target.

What would make an Indian phone a true global competitor?
Beyond local branding, it would need dependable hardware, sustained software updates, competitive pricing, broad distribution, repair support and an ecosystem that attracts users and developers. None of those consumer metrics has been specified yet.
